| What type of work will be done at Hill AFB? | The Hill AFB work will be more in line with aircraft parts. |
| What process sheets will be used for parts? We in the industry use Travelers. | Companies can use their own internal process sheets. The only requirement is that they need to document the information that is required by the Government, identified on the individual DO. |
| Most vendors will not have NADCAP certification, will other certifications be accepted? | The Government understands that NADCAP only may be too restrictive and is currently looking into additional certifications. |
| How often does the Government anticipate issuing orders? | The Government currently anticipates issuing orders from Vandenberg every quarter. |
| Is the 5-day timeframe required for task order proposal submission? Ideally vendors would be more comfortable with a 10-day turnaround. | The Government is open to a 10-day turnaround time for proposals on the Delivery Orders |
| Are awardees required to bid on every delivery order? | No. Awardees are not required to bid on every delivery order |
| What kind of security requirements are required for drawings and specs? | Security requirements will be listed at DO level. Most will be Distribution D. |
| Is the Cover Defense System NIST 800-171 required for this? | Drawings and specs will use a secure Government site (if necessary) to deliver information to contractors. |
| There was a news report today that the C-130 maintenance work is leaving Hill AFB to go Warner Robbins AFB… Are they also on the contract? What aircraft maintenance is moving to Hill AFB? | That maintenance is not relevant to this contract. |
| Is the maximum size of the contract fixed? Is there a notional allocation of the contract size between Hill and Vandenberg parts (if so, can you reveal it?) | The ceiling for this contract is estimated at $98M. This ceiling amount came from a Government Cost Estimate. |

| Are parts currently being plated & ground here at Hill? | Yes, Hill AFB is currently plating and grinding parts here. |
| Are you open to engineering services being provided to help the Gov't identify process improvements for plating? | Engineering services such as plating process improvements will not be part of this contract. |
| If we don't have the capability to plate certain parts list on a Delivery Order, but can plate others on that same Delivery Order; how are we going to propose? | Companies will have the ability to bid on whatever parts they want to plate (all, some, or none). However, to be part of the Basic IDIQ contract awardee pool, offerors will need to have the capability to plate the 4 core plating processes (Cadmium Plating to AMS QQ-P-416, Chrome Plating to AMS QQ-C-320/AMS2460, Nickel Plating to AMS QQ-N-290 and AMS2403, and Electroless Nickel Plating to MIL-C-26074/AMS2404), which will be explained in the updated SOW. |
| Will the Government separate larger components and smaller components into separate Delivery Orders? | This will be an internal Government discussion; however, this would be determined at the Delivery Order level, not the Basic IDIQ. |
| Is NADCAP certification going to be required? | Contractors will need to have one of the following certifications: NADCAP, AS9100, ISO9001, or FAA Certification to operate as a Repair Facility. |
| Will having the NADCAP certification give an evaluation advantage over other contractors possesing less stringent certifications? | No, the Government will treat all contractors as equals during the evaluation of proposals. |
| Is each DO it's own individual acquisition or is it contingent upon previous DOs? | Each DO will be it's own individual requirement and will not be awarded based upon or contingent upon any previous DOs issued. However, past performance may be used as an evaluation factor. |
| How did the Gov't arrive at the ceiling estimate? | The ceiling amount is based on the Gov't's estimate over a 9 year period of time. |
| Will the estimated $98M ceiling be evenly distributed each year? ($98M/9=$10.9M/year) | Not necessarily. There is not a requirement to evenly distribute the estimated ceiling over the 9 year period. |
| Are their current contracts for plating? | Yes, there are current contracts provided these plating requirements, but the requirements utilizing the existing contracts will move to this contract. |
| Are we allowed to subcontract with other company within the awardee pool? | Yes, however a company can not submit one proposal as a prime and another one as a subcontractor. If you are going to partner with another company there should only be one proposal submitted for both of you for that specific Delivery Order. |
| Will the Government give preferrential treatment to the incumbant contractors? | No, the Government will treat all contractors as equals during the evaluation of proposals. |
| Will the first DO be posted immediately following contract award? | All awardees will receive an initial DO award at the time of the basic IDIQ contract award, but it will be for the Post Award conference. Contractors are not required to bid to this specific DO as this DO will satisfy the contract minimum of $2,000. |
| Are the parts that need plating for this requirement on a scheduled timeline? | Some parts (roughly 75%) are scheduled, and the remainder are unscheduled |
