4.7 Proposal Preparation Instructions
Cross-Referencing
The Questions and Answers for Amendment 0003 included the following stating Volume I may be submitted in a single binder rather than multiple binders for each Section:
Section L, Section 4.7 states “Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.”, is it permissible to submit Volume I in one binder with tabs for Sections 1B, 1C, and 1D?
This request is made to enable cross referencing at the system level and avoid repetition of items such as DMSMS.
Government Response: The Government concurs with the above approach if desired by the offerors.
However, it did not address the electronic submission of Volume I. Is it acceptable to submit Volume I on 2 discs or is it still a requirement to separate Sections A-D on 2 discs each (8 total)?
Government Response:
The proposals should be submitted as instructed in section L and separate Volumes IA-ID on 2 discs each.
