Air Force Response to Comments/Questions from Industry
POINT OF USE (POU)
07 May 2015
Below is a list of questions/comments the Air Force has received from industry regarding solicitation FA8224-15-R-0027 posting on FedBizOpps and the Air Force responses to questions/comments. Air Force responses are based on the best information available at this time and are subject to change in the event the requirement is amended. Only the RFP and RFP Amendments should be relied upon while preparing proposals.
1. Industry Question: Does the Government intend to provide a set number of billable hours to industry for the labor CLINs?
Air Force Response: The labor CLINs are Firm Fixed Price per year by machine lot size (Ref.
52.212-2 para 4.2.1) to support all the consumable services requirements IAW the PWS.
2. Industry Question: Box 10 on the SF1449 shows a size standard of $14M under NAICS 541614.
Should the contractor assume this is an error due to the solicitation being unrestricted to a size standard?
Air Force Response: The acquisition is unrestricted. The size standard is for information purposes in determining if a small business under NAICS code 541614.
3. Industry Question: Section L, Para 7.8, Subcontracting Plan, states that the Offeror shall submit a
Small Business Subcontracting Plan IAW FAR52.219-9. Is this relevant if the solicitation is unrestricted?
Air Force Response: The Subcontracting Plan is relevant to all Non-Small Businesses.
4. Industry Question: Page 3 of the RFP illustrates 144 quantity for months for labor for Utah and Arizona and 12 months for the option CLINs. Please clarify.
Air Force Response: 144 quantity depicts 6 years of service at two locations (Hill AFB, UT and AMARG, AZ). 12 quantity depicts 6 months of service at two locations (Hill AFB, UT and AMARG, AZ). This is a contract writing system constraint to allow for enough quantity to issue against the IDIQ contract. An example of a task order would be for 12 months at specified Machine Lot Size.
The Basic IDIQ Contract Ordering Period is Five (5) Years. The possible option is to extend the ordering Period by up to Six (6) months. A task order Period of Performance can extend for 12 months. Which could lead to a possible Total contract Period of Performance of Six (6) Years and Six (6) Months.
5. Industry Question: What is the significance of Price column in Exhibit C, if pricing is to be submitted as part of Volume 1 TEP?
Air Force Response: Exhibit C will be an attachment to the contract once awarded. Pricing will then be added to the exhibit.
6. Industry Question: It is assumed that the reference to “security clearances” refers to the ability to satisfy US citizenship, background checks, and fingerprints required to obtain CAC approval, as opposed to personal security clearances to a specified level (Confidential, Secret, etc.). Please confirm
Air Force Response: “Security clearance” referenced in the PWS refers to the ability to satisfy US citizenship, background checks, and fingerprints required to obtain DBIDS, CAC and Line Badge approval, and is not required for personal security clearances to a specified level (Confidential, Secret, etc.).
