Air Force Response to Comments/Questions from Industry
POINT OF USE (POU)
19 May 2015
Below is a list of questions/comments the Air Force has received from industry regarding solicitation FA8224-15-R-0027 posting on FedBizOpps and the Air Force responses to questions/comments. Air Force responses are based on the best information available at this time and are subject to change in the event the requirement is amended. Only the RFP and RFP Amendments should be relied upon while preparing proposals.
1. Industry Question: In the Q&A document published on 17 Apr 2015 (ref: Question #2), the government indicated that the Orientation / Transition Period and the Ramp Up Phase are separate timeframes. The RFP PWS 8.1 indicates the contractor has 30 days for an orderly transition and PWS 9.1 indicates the Ramp Up phase is 30 days. Given the guidance published in the Q&A document, our assumption is that these two separate timeframes are sequential. Please confirm. If not, and these timeframes overlap, please define the total duration between contract award and the end of ramp up phase
Air Force Response: The Orientation/transition Period plan is due at the time of award. Once a TO has been issued, then the contractor has 30 days to accomplish the Ramp up. These are two separate issues and time frames but may concurrently. The total duration between contract award and the end of the ramp up phase is based on when the contract is awarded. Ramp shall be completed by 31 Oct 2015.
2. Industry Question: In developing a subcontracting plan, can a potential teaming partner who is considered a large business under NAICS 541614, but small under NAICS 423840, be considered a small business in the small business subcontracting plan? Also, do you have a specific SB goal in mind?
Air Force Response: The size standard for this acquisition is NAICS code 541614. In Accordance With (IAW) the U.S. Small Business Administration Table of Small Business Size Standards Matched to North American Industry Classification System Codes, Section 42 – Wholesale Trade, it states “These NAICS (Sector 42) codes shall not be used to classify Government acquisitions for supplies. They also shall not be used by Federal government contractors when subcontracting for the acquisition for supplies.”
In regards to specific SB goals. Please refer to FAR 19.705, DFAR 219.705, and any other applicable regulations for statutory small business goals. Please reference the U.S. Department of Defense Office of Small Business Programs, Small Business Program Goals for subcontracting goals.
3. Industry Question: It is our assumption that access to the government database, via the suitable work space provided at Hill AFB, will allow the contractor to acquire daily consumption data from all of the machines, include those located at AMARG. Please confirm.?
Air Force Response: Work space will be provide at Hill AFB and will allow the contractor to acquire daily reports. Assigned work space is not available at AMARG, but computers will be available for contractors use.
