The PWS for FA8224-16-R-0021 states a two shift operation in the scope (Para 1) but mentions The Contractor shall perform services required under this contract per the below 5/4/9 Alternating Week Work Schedule: Sunday 10 p.m. to Friday 12:15 a.m and the working “Friday” from Thursday 10:00 p.m. to Friday 11:15 p.m. (Para 10.1)
Question: It doesn’t seem possible to cover the full time between Sunday 10 p.m - Friday 12:15 a.m., with only two 9 hour shifts. Please confirm that it is a two shift maintenance (and please include the daily work hours) or if it is three shift to cover the entire time between Sunday and Friday.
The PWS is written incorrectly. Our intention is to work two-shift operations. Depending on which aircraft the contractor is supporting, the starting and finishing hours will differ. PWS Paragraph 10.1 has been rewritten and Appendix E (Work Schedule) has been added.
The PWS (para 2.2.3) states “The Contractor shall contact the Maintenance Operation Center (MOC), as applicable, to route FOM assets to or from storage to the aircraft maintenance dock and/or repair centers.
Question: Is the Contractor responsible for the physical delivery of the assets to the MOC, hence the need for GMV licenses? Or is there a delivery system on base utilized?
No, the items will be transferred by 309 AMXG drivers. The Contractor is not responsible to move assets.
The PWS (para 15) mentions the “In the event Contractor employees are required to operate GMVs…”
Question: In the event makes it sound like this is a rare requirement, but it greatly affects staffing if employees are driving. Can you give an estimated amount of driving requirement is needed?
You are correct that your employees would probably not be driving under this contract. The language was inserted into the PWS in case there was an incident where your employees needed to drive.
1.What is the required proposal response format (i.e. font size, margins, charts, and tables etc.)
2.Will charts and graphs count towards the page count?
3.Will the government supply a Bidders Library? If the referenced documents are not provided, contractors outside of the governments firewall will not able to obtain all referenced and/or required documents as listed in the PWS (Technical Orders, Local Operational Instructions, Air Force Instructions (AFI), and others listed).

4.The FAR Clause at 52.212-1 suggests the government is interested in receiving multiple offers from a single vendor (page 11 (e) of solicitations standard form 1449). Is this correct?
1. Is this new work? If not new work, who is the incumbent?
This is a new workload.
2. With the 2 operational shift requirement per Appendix D, this will put a burden on employees covering 12 hours per shift. Wouldn't a three-shift operation be more suitable?

3. Please define Cat 1 and Cat 2 aircraft per paragraph 2.1.7
Cat refers to the length a C-130 aircraft will be in the depot.
Cat 1- the aircraft will be in the depot 117 days. Cat 2 – the aircraft will be in the depot 135 days.
4. Is the GMV requirement finalized per paragraph 15?
Yes, it is unlikely that the contractor will be driving under this contract. The language is inserted into the PWS if the Government asks the contractor to drive.
5. Will flightline driving be required and will the govt provide the training and qualification?
At this time no flight driving is required, but in the event the requirement does come up, the Government will provide the training and qualification.
Does the Combined Synopsis/Solicitation under solicitation number FA822416R0021 contain requirements similar to a current contract?
If possible, please provide the current contract number.
Or, is this a new requirement for the government?
This is a new requirement for the Government.
Can you tell me if there is an incumbent contractor currently performing work for this requirement? If so, could you please provide their company name and contract number?
Since this is a new requirement, there is no incumbent.
