PDGU Questions & Answers Solicitation No. FA8232-16-R-3001
Questions 131 – 142
Question 131: The TEP Table references Production CLIN 9020 as the Option Year 10 Production CLIN. The RFP does not contain CLIN 9020, the last production CLIN being 8020.
Can the Government clarify?
Answer 131: Amendment 0002 will add CLINs 9020, and 9021 to the RFP.
Question 132: Can the Government clarify the intent of Section J Attachment 6, Mapping Worksheet? This attachment references Section J, Attachment X for labor category definitions.
Section J, Attachment X does contain labor category definitions for eleven labor categories, and requests their rates, but there are 111 labor categories in Attachment 6 and many of them do not tie to the eleven labor categories in Attachment X. Additionally, it is unclear from the RFP as a whole how the information requested in Attachment 6 will be utilized during execution of the program. Can the Government provide labor category descriptions for all labor categories in Attachment 6 to allow Offerors to accurately map equivalent labor categories?
Answer 132: The mapping worksheet is necessary if the Offeror uses titles different than those titles in the PDGU price matrix to describe its labor categories. A new attachment will be provided in amendment 0002 that includes only the eleven labor categories in the PDGU price matrix. The mapping worksheet in and of itself will not be evaluated, but may be used to assist with the price evaluation described in RFP Section M.
Question 133: Acknowledging the Affordability Caps as stated in Attachment M, what is the Government's estimated contract award date? How should Offerors interpret the FY16 Cap if a contract award falls shortly before or after 2016 SEP 30?
Answer 133: If the contract award is prior to 30 Sep 16, then the FY16 affordability cap applies. If the contract award is after 30 Sep 16, then the FY16 affordability cap does not apply. The caps only apply if the contract is awarded prior to or during the designated FY.
Question 134: Acknowledging the Affordability Caps as stated in Attachment M, is it the Government's intent that the combined amount of $8.79M will cover the entirety of the NRE Development, for the CLINs listed in Attachment M, regardless of the contractual start date?
Answer 134: The affordability caps apply to FY16 and FY17. If NRE takes place in FY18 and beyond then NRE could exceed $8.79M.
Question 135: For CLIN X020 and X021, each SubCLIN on the model contract states “See CLIN X020 Price Matrix” and “See CLIN X021 Price Matrix”… and it appears that pricing by exercise quarter may be required (i.e., SubCLIN 3020AA Exercise between 37 and 39 Months ARC). However, the cost/price instructions do not mention pricing by exercise quarter. Per the cost/price instructions (Section L 6.3.4 and Section M 2.4.4.3), we must fill-out the TEP spreadsheet to include prices for various quantity ranges (e.g., 1-50, 51-100, 101-150). In addition to completing the TEP spreadsheet, is there a requirement to submit pricing by exercise quarter?
Answer 135: No. Period prices cover quantities ordered through option exercise over the 12 month time period. Only one option per quarter may be exercised.
Question 136: Based on the September 10, 2015 Q&A, the Government agreed to update the documents and removed EVM. Paragraph 3.2.1.1 of the SOO requires CDRL A036, DID DI- MGMT-81861A, Integrated Program Management Report, which is effectively EVM. Applying this DID to the FFP PDGU program, a Firm Fixed Price contract (FFP) will add significant expense to the program. Would the Government consider changing the DID to DI-MGMT- 81928, “Contractor’s Progress and Status Report? This DID will provide the USG with:
Cost curves showing actual projected conditions throughout the contract and any cost incurred for the reporting period and total contractual expenditures as of the reporting date.
Man-hours expended for the reporting period and cumulatively for the contract.
Contract Value Funded to date Cost of work performed during period (period to be defined as CY) Planned travel for the upcoming Calendar Month to include location, number of contractor personnel and purpose.
Actual: Monthly Hours Burned by each contractor/employee Invoice Date/Amount/Number
Answer 136: The DID on CDRL A036 will be changed to DI-MGMT-81928 per your suggestion. This change will be included in amendment 0002.
Question 137: Are the cover page, TOC, list of figures/tables, and acronym list excluded from the 30 page limit to the plan attachments provided within Volume II?
Answer 137: No.
Question 138: Government’s response to Question 48 is incomplete. Please provide a technical reference of the term “Geo Chips.” If related to a specific product or OEM, please provide reference.
Answer 138: From our understanding, GeoChips are similar to Geo TIFFs which are run-time commanded geo-referenced image overlays. We understand these geo-references are used in most commercial digital moving map products.
Question 139: The Government’s Answer to Question 108 does not address Affordability Caps with less than 12 months remaining in FY16.
The answer to question 108 states “The affordability statement states the calendar months and year for each fiscal year. FY16 is 1 Oct 2015 to 30 Sep 2016. FY17 is 1 Oct 2016 to 30 Sep
2017.” Question: The FY16 Affordability Cap is $4.48M. If contract award is 1 Aug 2016, which assumption below is correct?
1 Aug 2016 – 30 Sep 2016 (2 months) = $4.48M 1 Aug 2016 – 31 Jul 2017 (12 months) = $4.48M
Answer 139: 1 Aug 16 – 30 Sep 16 = $4.48M is correct.
Question 140: The Final RFP TEP shows a significant increase in quantity of PDGU SIL assets (75 SIL units over three years) over the Draft RFP version, and these deliveries start very early (Period 1) in the contract. There's a similar increase in quantity of Flight Test Assets (30 units over three years), and these also start in Period 1. Is this what was intended?
Answer 140: Please see the response to questions 14 and 15 posted on 18 Dec 15.
Question 141: The Final RFP TEP shows a total quantity of 30 TPS (ITA) delivered during Periods 2 and 3. This is up from the Draft RFP ITA quantity (5 total, spread over five years).
Are the specified ITA quantities intended to reflect the number of complete sets of ITAs (each with ITAs for PDGU LRU and SRUs)? Are the Final RFP TEP ITA quantities correct?
Answer 141: Please see the response to question 13.
Question 142: Final RFP SOO Para 4.6.1 states "Contractor shall provide initial spares as identified in the contract." But there is no CLIN # for spares, and no spares quantity is shown in the TEP. Are any spares to be quoted?
Answer 142: No CLIN for spares is necessary. All spares will be included in the production/test asset CLINs.
