PWS Attachment 6 – Unclassified OCONUS Engine Runs
Purpose: In order to maintain paint, repair and modification schedule for USAF Bk 40/50 aircraft undergoing maintenance at OCONUS depots, and to reduce the cost and maintenance burden for USAF personnel to travel to perform preliminary F-110-GE-100/-129 engine runs, the Contractor shall perform unclassified engine motoring and runs in accordance with the following aircraft configuration and process. This process meets the intent of the F-16 System Safety evaluation titled ‘Hazard Risk Assessment of Engine Run With Equipment Removed”, dated 24 April 2012.
Aircraft Configuration:
1. The following items will be removed and properly stored by USAF personnel prior to aircraft induction into an OCONUS depot. All listed items will be removed for motoring or engine runs performed by the contractor and shall be installed and operationally checked by USAF personnel prior to Functional Check Flight or first flight.
2. The equipment list below is removed at owning unit before an aircraft is inducted into the OCONUS depot. Engine run and FCF will be performed without listed equipment. After delivery to the owning unit, all listed classified items installation and follow-on operational checkouts will be performed by unit personnel at owning unit facility.

PWS Attachment 6 – Unclassified OCONUS Engine Runs
Engine Motor/Run Process:
1. Aircraft preparation prior to engine run and/or tow:
a. The following process will be implemented as safety/securing for all removed items.
i. Each connector, harness and air duct shall be protected by covering with a plastic bag or plastic shipping cap.
ii. All connectors/harnesses will be attached to the nearest primary support or to the main wire harness bundle using lacing.
iii. All corresponding doors shall be closed.
b. Aircraft Center of Gravity limits shall be verified per 1F-16()-5-2 for weight and balance and aircraft shall not be towed with less than 1000 pounds of weight on the nose landing gear.
c. Glare Shield Warning Lights (e.g., HYD/OIL PRESS, ENGINE, ENG FIRE) and Caution Lights (e.g., SEC, FUEL/OIL HOT, FWD and AFT FUEL LOW) shall be checked for proper operation per JG33-00-05 (CAUTION, WARNING, AND
ADVISORY LIGHTS, OPERATIONAL CHECKOUT)
d. Main Fuel Shutoff Valve shall be checked prior to engine run for proper operation to ensure control from the cockpit is available.
e. The intercom and the COMM 1 control installed in the cockpit will be checked for proper operation per JG23-20-01 (UHF RADIO operational checkout) and JG23-40- 01 (Interphone system operational checkout).
2. Engine motor/run procedure:
a. All procedures listed in TO 1F-16CG-2-70JG-00-11 and TO 1F-16CJ-2-70JG-00-1 shall be complied with fully.
b. Fuel Flow, RPM, FTIT, Oil Pressure, Nozzle Position, and Hydraulic Pressure indicators shall be checked for proper function and availability during engine operation.
c. Engine operation shall only be conducted by properly trained and certified Contractor technicians or USAF personnel.
d. Equipment and facilities used for engine operation shall be approved and certified for use, as necessary, by DCMA prior to use.
e. Emergency services will be available, as necessary.
Follow-on Maintenance
1. All non-classified follow-on maintenance checks will be performed by the Contractor.
2. All classified equipment installations and follow-on maintenance checks will be performed by
USAF personnel with the exception of the following operations (these non-Safety of Flight items will be carried forward in the aircraft maintenance records):
• FUNCTIONAL CHECKOUT OF AIM-9 (OR LAU-129) MISSILE LAUNCHER
• CRASH SURVIVABLE FLIGHT DATA RECORDER BUILT IN TEST (BIT)
• CRASH SURVIVABLE FLIGHT DATA RECORDER OPERATIONAL FLIGHT
PROGRAM IDENTIFICATION CHECK
• RADAR THREAT WARNING SYSTEM OPERATIONAL CHECKOUT
3. A follow-on classified configuration engine run may be required by USAF personnel based on maintenance performed.
