ATS Test Stand Questions & Answers

Date Question Answer Specification

Industry Day September 12-15

9/12/2016

Do all three of the test stand isolation pads have identical dimensions?

The three existing test stand pads are approximately 94"x64"x14" tall. The pads are

36" deep 6.5 bag mix with rebar above a 18:

bed of #2 screen gravel. The pads have a minimum of 1" of foam isolation on the sides.

See provided facility layout (pdf and AutoCAD)

NA

Can the rooms be altered from current configuration? Government preference is minimize facility alterations, however the Government does recognize that this project may require some facility changes. Significant modifications will require Civil Engineering approval.

SOW

Which starters require external oil? The ATS100-440 is currently the only starter that requires external oil. Some of the potential future workloads also require external oil.

PD001 Appendix J

4 9/12/2016 What are the dimensions of the compressor isolation pads? See provided facility layout (pdf and AutoCAD)

NA

5 9/12/2016 Is it possible to run over speed on a separate stand? Yes, this will be a contractor decision in their proposal.

PD001 Para 3.4

6 9/12/2016 Is a gas heater preferred? Also, can the heater be placed in the room with the test stand?

Electric heating is required.

PD001 Para 3.6

What splines are on the UUTs?

Unfortunately spline data is only available for 2 starters. See provided file "Air Turbine Starter

Spline Data.pdf". The current test stand uses three different female splines. Most starters adapt to the same female splines as the

ATS100-395B. Exceptions are the ATS100-302 and the ATS100-440.

What are the switches on the doors for? Personnel are not to be in the test area during testing. The door interlocks are used to command the data acquis ion system to see a safe condition if someone try's to enter the room during a test.

PD001 Para 3.10.11.1

9 9/12/2016 Can the louvers be reutilized? The contractors may reuse the existing make-up air louvers.

PD001 Para 3.22

10 9/12/2016 Do the Air Turbine Starters have somewhat constant air demand? Yes, the stall air flow is approximately the same as the running air flow.

Who is responsible for bringing in electrical power to the new equipment?

Base Civil Engineering will bring the required power to the electrical room shown on the schematic. It will be the responsibility of the contractor to bring power from the electrical room to the required locations.

SOW Para 7.1

12 9/12/2016 Do you want full redundancy across the stands? We are requiring redundant capability for all test operations listed in PD001.

PD001 Para 3.1

13 9/12/2016 Who will remove the existing plumbing? Contractor SOW

14 9/12/2016 Who built the original test stands? Partnership between Honeywell and Testek NA

15 9/12/2016 Would a separate over speed test stand in the same room impede throughput?

No PD001 Para 3.4

16 9/12/2016 Is the environmental chamber part of the test stand? No, the contractor does not need to worry about the conditioning chamber.

Do you want any manual gauges ? All required information should be available to the test operator via the software, however, the contractor may install manual gauges for reference only. Manual gauges will not be used for certifying test parameters.

PD001 Para 3.8.10

18 9/12/2016 Are modular data acquisition systems ok? Yes PD001 Para 3.8.9

19 9/12/2016 In Appendix M in PD001 the UUT requires a high air flow rate, is this correct?

Yes. More details will be provided in the next revision of PD001.

PD001 Appendix L

What is the anticipated workload for these stands?

Historic workloads have ranged between approximately 1 and 5 air turbine starters per workday, and approximately 1 to 5 pneumatic valve tests per day. Valve tests vary between 5 minutes and 20 minutes typically.

Can the two ATS test stands share a common heater? For now, the Government preference is for two separate heaters for redundancy purposes. Should power availability become a concern, the

Government may at a later date determine to consolidate heaters.

PD001

22 9/13/2016 What are the overall room specifications? See provided facility layout (pdf and AutoCAD)

SOW

23 9/13/2016 Can we re-use the I-Beam that runs above the test stands? Yes PD001 para 3.17

24 9/13/2016 Can we re-use the overhead crane in room 104? No, the crane will be removed. PD001 para 3.17

25 9/13/2016 Can you identify the room numbers? See provided facility layout (pdf and AutoCAD)

9/14/2016

Why are you replacing your current stands? The current test stands do not measure torque correctly, they have difficulty regulating inlet temperature and pressure, they have manual gauges that should be calibrated and part of the data acquisition, they use the incorrect inertias, they have proprietary electrical boards, the software (even in idle mode) uses 100% of the

CPU, the software is not intuitive to the user, and they are not easily adaptable to some of the potential future workloads. Additionally, the AF does not have adequate data rights to maintain the equipment.

What equipment stays in the rooms? There are existing gas monitors and fire suppression systems which should be left undisturbed. Otherwise, equipment will be replaced as per the SOW and PD's.

SOW Table 3-1 and 3-2

Is the current test stand mounting height ok? The contractor should consider OSHA/ergonomic standards when proposing their solutions.

29 9/14/2016 Can the USAF provide any manuals for previous or existing test equipment?

No, the AF does not have the data rights.

Can the intake hoses be re-used? No, the existing inlet ducts are custom to the test stand and are to be replaced as part of this effort.

The AF does not own data rights for the existing hoses.

31 9/14/2016 Can some of the stainless piping be re-used? No. All existing 300 psi piping is to be replaced.

SOW Table 3-1

What is being removed in the compressor room? Refer to the revised SOW and PD's. In general, the contractor will be responsible for removing the existing 300 psi compressor systems, including the compressor cooling system.

SOW Table 3-1 and 3-2

33 9/14/2016 What measurements are wanted on the test report? See revised SOW and PD's. PD001 Para 3.10.10

34 9/14/2016 Who is responsible for providing protection (e.g. bollards, etc.) for equipment outside of the test room doors?

See revised SOW and PD's.

SOW 3.2.8

How can we demonstrate test capabilities for UUT's that the contractor will not have access to?

See revised SOW and PD's. For starters not provided to the contractor, the demonstration method will be outlined in the updated requirements.

PD001 Para 3.1 & Appendix L

Which room contains the test stand that is currently non-operable? Room 103 is not operable. As this test stand is down, it is the preference of the Government that this stand be replaced first.

37 9/15/2016 How long does the cartridge burn for? Approximately 8-15 seconds. NA

38 9/15/2016 Would you prefer to use a different type of flow meter? Contractor preference to meet accuracy requirements for flow.

PD001 Table 3-1

9/15/2016

Are the pipes outside by the compressor tanks being replaced? Any existing 300 psi system piping is to be replaced by the contractor. The existing piping outside by the compressors is steel, and has been exposed to excess moisture.

SOW Table 3-1

Will the Government define the data acquisition sample rates, averaging, etc.?

The Government will consider this and include this in future revisions of PD001 should we determine appropriate. The Government seeks recommendations from those interested in proposing on this project.

Can we bypass the 300psi air directly to the test stands and use the storage tanks for staging purposes?

The contractors may divorce one or more tanks from the 300 psi system before taking down the

300 psi system. While in theory, the existing compressors should handle current workload without tanks, we have never run in that scenario to see how pressure fluctuations would affect the current test operations.

42 9/20/2016 Facility plan view and elevation drawings, in readable format (CAD-compatible preferred) See provided facility layout (pdf and AutoCAD).

Only plan views are available.

9/20/2016

Facility electrical power diagrams. Is the existing electrical power infrastructure serviceable?

Base civil engineering will likely have to bring in an additional transformer(s) to meet the expected power requirements for this project.

SOW 7.1

Facility cooling water capability. Are existing cooling towers and pumping equipment serviceable?

There is limited cooling water in rooms 104 and

105 for the test stands. If the new compressors require cooling water, the contractor will have to bring in a new cooling system. See revised SOW and PD.

SOW 7.3 and PD002

Tech orders for ATS100-384P, 774860 and 5VR90002-215. These starters will be removed from the requirements. We still desire the ability to accommodate other workloads in the future, so key requirements were consolidated in Appendix L of PD001.

Does Hill currently detect pawl liftoff automatically? If so, please describe the equipment and algorithm.

No. Pawl lift-off is detection is currently done manually by listening to the starter and pressing the space bar. This has not proven to be a reliable method.

PD001 Para 3.5

Is there a facility supply for cooling air? How is cooling air supply to be sized?

The contractor may tap into the existing facility shop air (100 psi) as is done with the current test stands which utilize a 20:1 air booster, or may provide external forced air cooling via other methods such as fans or blowers.

PD001 Para 3.7

48 9/20/2016 Please clarify units for instrument accuracies listed in table 3.1. See revised SOW and PD's. PD001 Table 3-1

49 9/20/2016 Will Windows 10 operating system be acceptable? It will actually be required. See revised SOW and

PD's.

PD001 Para 3.9.2

What level of automation does the government desire? See revised SOW and PD's. The operator should initiate the test sequence and then be free to watch the starter for leaks, sparks, etc. without having to worry about controlling inlet conditions or recording measurements.

PD001 Para 3.10.2

A test stand that operates on the principal of simulated inertia will have zero inertia at standstill. Discussion may be needed.

The Government understands that there will be a short time duration where there is essentially no inertia with a simulated load. The Government understands further that simulated inertia (vs.

flywheels) is widely accepted in industry. If the contractor chooses to propose a simulated inertia system, the Government recommends that the contractor detail their approach to minimize the time with low inertia while taking measures to protect the starters from shock loading.

PD001 Para 3.3

On the simulated inertia test stand, inertia will "disappear" when the cartridge no longer delivers accelerating torque. Discussion may be needed.

The test concludes when the cartridge is spent (as detected by the drop in cartridge pressure). Once the cartridge is spent, the starter can be brought to a stop. However, to protect in case of a faulty pressure reading, the Government will require a coast down period. During this time, the simulated load shall ensure that the starter does not exceed maximum speed. See revised SOW and PD's.

PD001 Para 3.3

53 9/20/2016 Are the test stands currently equipped with a hoist or other UUT lifting means?

No PD001 para 3.17

54 9/20/2016 Do all UUTs that require external oil supply use the same oil? (MIL-L-7808 or

-23699?)

Yes

NA

55 9/20/2016 Are both oil pressure lines to deliver the same pressure at the same temperature?

Yes

Is temperature to be controllable to an adjustable temperature between

100 and 200F, or is temperature just maintained within that range?

The Government will provide a set point and tolerance for each starter requiring oil, which shall be controlled by the software. See revised SOW and PD's.

57 9/20/2016 Can the government furnish drawings and specs for existing ventilation equipment?

We do not have the drawings.

Can the government furnish an inventory list, drawings and description for any existing adapters, available to be re-used?

We will update the "Government Furnished

Equipment List" in Appendix B of the SOW to add clarification and include additional items if/when they become available to us.

SOW Appendix B

Vibration -- where and how measured? What is the local temperature?

Specify how signal(s) are to be filtered, analyzed, recorded, reported.

See photos showing the existing locations of the vibration mounts. The current vibration mounts are to be re-designed by the Contractor. (See unique requirements for each starter in PD001)

Contractors shall propose their approach for filtering the vibration signal. The test reports only require the maximum overall vibration detected during the test. No spectral analysis/fft is required.

Can the government provide information on the existing exhaust muffler? The mufflers are Beaird Maxim Silencers Model

SPC 18 VT-1. See http://www.maximsilencers.com/vent-silencers-

VT1.html

SOW 3.2.1

Can the government provide information on the existing exhaust fan and hose?

The existing fan is Greenheck Model S-Cube-161-

10F. The AF does not have a drawing for the exhaust hose. It was built by Detroit Flexible Metal and uses clamp 4560-550S.

SOW 3.2.1

Model 36E84-18QF -- Can the government furnish additional detail for the coupling gap measurement? Is this to be a manual or automatic measurement?

This is to be a manual measurement by the operator prior to testing.

PD001 Appendix F

Model 774860 requires mass flow of 300ppm, a greater flow rate than would be available from the specified compressors. Can the government clarify the meaning of the phrase "adaptable to the requirements listed..."

as used in reference to Appendices L, M and N?

See revised PD001 Appendix L and note that

Appendix M and N are deleted. PD002 specifies minimum requirements for compressors. The

Contractor shall determine what size compressors

(when used with the existing tanks) would be required to meet both the PD001 and PD002

64 9/20/2016 Can the overspeed tests be conducted on a separate test rig from the simulated start stand?

Yes, this will be a contractor decision in their proposal.

PD001 Para 3.4

65 9/20/2016 Do both new starter test stands have to be capable of running all starters? Yes. We require full redundancy, not due to workload, but to protect the mission.

PD001 Para 3.1

66 9/20/2016 Is it desired or required for the starter test stand to be able to perform in-flight re-engagement tests?

This function is desirable and will be added to the revised PD001.

PD001 Para 3.8.12

67 9/20/2016 Do any starters have a supply air dew point requirement? No. However, we are imposing requirements for our new air system.

PD002

Can the government clarify 125psig "nominal" pressure? Is there any requirement for pressure stability, control range, transient rate of change ?

Can the government clarify whether 0°F dew point is pressure dew point or atmospheric dew point? If pressure dew point, what pressure?

The intention is to prevent moisture build-up in the storage tanks exposed to the elements.

PD002 para 3.3

70 9/20/2016 Can the government furnish as-built drawings showing pneumatic interface to the component test stands?

No, drawings are not available.

71 9/20/2016 Is there to be one heater for each component test stand or one heater for both?

One heater to support both pneumatic valve test stands.

http://www.maximsilencers.com/vent-silencers-

Can the government clarify that the heater is to produce a differential temperature of up to 100°F (about 65kW)? What control accuracy and stability are required?

Are the existing storage tanks in serviceable condition? The Government will have the tanks inspected prior to the solicitation and update SOW and PD's accordingly.

Can the government clarify 300psig "nominal" pressure? Is there any requirement for pressure stability, control range, transient rate of change ?

PD003

75 9/20/2016 Is it desired for the 300psig compressor system be independent of the

125psig system?

Yes.

What is the maximum and minimum air consumption rate for connected equipment?

See revised PD's 001 and 002 for consumption rates. The equipment connected to the 300 psi compressor in PD003 uses the air for static applications only.

PD001 & PD002

Is it required or desired that component tests run simultaneously with starter tests?

The Government realizes that the tests have a wide range of air consumption rates and durations, therefore it would not be practical to require all equipment to run simultaneously. Provided the

Contractor can meet the requirements of both

PD001 and PD002, the Government will have an adequate supply of air for running some tests in parallel. The Government understands that we may have to operate much of our testing in series.

PD001 & PD002

78 9/20/2016 What is the mass flow rate of air to the component test area, compared to the starter test?

See maximum requirement for the equipment located in Room 112 in PD002.

79 9/20/2016 Are air cycle machines tested in the component test area? Would some of these need even lower (-40F) pressure dew point?

No.

80 9/20/2016 What are tech order air supply dew point requirements for components?

None.

What period of downtime is anticipated for the test facility, during demolition, installation and commissioning of the new compressors and test stands?

The Government will be considering the contractors approach to minimizing downtime as part of the evaluation criteria. We will publish draft sections L & M shortly.

Sections L&M

82 9/22/2016 Is the existing furnace gas or electric? Gas NA

83 9/22/2016 Section 7.1.1 of the Statement of Work indicates there is 1260 VAC available. Can you confirm this value should not be 4160 VAC?

That is a typo, it should be 4160. See updated

No. All requirements will be included in PD001.

9/22/2016

How much power (amperage) is available in the compressor room for the

480VAC service?

Base civil engineering will likely have to bring in an additional transformer(s) to meet the expected power requirements for this project. The current

4160 transformers would have to be replaced with

480 transformers. This would be done by the base after the awarded contractor identifies how much power will be required.

SOW 7.1

86 9/22/2016 What will the contract type be - FFP, CPFF, other? To be determined….

87 9/28/2016 Is the 120V electrical service available at the installation site? What is the

10/7/2016

What is the mass flow rate of air to the component test area, compared to the starter test? Starter valve tests have similar pressure and flow requirements to the starter test, however, valve tests are longer duration

(operator has to make adjustments on the valves). Further clarification requested: Hill please state maximum short term (1 min, 5 min, 15 min, 1

hr) pressure/flow demand as well as maximum continuous (> 1 hr) pressure/flow demand for the component test room. It would be very helpful, for equipment planning, if Hill could define a "typical" daily/weekly usage pattern (mass flow, time duration) for low dew point 125psig 80-100F compressed air to the combined lab (starter test stands + component test stands).

See PD002, Appendix C for flow data, run times, and a hypothetical day. This information comes from reports and best estimated adjustment times.

The stands shall be able to provide the air requirements called out in Appendices B-K of

PD001.

PD002, Appendix C & PD001 Appendices B-K

Please furnish recent water quality test report for domestic water supply

(i.e. water that is used for cooling tower makeup)

See the available services section of the SOW; the cooling water is no longer available.

SOW, para 7

Please clarify whether "oil-free" means that the 125 psig compressors must be oil-free type, or whether air entering the distribution system must be

The type of compressor is not specified; see section 3.3 of PD002 for air quality requirements.

PD002, para 3.3

Please clarify whether "oil-free" means that the 300 psig compressor must be oil-free type, or whether air entering the distribution system must be

The type of compressor is not specified; see section 3.3 of PD002 for air quality requirements.

PD002, para 3.3

Has Hill determined that the physical and operating characteristics of all proposed future UUTs will fall within the envelope of operation of the other

UUTs, except as noted in appendix L? This would consider torque, cutout speed, overrun speed, oil requirements, weight, etc. Would Hill also be testing the start valve for the large (310ppm) UUT in the component test room?

There is no longer an Appendix L calling out future workloads as the Government cannot currently define them; however, the ability of your test stand to adapt to future workloads may be an area that could benefit the Government as described in the Draft Section M that will be posted in the near future.

Please furnish, if available, actual run-up test data at rated conditions to cutout for all UUTs, to include inertia as tested and torque/speed/time measurements.

The actual data that the Government has is described in Appendix C of PD002. This is reference only. The contractor shall meet all the requirements listed in Appendices B-K of PD001.

PD002, Appendix C & PD001 Appendices B-K

Please state minimum torque measurement for which ±1% of indicated value accuracy is required.

The Government will look at adding the minimum torque measurement to the requirement documents.

Updated Draft Documents Posted to FBO on 8 December 2017

100 1/4/2018 Is cooling water available? No (see updated SOW) SOW, para 7.3

1/4/2018

SOW Ref. 3.2.3.6 – While the PD#001 ATSTS can be motored at the factory and lube oil system demonstrated, it will likely not be practical or economical to install fully the PD#002 and PD#003 air systems for factory trial. We suggest that air compressors and dryers be witness tested individually at the respective manufacturer’s facilities.

See updated paragraph 3.2.3.6 in the SOW.

SOW, para 3.2.3.6

SOW Ref. 3.7.1.3 – Life Cycle Sustainment – Some major commercial equipment (e.g. air compressors and dryers) will necessarily contain proprietary parts. Some replacement parts may be available from 3rd parties, but the contractor cannot guarantee either the availability or the quality of such parts.

The Government concurs with this statement; see updated paragraph 3.7.1.3 in the SOW. The purpose of this paragraph is to meet the initiatives of Better Buying Power, (e.g. Focus Area: Control

Costs Throughout the Product Lifecycle), and eliminate government dependence on the manufacturer of the ATS system as a whole when purchasing parts and services.

SOW, para 3.7.1.3

SOW Ref. 4.2 – We completely understand the Government’s need to use and enjoy fully the use of the ATSTS for many years to come, without necessarily involving the original design contractor or manufacturers of vended parts. This is our goal as well. However, our liability insurance carrier will object to the term “unlimited rights”, as this term may expose the carrier to liability for which it has received no revenue. We respectfully suggest that this clause be rephrased to protect the government’s interest in owning and operating the ATSTS at Hill AFB, but also to preclude the possibility of broad dissemination of the Technical Data Package.

Please review updates to paragraph 4.2 of the

SOW. See paragraphs 3.7.1.3 and 9.1 in the SOW for additional clarification of Air Force

SOW, para 4.2, 3.7.1.3, 9.1

104 1/4/2018 SOW Ref. 7.3 – Please clarify the availability of cooling water in cells 104 and

3.3

During the phased installation and commissioning of new air system equipment, would it be feasible to operate the existing 300psig air compressor system without the 5000 gallon receiver tanks, or with one or two tanks connected rather than all three?

The contractor would be welcome to use at least one of the tanks for their phasing approach. The government would be inclined to keep one, at a minimum, for the current system. The government would need a buffer to maintain current testing.

Will the government be able to furnish starter housings for shop fit-up?

These starters could be non-functional. For site trials, it would be beneficial to test a variety of faulty starters. At least one “mule” starter should be available for first tests on each stand.

The contractor will be provided with all of the ‘A’ condition starters for mounting and testing.

Can ATS room 104 be used for installation of equipment that serves either or both ATS rooms 103 and 105? For example, VFDs or air heaters or heater controls.

No, the Government plans on using rooms 103 and

104 for the test cells and 105 for future workloads.

What is the orange 300# air pipe extending west on the site drawing? Will it be connected to the new 300# service or be abandoned in place? If connected, what would be this demand flow rate?

The orange layer is piping that stays. The West 300 psi line is currently unused and does not need to be connected in the scope of this project.

Is the new ATSTS console required to be ADA compliant (28-34” table height)? What is the control room window size and height above the floor?

Our current table is 36”. The only issue would be with the ergonomics of the console. The current window is approximately 46.5”W x 22.5”H and 48” from the ground.

144 6/4/2018 Related to SOW section 7.1, please clarify who has responsibility for purchasing the new 480 MDP inside of building 240?

The contractor shall purchase all required equipment for this project.

Related to SOW section 7.1, what amperage does the Government require for the MDP?

The government does not have a requirement for the amperage. The power provided must be less than 480Vac; however, the contractor shall propose their power requirements needed for their test system. The contractor shall provide equipment rated to meet the power requirements.

The contractor shall also comply with the NEC.

09/12/2018

What is the source of makeup water for the existing water tower? Does the existing water tower currently employ continuous grey water drainage? If so, is this still an acceptable method?

The compressors use an evaporative cooling tower to provide cooling. This uses potable water to top off the tank and drain accordingly. This option is still available if the drain water is EPA approved as grey water. The main reason, for our response to question 111, is to clarify that planning does need to take place on this design. Adding hazardous chemicals, or using a constant water supply, may not be approved for use.

09/12/2018

For air turbine starters ATS100-138, ATS100-302, ATSC100-97C, ATS100-421, and ATS100-422, can the government identify the power required to spin the shaft of these starters through the speed spectrum? This can be in the form of OEM input power data, or a plot of shaft input torque versus speed over the full range.

The government has provided the time limits, inertia load, and RPM requirements in the appendices of PD #001. Any additional information relative to this topic is not available.

PD #001

CDRL A007 refers to NSN: 4920-01-472-5141 in the remarks section. That NSN is for an Installation/Removal Tool. Is this a typo? TM-86-01P refers to 4920- 01-567-5141. That NSN is for a Test Station, Pneumatic Systems. Will this NSN be used for the new ATS Test Stands?

Yes, “472” is a typo; the correct NSN is “4920-01-

567-5141” and will be used for the ATS stands.

J-7 CDRL A007

TM-86-01P para 16.a calls for an Illustrated Parts Breakdown (IPB). Can you confirm that there are no further requirements for the IPB other than listed in MIL-PRF-32216A para 3.1.4.10?

Yes, the government can confirm that no additional requirements exist for the IPB other than those cited at 3.1.4.10 of MIL-PRF-32216A.

TM-86-01P

How will it be determined if COTS data is sufficient or insufficient relative to TM-86-01P, para 3.3 (see MIL-PRF-32216 and MIL-STD-38784)?

COTS data will be determined to be insufficient if it does not meet all of the requirements specified in the applicable SOW and CDRL documents. For example, per the IPB referenced in Question 149 above, if all parts and parts locations are not displayed, the data would be found insufficient and would then need to be supplemented IAW MIL-STD-

38784.

TM-86-01P

10/30/2018

J-4 SOW, Appendix E, Milestones, lists milestones for CDRLs A012, A013, and A014 that cite “30 days after approval of the 1st test repair”. Can you clarify what is meant by “after approval of 1st test repair?”

“…after approval of 1st test repair” means that the contractor will receive approval from 309 CMXG upon completion of the first successful test. Once approval from 309 CMXG is received, the applicable deliverable is due within 30 days to the recipient in block 14.

CDRL A006 concerns IA Management Plan and refers to SOW para 3.7. Block 4 of the CDRL doc lists DI-MGMT-80227 as the Authority which is applicable to Contractor’s Progress, Status and Management Report in CDRL A0001. SOW para 3.7 details IA requirements with the IA program, management, reporting/tracking, malicious logic and removable media IAW AFI 33-138 and AFMAN 33-282. Should these AFIs be the Authority reference in CDRL A006 instead of DI-MGMT-80227?

No, each CDRL requires authority from a DID and in the case of CDRL A006, DI-MGMT-80227 is the correct authority. However, the AFI and AFMAN references have been updated in the SOW – see paragraphs 3.7.1, 3.7.3.1, 3.7.3.2, and 3.7.3.3.

Neither AFI 33-138 or AFMAN 33-282 are on e-publishing, ASSIST or can be found via a google search. Please advise where these may be located.

The correct versions are as follows: AFI 33-

115_YOKOTAABSUP dated 6 May 2015 and AFMAN

17-1301 dated 10 Feb 2017. Both of these versions can be found on the e-publishing website

CDRL A018 COTS Manual cites DI-TMSS-80527C and references SOW para 4.3 (Commercial Literature). DI-TMSS-80527C states “3. Supplementation. The manual may be supplemented with additional data to comply with contract.

Supplemental data shall be prepared in accordance with MIL-PRF-32216.”

Assuming the commercial literature cited in SOW 4.3 is considered “supplemental data”, MIL-PRF-32216 doesn’t seem to align with the nature of commercial literature or make it clear how this material is to be presented.

Can you please get clarification on what the end users are expecting for this?

The information needs to be adequate enough that the Government can find a suitable replacement without having to return to the OEM.

CDRL A007 calls for an IPB as part of the manual. TM-86-01P para 16.a calls for an Illustrated Parts Breakdown (IPB) that complies with MIL-PRF-32216A para 3.1.4.10 (the Government confirmed this in a recently added Q&A). My follow-up question is related to “3.1.4.10.1 Parts list illustrations. All parts, and their relationships and locations, shall be identified with clear and legible illustrations.” Are photographs permitted for parts list illustrations? Please note that they are permitted in 3.1.4.11 (Operational and maintenance illustrations).

Yes, you are allowed to have photographs in the

IPB; however, you are still required to have an exploded view of the main assembly, as well as all of the subassemblies, with their identifying number

(ballooned item number) and location.

Can you please clarify the expectations or difference between CDRL A003 Test Plan, Factory Acceptance Test (FAT) and CDRL A011 Test Plan, Acceptance Test Plan (ATP)? They both site DI-NDTI-80566A.

CDRL A003 is for the FAT. This will be a test plan of what will be accepted at the factory and at the initial installation. CRDL A011 is the final acceptance test plan that will demonstrate the complete, and correct, testing of all assets required. They will both be prepared and formatted IAW DI-NDTI-80566A.

See updated SOW 7.1

If electrical control boxes for heaters will not fit in Room 114, can they be placed in available space in Room 102 (compressor/mechanical room)?

Yes, contingent upon available space that meets

NEC requirements. They may also be installed in rooms 103 and 104.

Due to the change to 480V, the underground conduits between the transformers and Building 240, Room 114 will not be adequate. Instead of costly excavation to add larger conduits, will the government allow conduits to enter Building 240 above ground?

Yes, per NEC and UFC requirements

162 10/31/2018 Is it permissible to locate equipment in the outside area immediately behind the test cells (103, 104, & 105)?

Yes, per Civil Engineering’s approval and NEC and

UFC requirements

163 10/31/2018 Is it permissible to connect to the electrical mains in the outside area immediately behind the test cells (103 and 104)?

Yes, per Civil Engineering’s approval and NEC and

UFC requirements

164 10/31/2018 Is there a need for heated air to go to the two test stands in room 112?

Yes, this is described in paragraph 3.5 in PD002

165 11/1/2018 Is the Government willing to extend the due date of 13 November to 20 November.

No, the Government will not be extending the due date.

File details come from the government source that posted it.
