Bidder RFI Responses

Hernandez Consulting & Construction

1. Request: Is this project sales tax exempt? If the project is sales tax exempt can the government provide a sales tax exemption certificate?

Response: No, it is not sales tax exempt.

2. Request: Will the Government provide comprehensive written badging requirements for the project if badging is required?

Response: Badging will only be required for entrance onto Robins AFB. No other badging will be required. The PM and inspector will provide instructions when project is awarded.

3. Request: Where will the designated parking area be for workers accessing the construction site?

Response: Parking and laydown area will be provided in the area adjacent to the building.

4. Request: Will the fire sprinkler system and/or the fire alarm system need to be disrupted during construction? If yes, what if any additional security measures will the government require e.g. fire watch, temporary fire alarms, adjustments to sprinkler heads, etc.

Response: Yes, both will. Due to the simple nature of the tie-ins, the connections should be able to be performed within a normal work day and should not be an issue.

5. Request: Does the Government have a fire alarm servicer that they currently work with?

What is the name and contact information of the person or persons that will need to be coordinated with for security and fire alarm and suppression systems work and/or disruptions?

Response: The CE alarm shop handles fire alarm maintenance. Outages, testing, etc.

will be coordinated with our CE inspector who will assist with coordination with the needed base agencies.

6. Request: Does the Government currently have a 3rd party testing service for those items requiring testing or is the contractor free to locate and hire applicable testing firms?

Response: Third party testing is the responsibility of the contractor. The firm must be certified to perform the testing required.

7. Request: Has the work area been checked for asbestos? What is the Governments’ policy if asbestos products are encountered during construction?

Response: The original building was constructed in 1999, so no asbestos (ACM) should be encountered. Procedures for suspect ACM are contained within Section 01560.

(Note: The revised SOW contains requirements for contractor to perform wipe samples and test for heavy metals.)

8. Request: Describe any and all tasks that may be required for this project as it relates to infectious control? What is the level of infectious disease control rating for this site?

Response: There should not be any infectious disease control. This section has only been used for material storage since originally constructed.

9. Request: Is the government responsible for finding utilities?

Response: No, the contractor is. The known site utilities are shown on Plate A101 of the drawings. Per Section 01020, 5.2.1, the contractor is required to perform subsurface utility exploration to determine the exact location of all utilities. If additional utilities are found which are not shown on A101, these will be considered as unforseen conditions.

10. Request: Is lightning protection required for this project?

Response: Yes per Section 01005. Note the changes in the revised SOW package.

11. Request: Can the Government confirm the project size budget is $5-$10 million, as that seems a much higher range than the scope?

Response: No, the Magnitude of Construction is between $1,000,000 and $5,000,000

12. Is it possible that we can email in the proposal? Or, is it required to submit an original signed hardcopy and hard copy?

Response: FA8501-17-R-0005 Amendment 1, states that proposals shall be submitted electronically to tracie.sowels@us.af.mil and brian.mittelbach@us.af.mil but original Bid Bonds must be mailed and received by the offer due date.

13. Request: We understand that new roof panels are required. Is the intent to replace damaged roof panels or to provide a new roof system to meet the current building codes?

Response: Provide a new roof system with reslope framing to meet the current building codes.

14. Request: Should the existing roof pitch be modified to match the existing adjacent roof pitch? Will modifications to the adjacent roof be required such as gable flashing?

Response: Yes. Resloping shall match the slope of the existing south section as per the SOW. All components necessary for a weathertight assembly will be required. Note that there are stringent requirements for the roof assembly and warranties.

15. Request: Is the intent to add structural wall and roof framing to meet the current building codes?

Response: Exterior wall framing for the metal building is not affected as the requirement is to replace wall panels and insulation. Roof framing for the reslope is required to meet the current building codes.

16. Request: Should the metal wall panels be replaced to accept the new insulation and vapor barrier? Is the intent to leave the existing insulation in place, then provide additional wall insulation?

Response: Changes in the SOW and drawings issued as Addendum 1 change the requirement to replacing the wall panels and insulation.

17. Request: Are downspouts required on both sides of the building?

Response: Gutters are not required, so downspouts are not required.

18. Request: Does the client have documentation of the existing conditions at the roof? Does the building have existing rooftop equipment and/or roof accessories that should be considered? Should these be replaced, or reuse existing?

Response: There is no existing rooftop equipment. Roof accessories for the new roof are required to be replaced for the roof warranty required.

19. Request: Does the client have the construction documents and specifications for the original pre-engineered building? If so, will the client distribute the bidders? In AutoCADD format?

Response: Existing drawings for the building have been provided in Addendum 1.

However, the shop drawings from the metal building manufacturer are not available.

20. Request: On sheet A101, a note requires removal of wall, door, and electrical panels to accept a new overhead coiling door. Will the new overhead door be supplied by the client? If not, what are the dimensions and requirements for the overhead door?

Response: Section 01005, F.1.e.9) requires new doors from the contractor. Overhead door size is 22 ft. wide x 15 ft. high.

21. Request: On sheet A102, a note at the rear exterior of the building states to adjust treads and risers as required. This note is outside of the building renovation extents line. Should the bidders include modifications to this rear stair?

Response: The stair does not currently exist (see Plate A101). New steps, landing and railing are required per Section 01005, F.1.e.3).

22. Request: What are the requirements for the sanding booth?

Response: Provide new disconnect to handle 75 KVA transformer (see plate A102).

Provide a capped supply for future sprinkler heads for the booth (contractor to design pipe size and flow based on size of the booth in the drawing (scale drawing as required).

23. Request: On sheet A101, a note requires removal of paving to install new handicapped ramp and canopy footings? What are the requirements for the handicapped ramp? What are the requirements for the new canopy and canopy footings?

Response: The design will be the responsibility of your design firm.

24. Request: Since this facility is not a public accommodation, is the intent to have the new ramp comply with ADA design standards?

Response: For the new handicap ramp – yes. The DoD requirement is that even non-public industrial buildings must meet the handicap code. The other ramp is for vehicles and is not required to meet the handicap code.

25. Request: At the site meeting, it was stated that only two submittals will be required.

Please confirm submittal requirements.

Response: Only 2 design meetings will be held. Full design submittals are required for the 60%, First Final and Corrected Final. Check-sets can be submitted electronically on CD only. Check-sets submitted between First Final and Corrected Final should be used to prevent the possibility of disapproval of the Corrected Final if found to be non-compliant (see Section 01030, 7.6.4).

26. Request: Please outline the requirements of the proposal.

Response: Proposal shall consist of CLIN Schedule, Bid Bond, and acknowledgement of all amendments.

27. Request: Since this is a design-build project, should a technical proposal be required?

Past performance?

Response: No, award will be based off of overall price evaluation only.

28. Request: Can SAM registration be submitted in lieu of the Reps & Certs section?

Response: Reps & Certs are part of SAM, all contractors must have a current registration on file prior to award.

29. Request: On sheet A101, a note requires installation of additional insulation without condensation issues (typical at exterior walls). Please clarify the condensation issues?

Does the client believe that the large overhead doors in open position, allow moist air to enter the building? Is the steel structure sweating? Where is the condensation forming?

Does the client believe this is a vapor barrier issue?

Response: This note has been removed on the revised sheets and specifications submitted as Addendum 1. The original intent was to prevent sandwiched vapor barriers when new insulation was added to existing insulation. Per the Addendum, the metal wall panels and insulation are to be removed and replaced with new.
