Amendment 5: Question and Answer, set 8
1 – Can you confirm what you want to be included in CLIN 0058 & 0059?
• Even though the “Unit of Issue” in the latest pricing sheet is “EA”, you would like both the Left and Right Wing included in the pricing for CLIN 0058 “Remove/Replace of Wing Box (TCTO 2726)” and CLIN 0059 “Wing Box Modification and Upper Skin Replacement (16W9-13-501)”? So in effect, the quantity will be one (1) pair of SLEP Aircraft Wings (one left hand and one right hand)?
Correct. Per the guidance and clarification from Amendment 4 Q/A set 6, and Amendment 5 Q/A set 7, and Amendment 0005 of the solicitation, compute your price using TCTO 2726 for CLIN 0058 (price for both wings, Left & Right) and 16W9-13-501 for CLIN 0059 on 1 pair (price for both wings, Left & Right) of wings.
• You would also like the workscope for CLINS 0035 & 0037 “Wing Removal & Reinstallation” (Right Side & Left Side), included in the price for CLIN 0058 “Remove/Replace of Wing Box (TCTO 2726)” so that it covers one (1) pair of SLEP Aircraft Wings (one left hand and one right hand)?
Incorrect. Amendment 0005 of the solicitation uses different PWS references for CLINs 35 and 37 than it uses for CLINs 58 and 59, meaning the requirement is different. The references for 35 and 37 are 1.14.12, which are for generic wing replacement work. This is to be priced per wing, as directed in Amendment 0005 of the solicitation. CLINs 35 and 37 are not for SLEP.
Amendment 0005 of the solicitation references 1.3.5, 1.3.8 and 1.14.24 for CLINs 58 and 59. In the PWS, these references are for SLEP work.
Do not price CLINs 35 and 37 together with 58 and 59. They are different work.
• Please confirm that CLIN 0059 will only be executed in conjunction with CLIN 0058. The title of TCTO 2726 is “REPLACEMENT OF UPPER WING SKIN AND MODIFICATION OF LOWER WING
SKIN.”
As directed in Amendment 4 Q/A set 6, and Amendment 5 Q/A set 7: “For the purpose of this pricing estimate, both a left wing and right wing will be removed as part of 0058, modified as a set under CLIN 0059 and reinstalled under the original CLIN 0058. Both CLIN 0058 and 0059 will be completed only once for every one SLEP aircraft.” Compute your price in accordance with this guidance.
• When you total the pricing from CLIN 0058 and CLIN 0059 during your pricing evaluation, wii it cover the work-scope for each SLEP Aircraft from Removal of a pair of Wings through Re-installation of a pair of Wings with everything stated in TCTO 2726 and 16W9-13-501 included but not duplicated between the CLINS.
Price each CLIN separately. Per the guidance and clarification from Amendment 4 Q&A set 6, Amendment 5 Q&A set 7, and Amendment 0005 of the solicitation, compute your price using TCTO 2726 and 16W9-13-501 on 1 pair (price for both wings, Left & Right) of wings.
