This document contains questions and answers regarding a solicitation for F-16 depot-level maintenance and repair services for the United States Air Forces in Europe. The solicitation will be for a 5-year indefinite delivery/indefinite quantity contract with a potential 5-year option period and ceiling amount of $250 million to maintain and repair F-16 aircraft allocated to the USAFE Major Command. The scope of work will include core depot maintenance activities, predefined programmatic work, and drop-in repairs. Core work includes aircraft coating removal, painting, and non-destructive inspections. Programmed work covers major modifications like longeron, bulkhead, wing repairs and replacements, and avionic upgrades. Additional unplanned drop-in maintenance will also be supported. The contractor must operate a facility within the defined competition circle to primarily support USAFE aircraft but may send contractor field teams anywhere needed excluding combat zones. Foreign participation is allowed and data packages will be released according to US requirements.

F-16 OCONUS Depot Solicitation: Question/Answer set 4
1. If requested, is it possible to coordinate with USG to have a Materials Review Engineer sent to the contractor during F-16 SLEP program?
There is no plan to permanently locate an MR engineer at either OCONUS depot facility, but if the complexity of the repair justifies travel a SME could be sent.
2. Regarding TCTO 2734 (CLINs 0060 and 0061), and TCTO 2780 (CLIN 0062), the drawing instruction is not clear. Are the materials needed government furnished or contractor furnished? We would like a 3D model.
No material is required. Per PWS Section 1.14.24.4, this task is for performing cold work operations on the 16B5301-(), 16B5303-(), and 16B5304-() center fuselage upper skin assemblies per technical data called out on the TCTO.
3. We cannot find TCTO2827 (CLIN49), TCTO2741D (CLIN50), TCTO2854 (CLIN79), and TCTO2810 (CLIN80). How can we get these?
TCTO2827 (CLIN49), TCTO2741D (CLIN50), TCTO2854 (CLIN79) are located in a file called “Additions Dec 2019.” However, TCTO 2810 has not been sent out. The Program Office will send this TCTO out to all contractors. We are working the issue currently.
4. We request copies of fixture drawing 16A11835, 16A11836, 12A11191, & 16A11192.
Tooling listed in PWS Attachment 4 (Required Wing Tooling) is provided as a reference only. There is no guarantee that the data is available from a USG source. Additionally, these fixtures are required to be coordinated with the COMG (Component Master Gauge), which is maintained by the OEM (Original Equipment Manufacturer), not the USG. PWS Section 1.14.12.2.2 cautions the contractor about the lead-time required to establish wing overhaul capability if they do not already possess the tooling listed in Attachment 4. Experience has shown that it could take in excess of two years just to obtain the data and master tooling necessary to manufacture long lead-time fixturing, then an additional two years to produce these fixtures. Because of the lead-time and complexity of wing overhauling, we do not believe it to be necessary or in the government’s best interest to provide the requested drawings.
