Air Force Response to Comments/Questions from Industry
POINT OF USE (POU)
17 March 2015
Below is a list of questions/comments the Air Force has received from industry regarding the draft PWS and Sections L & M for draft solicitation FA8224-15-R-0027 posting on FedBizOpps and the Air Force responses to questions/comments. Air Force responses are based on the best information available at this time and are subject to change in the event the requirement is amended. Only the RFP and RFP Amendments, if issued, should be relied upon while preparing proposals.
1. Industry Question: In reviewing the draft Market Basket, a series of anomalies at the line item level were identified to include 1) Duplicates (same description, but a different Manufacturer/Manufacturer Part #), and 2) Part Number vs Description (Items with identical part numbers but different descriptions).
Air Force Response: Government has begun to identify anomalies and will post an updated Market Basket to FBO.
2. Industry Question: It is assumed that the “TBD” notations in the “Historically Yearly Usage” will be replaced with estimated consumption data prior to solicitation release. Please confirm.
Air Force Response: The Government will provide “Historical Usage” data at release of official Solicitation or a draft “Historical Usage” date prior to release of the Solicitation if available.
3. Industry Question: When comparing consumption data on items that cross between Hill AFB and AMARG, contractor identified some significant variances. For example:
a. Part number 7705PFTL reflects an annual consumption of 400 at Hill AFB, but 17,400 at
AMARG
b. Part number MRO100 reflects an annual consumption of 130,900 at Hill AFB, but 795
AMARG.
c.
The contractor assumption is that this discrepancy is driven by a difference in unit of measure (i.e. Box vs. Each). Further, we assume that the government will add a Unit of Measure (UOM) column to the market basket in order to ensure that all offerors will be bidding to the same requirement.
Air Force Response: The Government has begun to identify anomalies and will post an updated Market Basket to FBO.
4. Industry Question: Please clarify the meaning of the phrase “Kitted From” which is contained in multiple part # descriptions.
Air Force Response: “Kitted From” was a term used for Government kit requests. All referenced “Kitted From” will be removed from the Market Basket.
5. Reference: PWS, Page 6 / Paragraph 2.4.2, 2.4.2.3, & Appendix E. The contractor shall provide repair parts for POU machines except as noted in paragraph 2.4.2.3.1. The contractor shall use OEM specified parts. The contractor shall have POU machines operational in one (1) business day once notified by the GR via a trouble call e-mail or self-identified by the contractor.
Industry Question: The PWS notes that the contractor shall use OEM specified replacement parts.
The OEM has stated that due to the age of the machines in use at Hill no OEM parts are available in the supply chain. Examples of obsolete spare parts include motherboards and hard drives. The contractor requests that this requirement be removed from the PWS since it cannot be supported.
Air Force Response: Para 2.4.2: Para will be reworded that contractor shall use OEM parts if available; if parts are no longer available they will send the recommended parts request to the PM to validate the replacement parts.
Note 1: IAW para. 2.4.2.3 The contractor shall invoice hardware against owning organization’s Task.
Note 2: As new machines replace the older units, OEM parts should be available and shall be used.
Note 3: Appendix E is a historically information only and makes no reference to OEM parts.
6. Industry Question: What compliance standards apply to this acquisition? Buy American Act, Trade Agreement Act, etc.?
Air Force Response: It is anticipated that the Buy American Act, FAR 52.225-1 and Free Trade Agreements, FAR 52.225-5 will be included into the solicitation.
7. Industry Question: Please consider adding the following columns to the Market Basket: Unit of issue, Country of Origin, and if it is a Vending Item.
Air Force Response: Unit of Issue has been included, Country of Origin will not be included, and all items will be Vended by POU machines.
