Bidder RFI Responses

ELA Group

1. Request: EXISTING CONDITONS para b) notes “Both roofs have different pitches” No elevations in amend 004 show South Roof section -don’t know which is higher?

Response: Plans of the existing buildings were provided in the addendum. These show the approx. eave height of the north roof. The eave height of the south section is almost identical. The south roof pitch is slightly steeper than the north section (this was visible during the site visit). It will be the responsibility of the contractor’s designer to verify all dimensions and determine the exact roof pitches during the design phase (SOW, Section 01030, 2.1).

2. Request: PG 3 demolition note 6 plans and note not clear as to which transformer and air switches are to be removed as well as what is to be replaced in note on pg 5 note 15. also states transformer is to be minimum 750 KVA? FOR BIDING PURPOSE what would the MAXIMUM BE?

Response: Your design firm will need to provide you with the maximum. The maximum is dependent on their assessment of the peak demand (provided in the addendum) in conjunction with the new loads to be added due to the renovations.

3. Request: Pg 5 note 8 “(to match existing south roof slope)” no information as to what is existing south roof slope and height. Need clarification as to whether project requires reframing north roof(?) if so, to what elevation and pitch(?)

Response: Per the addendum, the north roof slope is to be reframed as required to match the south roof slope since the south section is not scheduled to be replaced. It will be up to your designer to determine the pitch during design and provide the framing design needed to accomplish it.

4. Request: BASE BID “Provide ALL work listed” (this would include cost of replacing transformer and feed?) “Cost of replacing transformer---- separate on bid form” Question separate cost would it be a deduct?

Response: Reference the revised Bid Form. CLIN 0002 does not have the transformer and feeds. CLIN 0003 is the transformer and feeds. CLINS 0001 thru 0003 make up the Base Bid – the contract will not be awarded without all three. Addendum, Section 01005,

1.01 G.1 denotes this.

5. Request: Please clarify what an option is. At who’s option? Is it an add or deduct?

Response: An option is an add-on for a specific scope (in this case – painting). It is used to separate out a cost for pricing to verify if it can be funded. In this case, painting the structure is not absolutely required and may be dropped if the bids are such that funding is not possible. Also, in this case, if this option is to be exercised it will be done so at contract award.

6. Request: Pg 17 9.1 statement concerning alternate for heating this is to be omitted (?)

Please clarify which scope is included for heating and or cooling of production area? PPE and locker room(?) or is all hvac deleted from project.

Response: Heating and cooling of the Production Area, PPE and Locker Room is required and all are now in the Base Bid (see addendum, Section 01005, F.1.e. 9))

7. Request: Pg 19-20 electrical service please clarify which air switch is being referred to.

Response: The air switch is shown on the RFP Drawings, Detail 1 Existing Utilities, Plate A101. This has not changed.

Questions from 17 Apr 2017

1. Request: As built or sketch with type of building construction, height to eaves, height to peak. Elevation of existing ramps top and bottom.

Response: These were provided in the addendum.

2. Request: Drawing supplied on left side of sheet where ramp is to be filled in/ need dimension for length.

Response: These were provided in the addendum.

3. Request: Information for power, fire protection and or housekeeping pads for all equipment being furnished by others.

Response: Power is in the addendum. Fire protection scope is in the addendum.

Reference Section 01005, F.1.e.6) for additional information.

4. Request: Any structural steel repairs and or repainting.

Response: Structural steel repairs will only be required to the extent needed for the new re-sloped roof and modifications required to the north wall. Repainting of structural is limited to 10% under the Base Bid, the entire Production Area structure for Option 1 (addendum, Section 01005, F.1.d.12).

5. Request: main floor repairs / stripping /paint or sealing or stripes?

Response: Floor repairs are as required for the north wall and the installation of plumbing. No floor stripping or painting is required. Basic sealing of new concrete will be required.

Questions from 1 May 2017

1. Request: As builts of both the north wing and south wing are needed to clarify lightning protection system requirements. Also without data sheets for government furnished sanding booth and other GFGI equipment, we are having difficulty determining electrical and fire suppression requirements.

Response: The addendum contains as-builts of both sections. These should be sufficient to clarify the lightning protection requirements.

2. Request: CLIN 3-4 or 5, can you verify that CLIN 3-4 and or 5 are deducts, with the new

ELECTRICAL SERVICE AND HVAC included in CLIN 2?

Response: The CLINS have been changed per the addendum. All of the electrical is now in the Base Bid. The alternates were removed and an option inserted for painting the structure.

3. Request: Can you clarify the scope of work for CLIN ITEM # 3. Electrical “SERVICE”.

Item # 11 pg 4 of 11 includes all electrical work. Is that the intent? Or is it to only deduct the cost of the “SERVICE” from existing air switch to NEW interior electrical switches and panels.

Response: All of the electrical is now in the Base Bid and includes all items.

Questions from 1 May 2017

1. Request: Data sheets or requirements for the equipment to be furnished by the Govt. Our engineers say this is needed to size the hvac system. Nor is there any design parameters for heating and cooling. Do we need to size for xxx degree split?

Response: The design parameters for heating and cooling are in Section 01020, 9.3, with the degree split (Summer/Winter setpoints) in subparagraph 4. Other HVAC design parameters are contained within the UFC and ASHRAE standards.

Process equipment will consist of a sanding booth and vacuum system (Govt. furnished, Govt. installed (GFGI)). There will be no other equipment used other than standard handheld power tools. The equipment consists of the following components: 7 compartment sanding booth with individual exhaust fans, 14 – fluorescent lights within the booth and 1 vacuum system for sanding. All sanding booth fans are supplied with a single 277/480V 3ph 30A circuit. Vacuum system (provides vacuum to interior of sanding booth for sanders) requires 277/480V 3ph 100A circuit supplying a 75KVA transformer. The transformer will be GFGI. Contractor requirements will be to provide 2 circuits with circuit breakers and junction boxes to feed the sanding booth and vacuum system and account for the heat load for the above.

2. Request: Requirements or the RFP concerning past performance, scheduling and technical package to be turned in for bid evaluation.

Response: Basis for Award is listed in the Notes in Section B of the Solicitation, it will be based solely off the total price of the CLINS only.

Proposal package should consist of the solicitation, CLIN Schedule with proposed prices, all acknowledged amendments, and original bid bond. All items must be received by the contracting office No Later Than the established offer due date and time.

3. Request: As builts or information concerning elevations of exterior walls, ramp and landing elevations. Pitch of roof and heights.

Response: As builts were provide as a part of the addendum package. Note that the contractor is required to confirm all dimensions, roof slopes, etc. during the design and construction phases and adjust as required.

4. Request: Information on southern roof elevation difference. Do we need to reframe entire north to match or transition flashing only.

Response: The roofs have approximately the same eave elevation but slightly different pitches. The north roof will have to have additional framing to allow matching the south roof pitch. This is not just a transition – it is a slope conversion such that both roofs will be on the same plane. This is included as a part of the clarifications in the addendum.
