Questions and Answers #1
Question 1: Section L.C.2 of the solicitation states that the Technical proposal is limited to 10 pages (12-point font); and to be technically acceptable, Section M states the offerors proposal must meet all requirements listed on the purchase specification sheets and the technical proposal must list how the proposed item meets or exceeds the Government’s requirements. Since the Purchase Specification is 18 pages long and the Government is requesting all new test stand components, would the Government consider increasing the number of pages so offerors can adequately describe the components and design of the new test stand? Do pictures, brochures of existing test stands, or manufacturer’s data sheets count towards page count? Can charts, tables, or diagrams be submitted with a smaller font as long as they are legible?
Govt Answer 1: The solicitation, any solicitation amendments, and purchase specification will not be counted as part of the 10 pages of your Technical proposal. Any pictures, brochures of existing test stands, or manufacturer’s data sheets will also not count towards your page count. Chart, tables or diagrams need to be presented in the 12-point font.
Question 2: Schedule – Table IV in the Purchase Specification states the Operational Test and Evaluation must begin no later than 39 weeks after contract award. Section F of the solicitation shows delivery to be 3 months ADC. Is it correct to assume Table IV schedule is correct and that the 3 months ADC is a place holder only?
Govt Answer 2: The 3 months ADC is a place holder only. Please provide your estimate delivery date.
