If so, does the CLIN pricing provided need to be based on U.S. Govt fiscal years or the periods of performance specified in row 2 & should the other set of dates be deleted from the table for clarity? |
Government Response: The Period of Performance is as stated in row two of the Total Evaluated Price (Attachment 6B), which is also within the same fiscal years stated in row three. The CLIN Pricing needs to be based on the Period of Performance dates in row two.

| The fields for CLIN X0004 AA-AE are highlighted in yellow indicating pricing is required, but the Government's Response to Question 1 in the Amendment 1 Q&A document states "There is no requirement to address the VHF Communication/Navigation Radios within the proposal." Please |
confirm if pricing for CLIN X0004 AA-AE is to be provided. If not, should the corresponding fields in the table be changed from yellow to gray or otherwise specified as not applicable?
Government Response: Pricing is to be provided on the Total Evaluated Price (Attachment 6B), but there is no information required as it relates to Technical Sub-Factor One.

| Section L: In Article 8 addressing labor rates subject to Collective Bargaining Agreements (CBA), the instructions on page 15 state "Offerors shall use basic year CBA labor rates for all years of the contract, even if there are negotiated CBA rates for contract years 2 and beyond." Please clarify if "basic year" is in reference to the CBA itself or Attachment 6B. If the CBA, are the rates in the Current Rate column the correct set of rates to use? If Attachment 6B, are the Oct 2016 rates the correct set? |
Government Response: Section J, Attachment 6A, Labor Rate Worksheet has been revised to provide clarity to the rates governed by the CBA. Note 10 has been revised stating “The current FY16 rates prepopulated below”. The rates for Field Service Representative (CBA) and Material Coordinator (CBA) have been prepopulated.

The Solicitation Cross Reference Matrix calls out Column Section L for 5.3.1 Item 3 Bullet E. and Architecture Diagrams under Work Requirement
However 5.3.1 number 3 states “Provide a proposed replacement, overhaul or refurbishment solution addressing the entire modification cycle, to include:” while E. states “Identify and explain the processes, procedures or company “Best Practices” that ensure compliance and or demonstrate compliance with AS 9100C.”.
Question: Should the cross reference matrix be designated Bullet D and the industry certifications which are to related to quality management systems to be designated Bullet E?
Government Response: The Architecture Diagrams line has been deleted. Please see the cross reference matrix revision 01. (The original cross reference matrix that was posted was posted in error. There are many changes to revision 01to reflect the matrix that was supposed to have been posted originally)

| The MDP SOO. The cross reference matrix for MDP has work requirement Architecture Diagrams with document/paragraph 6.2, 6.4.2 which read as follows: |
6.2 Platform Information Assurance The Contractor shall provide information and technical support during the development of the update to USAF Platform Information Technology (PIT), Architecture Analysis Report (AAR) for the T-38C Talon. (CDRL A039) and
6.4.2 The contractor shall maintain and update as required for certification currency all T-38C CNS/ATM documentation throughout the period of performance in accordance with AFI63-137. Government Response: The Architecture Diagrams line has been deleted; SOO references for Industry Certifications have been added. Please see the cross reference matrix revision 01. (The original cross reference matrix that was posted was posted in error. There are many changes to revision 01to reflect the matrix that was supposed to have been posted originally)

Since the USG has requested an option for the contractor to do the installation, does this effort include performing weight and balance on each modified aircraft? If additional ballast is required, is the contractor expected to provide?
Government Response: The ECP shall account for aircraft weight and balance regardless of the installation method (Depot, CFT or Field). If ballast is required it shall be provided as part of the TCTO kits.

10.2 System Test and Integration
Performance Metrics - MTBF
SOOs paragraphs 5.1.2 require that the replacement/refurbished equipment meet or exceed the MTBF rate identified in the F3I spec.
Are these LRU-specific reliability requirements to be enforced in addition to the avionics system-wide requirement of 40 hours MTBF defined in PWS 10.2?
Government Response: The offerors proposed solution must meet the requirements outlined SOOs and in Section M paragraph 2.3.1 item 2. Reliability and maintainability is referenced in section 2 of the SOOs. Equipment/system performance outlined in the SOOs will be reviewed in accordance with Attachment 1, AvCI CLS PWS paragraph 5.2 to ensure the contracted requirements are maintained.

Is it the Government’s intension to include Year 10?
Government Response: The Government intention is to include year 10. The formula has been corrected to add columns “E” through “M”. This has been revised in Attachment 6B TEP worksheet.

| It appears CLIN X024-row 49 calculation is currently cells I49 + M49, and we believe it should be H49 + M49. |
We recommend reviewing the cells and adjusting the formula to H49+M49.
Government Response: The correct formula is “H49+M49” and has been revised in Attachment 6B TEP worksheet.

Government Response: The offerors proposal must meet the requirements outlined in Section M paragraph 2.3.4 item 1. Offerors may use any examples they deem necessary in order to meet the requirements outlined in Section M paragraph 2.3.4 item 1.

Cross-Referencing
Section L, Section 4.7 states “Cross-referencing within a proposal volume is permitted where its use would conserve space without impairing clarity.”, is it permissible to submit Volume I in one binder with tabs for Sections 1B, 1C, and 1D?
This request is made to enable cross referencing at the system level and avoid repetition of items such as DMSMS.
Government Response: The Government concurs with the above approach if desired by the offerors.

The HUBZONE goal is 3%. The overall small business subcontracting requirement is a minimum 3% of total contract value.”. |
From what item will these percentages be derived?
Government Response: The socioeconomic goals listed above are derived off of the total subcontracted value. The 3% subcontracting requirement is based on total contract value.
