Questions and Answers Site Visit, 23 March 2011
1. Would the solicitor clarify what detailed drawings are required in the Technical Data Package (TDP) in the solicitation?
The purpose of the TDP is so that USAF would able to replicate the test stand from ground up on its own. All commercial items need accompanying COTs manuals that meet CDRL requirements, include Vendor Item Drawings (which may be nothing more than a printout of specification found on a web page), and be included in the illustrated parts breakdown (IPB). Detailed drawings would be needed for any custom built parts.
2. Will the solicitation provide pictures of the UUT showing the input and output shaft positions and of the current test stand with the UUT mounted?
Pictures of the end item to be tested will not be available due to Hill Air Force Base’s Program Office states cannot provide permission to post these pictures due to proprietary information.
The input and output shafts of both the F5 and T38 units are the same and in the same location for both configurations.
3. Is the intent for the new test stand to conduct the proof pressure test?
Yes, but not bleed procedures.
4. Would USAF allow the use of a standard power supply of 480 VAC?
Yes, if justified in proposal. Existing supply available to where the stand would be setup is 120 VAC & 208 VAC. 480 VAC power supply is not preferred.
5. Will the duration of OT&E be limited and defined?
Verification and Validation of the new test stand’s performance during Operational Testing and Evaluation (OT&E) shall not exceed 90 days upon receipt of test stand at Hill if all requirements up to that point have been met. This is the only part of the OT&E phase outside of contractor’s control. All data items described in the contract except the final approval of the submitted Verification Report stated in CDRL# A006/DI-NDTI-80809B is the responsibility of the contractor to complete to USAF satisfaction before the OT&E phase ends.
The contractor during Verification and Validation may continue submitting the other contractual requirements. If there are no configuration changes due to Verification and Validation and the other data items are accepted it is quite plausible the OT&E phase will end in 90 days.
6. Paragraph 3.8.2 of the subject Purchase Specifications states “contractor shall provide, with test stand, all…hardware required to perform calibration…” Does this “hardware” include such things as the calibrated instruments necessary to perform this calibration, and if so are these instruments to be delivered ot the Government as part of the deliverables?
The “Hardware” is referring to special equipment not readily available to a common Precision Measurement Equipment Laboratory (PMEL). Any “Special” equipment required to perform the calibration would need to be provided. Common equipment like DMM’s, Meter Calibrator, Dead Weights, etc. would not need to be provided.
