About this file

This document is a set of questions and answers (Q&A) regarding a solicitation for C-130 aircraft stand transportation services. The solicitation (FA8227-25-R-5001) involves relocating two C-130 aircraft stands from Hill Air Force Base, Utah to Kinston, North Carolina for the Department of Air Force Materiel Command Air Force Sustainment Center. Key clarifications include transportation logistics such as pre-staging trailers, permit and routing flexibility, overnight transit considerations, and delivery expectations.

Specific details from the Q&A include: contractors are responsible for covering and securing stands during transport, must coordinate arrival times in advance, are not required to reassemble stands (Navy will handle final assembly), and will not be penalized for permit-related routing delays. The transportation requires managing oversized loads, hiring state escorts, and ensuring compliance with DOT Hours of Service regulations. The planned delivery is to a location in Kinston, NC, with both stands being delivered to the same site, and the expected delivery window is mid-August to early September.

1. Would it be permissible to pre-position and stage our trailers in the designated area the day prior to loading, under my on-site supervision and then left overnight to begin loading first thing the next morning? Our drivers will be arriving to the Layton area from various distances and at staggered times. Based on the site survey, the staging area appears to have sufficient space for this. Pre-staging would allow us to manage our drivers time effectively by having standby drivers jockey the trailers during loading, ensuring that assigned drivers remain within the DOT daily Hours of Service for the transport to Kinston. Clarification on this will help me finalize our pricing, manpower required, and the delivery schedule. This should not be an issue if this is coordinated and approved beforehand.

1. Are there any restrictions regarding overnight stop locations during transit? Specifically, are there any designated or preferred areas for layovers, or added security measures we need to have in place? We have evaluated the oversized route and identified several rest areas capable of accommodating both the trailers and pilot vehicles. We want to confirm whether those will be acceptable, or if there are limitations we should observe. The government has no route preferences.

1. Can we anticipate any amendment before June 9 that may provide a specific execution window or operational date range? Need the stands out by mid-August to early September if possible but there will be no amendment to the contract for execution window.

1. Has the disassembly of the C-130 platform been thoroughly documented and inventoried? If so, will the contractor have access to this information to facilitate reassembly? Contractors are not required to reassemble stands UNLESS they remove components for transport. They will be required to reinstall any existing components that they remove. The Navy will be responsible for stand assembly at the end location.

1. It is my understanding that the Marine Corps will handle the reassembly of the C-130 platform. Does this mean the contractor is only responsible for reassembling components they originally disassembled, such as lighting, electrical systems, and air lines? Yes.

1. Given that the C-130 structure has been exposed to weather conditions for several years and is slated for refurbishment upon relocation, is it necessary to incur additional expenses for wrapping and trapping? Could these measures be deemed unnecessary under the circumstances? Stands will be required to be covered and secured for transport.

1. The relocation site in Kinston, NC, is reportedly a field, which may present challenges for offloading the base platforms. Specifically, a 10K forklift with a boom would require a highly stabilized foundation for safe operation. Has this logistical concern been addressed and resolved? The Navy is responsible for the offload site. I’ll have to confirm with them for an answer to this.

1. Can our drivers arrive to the delivery site earlier than originally planned if we communicate that ahead of time? (We are trying to plan for being 100% on time) Accommodations can be made for arrival times if prior coordination and approval have been given.

1. At the drop-off location, are both stands going to the same delivery location? With us arranging the rigging crew/equipment, we want to be sure we do not need two crews. All material will be delivered to the same location.

1. The solicitation mentions the delivery location as both Kinston, NC and MCAS Cherry Point. Can you advise which is the correct final delivery location? The planned delivery site is the address listed for Kinston.

1. With the over dimensional loads we will be pulling permits and hiring escorts in all states en route. With that, sometimes permits are revised and requires re-routing. If that delays drivers, will that count against us as being not on time if we communicate that as it happens and update our ETA? This situation will be acceptable to the government and will not be considered as a negative factor for delivery schedule.

1. To clarify, there are two complete stands? There is only one inventory list but two separate diagrams. Should we double the inventory list provided? There are TWO stands that will be relocated.
