About this file
This document is a set of solicitation questions for the C-130 Aircraft Stand Shipping Project (#11222), associated with Solicitation Number FA8227-25-R-5001. The questions and answers provide critical details about the transportation of two C-130 maintenance stands from Hill Air Force Base, Utah to Kinston, North Carolina. Key logistics requirements include contractor responsibilities for disassembling and reassembling stands without compromising welds, providing manpower and equipment for loading/unloading, and transporting the stands using a method that ensures equipment remains undamaged. The stands have been stored outside for approximately three years and were previously disassembled and wrapped.
Specific technical details reveal that the maintenance stands consist of multiple module identifiers (C1-C8, E1-E4) which, when assembled, produce two complete maintenance stations. The contractor will need to work with limited existing documentation, as manufacturer details are not currently available, and comprehensive as-built drawings (over 200 PDF files) may require additional release permissions. Environmental considerations include potential chemical residue on the stands, though they are reported to have been stored without specific cleaning. The project is being managed by the 309th Maintenance Support Group (MXSG) and Ogden Air Logistics Depot Activation at Hill Air Force Base, under the Department of the Air Force Materiel Command Air Force Sustainment Center.

Questions in Response to Solicitation C-130 Aircraft Stand Shipping Project #11222
1. What are the weights and dimensions of the different parts of the stands as they are laid out currently? See attachments C-130-MSG-193 Module Identifiers C2-C8 and C-130-MSG-192 Module Identifiers C1-C7
2. Would the different parts of the stands be disassembled and assembled by the Government or the contractor? If the stands are modified in any way for transport, the contractor will be required to disassemble and reassemble stands before the project will be signed off as complete. No welds may be interfered with or compromised. (Section 3.1.7.2 through 3.1.7.2.2 of the PWS)
3. What are the manufacturer details for the C-130 maintenance stands and all associated components (e.g., make/model or NSN, if applicable)? This information is not currently available. (I’ll get with AMXG and see if they have as-built drawings we can share)
4. Are there photos available of how the stands are currently laid out? including: Overall views of the maintenance stands, any detachable components or hardware, packaging or staging method (if already prepared), serial numbers or identifying markings (if available). No, but contractors were allowed to take necessary photos on the industry day. Photos can be provided. (Hideo and Brendan might have some from the last industry day)
5. Would the contractor supply the manpower and equipment needed to load and unload the maintenance stands? Yes. Per the PWS Section 3.1.7.1
6. Can the platform be turned upside down on the truck? Items can be transported in any necessary means if equipment is not damaged during transport (PWS section 3.1.8.1)
7. Are you looking to move this on a flatbed trailer? The government does not have a preferred method of transport.
8.
The contractor could not find the dimensions in yellow.
The only dimensions and measurements we have for these are on the attachments. AMXG does have as-built drawings for these but there are over 200 pdf files that would need release permission if necessary.

(4) Regarding environmental chemical hazards:
Assuming hazardous materials have been used in the maintenance of the aircraft, can the Air Force please affirm that the stands and their attached utilities will have had their surfaces cleaned and will be chemical-free when the workers arrive to move them? The stands were disassembled, wrapped and moved to the location. They have been stored outside for approximately 3 years. There should be no chemical residue on the stands, however the stands were never “cleaned” to my knowledge.
1) Regarding the equipment listing in Appendix B of the PWS:
The first diagram lists four "Module Identifiers" (C1, C7, E1, E3) and the second diagram lists another four (C2, C8, E2, E4). Does this mean that there are a total of eight airplane-maintenance stations that will be moved? No. The components listed, when assembled, produce 2 maintenance stands.
