Air Force Response to Comments/Questions from Industry
POINT OF USE (POU)
25 March 2015
Below is a list of questions/comments the Air Force has received from industry regarding the draft PWS and Sections L & M for draft solicitation FA8224-15-R-0027 posting on FedBizOpps and the Air Force responses to questions/comments. Air Force responses are based on the best information available at this time and are subject to change in the event the requirement is amended. Only the RFP and RFP Amendments, if issued, should be relied upon while preparing proposals.
1. Industry Question: Reference Market Basket File (3 tab worksheet). It is our assumption that if usage is noted on both of the location tabs, then the master tab would reflect the total of the two locations or tabs. There are errors present.
Air Force Response: Master listing has been updated to reflect both Hill and AMARG totals.
2. Industry Question: PWS, Appendix D. We understand that from a security perspective a site map and associated information is considered sensitive data. However, upon RFP release, and with limited distribution to interested bidders, we request that the government provide the list of machines and map locations to support proposal development. This information is critical to the “non-incumbent” bidders to fully understand the scope of the program. In addition to machine locations, machine configuration (model/description) and list of material currently stocked in each machine will ensure all bidders will have the opportunity to provide competitive proposals.
Air Force Response: The PWS, Appendix D will be updated to include a listing of type and number of POU units by facility, but will not include a site map. For security concerns, the Government stands by not providing site maps until time of contract award. The Historical Usage and Total Evaluated Price (TEP) worksheet attachments depict the material currently stocked and expected to be stocked in the POU machines.
3. Industry Question: Will the Government require the incumbent to sell the stocked expendable tools and supplies in the POU machines to the new contractor?
Air Force Response: The Government cannot direct the incument to sell the stocked expendable tools and consumable supplies in the POU machines. These items are the property of the incubment and not the Government.
