Questions Related to PWS Amendment 1
1. PWS Section 1.8.3 states that the contractor will safeguard, handle, and destroy all government-furnished information IAW DoDI 5200.1, Volume 3 and AFI 31-401_ACC-SUP. In connection with that work, will the government at any time require access to special access rooms for storage, including rooms where data and equipment are handled for destruction? A) Not related to classified material or LRU’s, USG may require access to non-classified storage rooms to comply with inspections, inventory, verification of destruction, etc. Will document and information technology vaults be required inside locked special access rooms for special access programs
(SAPs)? A) No. The only vault required is outlined in the PWS.
2. What is the anticipated volume of classified material that will be safeguarded, handled, and/or destroyed? ? A) The contractor will not be required to safeguard classified material. This material will be stored in the vault with ONLY USG personnel access.
3. We have provided a plan for a vault to house aircraft-specific LRUs and related classified data.
Are any additional vaults, such as vaulted cabinets needed, and if so will they be CFM or GFM?
The only vault required is outlined in the PWS.
4. We assume that the two-person rule will apply to Secret-level areas, regardless of whether the material will be handled only for safeguarding and destruction. At this time, we believe that this requires a U.S. citizen with a clearance to perform these operations. Is there any circumstance under which a NATO-cleared person will be permitted to serve as one of the two people? A)
No. The contractor will not be required to destroy or handle classified material. This function will only be performed by USG personnel with the proper clearance.
5. Section 1.8.4, Communications Security (COMSEC), calls for crypto security, transmission security, and emissions security (EMSEC). Will any of this equipment be provided as GFM or will some of it be CFM? If it is CFM, could you specify the types of equipment you expect or prefer to have on-site? A) The contractor will be responsible for providing protection measures for all electronic information. As outlined in the PWS, the equipment and procedures will adhere to industry standards of electronic security systems practices.
6. Will the EMSEC require special conduit, noise and sound devices and equipment, and/or
TEMPEST-level protection in any area of the building? If so, could you please describe these and supply a guiding EMSEC document. A) As stated in the PWS, the contractor will be required to develop protective measures to deny unauthorized persons or entities from acquiring USG information related to USG national security. It will be the contractor’s responsibility to supply all necessary equipment and procedures to provide the level of security ensuring this requirement.
7. A typical Security organization has personnel who fulfill a range of functions, including the overall Program Security Officer (PSO), an AIS manager, a physical security officer, and possibly others depending on the volume of data to be handled, protected, and/or destroyed. Could you give us additional data regarding the work scope of the organization necessary to fulfill this specific contractual function based on volume of work and work requirements? A) The contractor or sub-contractors will not be required to handle, store, or destroy classified material. These functions will only be performed by USG personnel with the proper clearance.
According to past requirements and the requirement for the contractor to only receive digital versions of T.O.s (PWS para 1.6.2.1), the volume of unclassified material that may need to be handled, stored, or destroyed is expected to be minimal. However, the contractor should have procedures in place if this workload increases.
8. The Requirements Traceability Matrix contains a line item calling for providing “evidence of or a plan to obtain the required storage vault IAW PWS, 1.8.2.2.” The current PWS contains no reference to a Section PWS 1.8.2.2. Are we correct to assume this is a reference to Section
1.8.3.2? A) Yes. Administrative typo; reference section 1.8.3.2
9. Line item 0005 and 1005, 300 Gallon External tanks Text in these line items there seems to be a
Typo.
“Remove, storage and reinstallation of 370-gal external fuel tank equipment IAW PWS Should Be: “Remove, storage and reinstallation of 300-gal external fuel tank equipment IAW PWS A) Yes. Administrative typo: correct reference should be “Remove, storage and reinstallation of 300-gal external fuel tank equipment IAW PWS”
10. In the delivered technical data package file Pre-Block TDP contains the drawing 16RB2004 with revision letter “A” date 02-16-16. We recently perform this work for another F-16 customer and the drawing had a higher revision level than the delivered in the data package for the USAFE F-
16 depot program. We have 16RB2004 Rev “B” dated 04-18-16. Is it possible to send the updated revision of drawing 16RB2004? A) Revision “A” is adequate to build a proposal, and revision B will be sent out.
11. Drawing 16RB2004 contains the statement “Cold work per FPS 3663 Stainless steel and Finish code of stainless steel per S-466.” We request that the USAF provide the specific technical data for the process and procedures for working with FPS 3663 and Finish code S-466. A) The requested technical data package will be uploaded and a separate email will be provided to those who request data.
