Air Force Response to Comments/Questions from Industry
POINT OF USE (POU)
28 May 2015
Below is a list of questions/comments the Air Force has received from industry regarding solicitation FA8224-15-R-0027 posting on FedBizOpps and the Air Force responses to questions/comments. Air Force responses are based on the best information available at this time and are subject to change in the event the requirement is amended. Only the RFP and RFP Amendments should be relied upon while preparing proposals.
1. Industry Question: Will Hill Air Force Base provide a report containing the following information: 1) How many of the Point of Use machines are CribMaster? 2) How many of the Point of Use machines are AutoCrib? 3) What are the makes and model numbers of the Point of Use machines at Hill Air Force Base and Davis Monthan Air Force Base? 4) What is the current length of service of the Point of Use machines at Hill Air Force Base and Davis Monthan Air Force Base? 5) How many of the Point of Use machines are still under warranty?
Air Force Response: 1-2) The Government provided a list of machines in the PWS Appendix D and will not be providing number of machines that are utilizing which Management Information System (MIS) Software. IAW PWS para 1.3 the contractor is required to work with any MIS Software required to maintain the POU machines. 3) Government identified type of machines in Appendix D. 4) Government provided historical service in PWS Appendix E. 5) No current POU machines are under warranty.
2. Industry Question: Is the incumbent currently purchasing software upgrades, software license renewals, and warranties? Is the Awardee going to be required to purchase software upgrades, software license renewals, and warranties?
Air Force Response: No, this is the Government’s responsibility.
3. Industry Question: There is a concern about the attached list of hardware in the market basket. I believe it's outside the scope of the POU Services solicitation (to support with expendable tools and consumable supplies).

Air Force Response: Items above are consumable supplies and tools that are part of this requirement and are currently in the POU machines or will need to be.
4. Industry Question: On the Market Basket there might be a typo on one part. CG76 on exhibit C:
".10x1lb Coil 304 Stainless Steel Soft Temper Wire" the .10" is too thick for safety wire.
Air Force Response: The Government reviewed item and revised the applicable line item.
5. Industry Question: Will the Government consider posting the final Market Basket broken down into product categories?
Air Force Response: The Government will not be posting the final Market Basket into product categories. The Government requests that offerors fill in the Total Evaluated Price as attached in the RFP.
6. Industry Question: Reference PWS para 2.2. 1) What is the disposition of the expendable tools and consumable supplies in the POU machines from the current incumbent to the new contractor?
2) Will the government own the inventory during the Phase-in process? 3) Does the current incumbent own the tools and supplies in the POU machines, and will they go with the out-going contractor during phase-in?
Air Force Response: 1) The Government will not dictate disposition of tools and supplies from the incumbent to a new contractor. 2) The Government will not own the inventory during the Phase in process. 3) Yes, current contractor owns the tools and supplies in the POU machines, any transition between the incumbent and a new contractor would be between both parties and not the Government.
7. Industry Question: There are duplicate line items with duplicate Part or NSN numbers in the following spreadsheets: Attach 4 TEP Worksheet, the Exhibit C Price List, AbilityOne, and Attach 5 Market Basket for Hill AFB. Are these duplicate items intentional? Given this is LPTA, how should we provide pricing for these items?
Air Force Response: All cells in the Total Evaluated Price (TEP) worksheet need to be filled in for evaluation. The other attachments are for informational purposes only to assist in developing your TEP rates and prices.
8. Industry Question: Please provide additional details in the Market Basket labeled “Unknown”.
Request the Government provide the Manufacturer name of the product. If that isn’t available, we need size, type, box quantity, style and as much other detail possible to properly identify the item correctly in the marketplace.
Air Force Response: The Government has reviewed the Market Basket listing and provided all additional details that are known. The Government believes the Total Evaluated Price (TEP) listing is adequate for prospective offerors to be able to provide all necessary pricing to complete the TEP worksheet as required.
9. Industry Question: To clarify. You want offerors to quote all items at an each price, correct? So for example, we will price each individual tissue even if the tissues are packaged 100 per box.
We will quote each swab as each instead of box or case. And we will price each toothpick as each and not box or case. Correct?
Air Force Response: Price the items as it is specified in the Total Evaluated Price worksheet.
The items will be priced as they are vended in the machines. Example: “Toothpicks, box of 250”. Price should be for the box of Qty 250. “Tissue wipes 90ct”. Price should be for Tissue wipes 90ct. “Gloves Pair”. Price is for one pair of gloves.
10. Industry Question: The unit of measures in the Exhibit C Price List contains "each" for every item. Some of the items are issued as RO (Roll), CS (Case), PG (Package), BX (Box), etc. Please clarify.
Air Force Response: The use of “each” is still accurate as it will be for how each unit is specified in the Total Evaluated Price (TEP) and how it will be vended. The TEP specifies roll, box, etc in the description.
11. Industry Question: IAW Exhibit C Price List, 20 May 2015, please review accuracy of the following stock number.
a. CC45 Industries for the Blind 1510-00-685-4963
Air Force Response: The Government reviewed item and has made the change to applicable documents. PN should be 7510-00-68-4963.
