Build Environment (i.e. Build OS, Target OS, IDE, compiler, linker, libraries, etc.) for the MDP and the Ground Station Applications It looks like some form of MIPS SDE-C is being used…Can this be verified? What libraries and target OS is required?
Government Response:
RHEL 5.6 is included in the Host Disk files for the ATD. Contractor will be provided information/software upon award.

Some of the Open Source tools and older versions of licensed software is no longer available. Will disk images of development environments be provided? Or, will computers with development environments already installed be part of GFE?
If the contract is transitioned, the current contractor will perform all actions listed in section 9.4 of the CLS PWS. The contractor will receive a complete library and the SIL and OFT-1 will be functioning.

On the last page of Appendix C, the second item listed is MPC - Mission Planning Center. Is this the same as MPE - Mission Planning Environment? If not, how do they differ? We don't have any information or code related to MPC. The only reference found is to the MPC website referenced in the MPE Installation Guide. This site is accessed to download various installation files required for the MPE.
The "Mission Planning Center" is referring to the Mission Planning Software comprised of the JMPS Framework and T-38C JMPS UPC. The "Mission Planning Environment" is referring to the software environment in which the software must operate. Please refer to the Bidder's Library, May 2014 release, Mission Planning Environment folder, T-38_v4-1_FLD-2_MPE_Letter.pdf

Do any of the components on the OFT-1, MiniUDT, or SIL have maintenance agreements covering them that the AvCI contractor needs to maintain (e.g. The Westar EZBlend, Ballard Busbox)? Are there others?
The contractor is responsible for maintenance of the SIL, OFT-1 and mini-UTD. The Government is unaware of any contracts or agreements established by the current contractor related to maintenance of the equipment.

Will the AvCI contractor have to purchase licenses for the operating systems on the GFE computers (ATDs, SIL, development environments)? Or will the existing licenses transfer as Government licenses? It will be difficult to purchase legacy operating system software.
If the contract is transitioned, the current contractor will perform all actions listed in section 9.4 of the CLS PWS. The contractor will receive a complete library and the SIL and OFT-1 will be functioning. Licensed rights transfer if authorized please refer to Appendix C Footnotes.

1.4.2 Technical performance parameters are documented in the Performance Specification for T-38C ATDs and verified through a formal simulator test program.
Question: Is the above mentioned formal simulator test program handled by the TSSC on the CLS contract? There is little information provided regarding formal ATD testing, and only one test procedure document is in the library and software vault.
Government Response:
The AvCI contractor is responsible for all ATD hardware and software changes and testing. All software and system data available to the Government and or maintained at the TSSC will be made available to the AvCI contractor.

5.1.3 The Contractor shall ensure OFT 1 continues to meet performance requirements in accordance with the ATD Performance Specifications.
Question: If AvCI Contractor is not the program overseeing the formal simulator test program mentioned above, will the AvCI Contractor be provided the test plans and test procedures required to ensure ATD Performance Specifications are being met on the OFT 1?
Government Response:
All software and system data available to the Government and or maintained at the TSSC will be made available to the AvCI contractor. The AvCI contractor is responsible for hardware and software performance of the ATD system and subsequently responsible for the ATD performance specification.

3.5.9 The Contractor shall support Cer/Ver activities as required. Expected frequency is approximately three per year and shall be held at one of the five ATD field sites (see Table 1-2) as coordinated with the ATD CLS program office. The ATD CLS contractor will actively participate in Cer/Ver activities to ensure full understanding of the install process.
Question: Is the ATD CLS Contract the owner of / facilitator of the SIMCERT process? Is the AvCI Contractor simply attending Cer/Ver activities, including SIMCERT, and providing support as requested by the ATD CLS Contractor?
Government Response:
The AvCI contractor is the owner of the SIMCERT process. The ATD CLS contractor involvement is to ensure understanding of the process. Additionally, the ATD CLS contractor normally performs the installation of hardware and software when required and approved by the Government.

5.15.5 The Contractor shall repair or replace parts required to maintain OFT 1 and the Mini UTD in operational condition. The Contractor shall manage the spares package associated with the ATD located at the contractor facility.
Question: A spares package for OFT 1 and the Mini UTD has not been provided. Is there historical data that reflects an average cost for this?
Government Response:
The spare ATD equipment is included in the GFE list provided with the Bidder’s Library and the solicitation (attachment 8). The Government does not have historical repair cost data for OFT-1 or the mini-UTD.

The AvCI CLS contractor is responsible for configuration management of the ATD system through the T-38 SPO and ATD Program Office. The AvCI contractor owns the baseline.

6.2.1 For ECPs that modify the ATD Host or Instructor/Operator Station (IOS), the Contractor shall provide the following documentation to the ATD Program Office (AFLCMC/WNS) after review and approval by the T-38C SPO. (CDRL A014):
A. A list of the drawings that were changed, including the new current revision level B. A list of the manuals that were changed C. A list of the drawings and manuals that were deleted by the modification D. Updated versions of the IOS Manual, redline updates to the maintenance manual, drawings and associated schematic drawings
Question: Is the AvCI Contractor to provide only the redline updates to the following:
· Maintenance Manual
· Drawings
· Associated Schematic Drawings Or is the AvCI Contractor responsible for providing the final updated versions? 6.2.2 Discusses ECP changes initiated by the ATD Program Office. Only the delivery of drawing updates is mentioned, but it is not clear who owns the item(s). Modifications to the ATD Visual System are not mentioned above, or anywhere else in the PWS. Who modifies the visual database? Who controls CM over all the above?
Government Response:
All hardware and software changes will be accomplished by the AvCI contractor. The AvCI contractor is responsible as stated in 6.2.1 item D. Only “redline” updates. Paragraph 6.2.2 ensures that the ATD program office has the ability to initiate hardware and software changes to the system utilizing the AvCI contract vehicle. ECPs initiated by the ATD program office through the T-38 SPO will be accomplished by the AvCI contractor.

6.6.3 The Contractor shall ensure all avionics system drawings (applicable to changes made by the contractor under this contract) and all ATD drawings are updated as required to reflect the current Avionics System and ATD configuration. (CDRLs A029 and A033)

“General Question”:
The above PWS paragraphs show some conflicting statements. Clearly communication and coordination between the T-38 SPO and ATD Program Office, AvCI Contractor and ATD CLS Contractor is critical to ensure ATDs are kept current under both contractors, but who has final authority (change and configuration) over changes and who maintains control over CM? We understand AvCI Contractor is responsible for changes occurring from avionics updates and the CLS Contractor is responsible for changes occurring out of operations. Does CM control vary based on who initiates the change? Are there circumstances where only redlines are handed off to one contractor or the other? Or is the document change initiator the same party that generates and distributes final updates to documents and drawings?
Government Response:
The AvCI contractor is required to maintain configuration of the system(s) through the T-38 SPO, T-38 Chief Engineer, & T-38 ATD program office and engineering staff. All hardware and software changes to the system will be accomplished by the AvCI contractor to ensure continuity.

7.1.3 All ATD related software changes/updates shall be coordinated with the ATD CLS contractor; this shall include the delivery of one copy of software to each ATD site and the Training System Support Center (TSSC). (CDRL A023)
Question: If the AvCI Contractor makes software and/or hardware updates and those updates are accepted by the Government, we understand the AvCI Contractor will support kit proofing and testing of the updated software at the TSSC facility. Will the TSSC control the new baseline, or will the AvCI Contractor? Is ATD software delivered to all end users by the AvCI Contractor and the hardware kits delivered by the TSSC? Or are they both delivered by the owner of the baseline (whoever that is)? Please clarify.
Government Response:
All hardware and software changes to the system will be accomplished by the AvCI contractor. All software and hardware will be delivered, based on the requirement, to the sites by the AvCI contractor. The AvCI contractor controls the baseline configuration.
The ATD CLS contractor maintains the day-to-day functioning and maintenance of the fielded ATD systems. They will be involved in system changes and testing to ensure understanding by all parties involved. AvCI contractor developed hardware and software changes (kits) are normally shipped to the sites and installed by the ATD CLS contractor.
