26Solicitation-FA820125R0003.pdf (Pg 32) Past Performance:If a firm has a Project CPARS on file for its Section F Projects, is it still required to get a completed PPQ form filled out by the Client, and returned to the identified email?See line item 4 above.6/18/25

31For purposes of determining our Commitment to Small Business now and our Small Business Subcontracting Plan during the RFPP stage, should Large Business concerns use the full $136,000,000 amount or should the $136,000,000 amount be divided by the number of potential contract holders (10) and we use $136,000,000?This may vary and can be updated at award. The $136M will be spread across all potential contract holders. At this time, it makes sense to use the $136M divided by the number of potential holders (10).6/25/25

41Section L, Item 3 (page 25), states that "Teaming Agreements will not be attributed to the page count." - This is the only mention of teaming agreements in the solicitation. For Small Business Prime Contractors (KAL) required to obtain and provide Teaming Agreements, or Letters of Commitment, from our key subcontractors for inclusion in our RFQ?Subcontractors are different than Teaming Agreements. If a small business has a Teaming Agreement or Letter of Commitment, that would be different then having a subcontractor.6/25/25
42Section L, Item 3 (page 25), states that "Teaming Agreements will not be attributed to the page count." - This is the only mention of teaming agreements in the solicitation. Please confirm that a SB already providing 51%+ of the total work, we are not required to submit a Small Business Subcontracting Plan.Subcontracting plans are not required for small businesses. 45The updated Solicitation posted on 18 June only corrects the RFQ due date to 18 July 2025, there were several other corrections/changes authorized in the RFI responses (ie, Q5 - total number of pages increased from 44 to 50; Q12 - Sec M on airfield pavement design; Q19 - Sec M 3.5 changed to reference "C", etc). Will these other changes be reflected in another fully revised solicitation version or an amendment issued officially incorporating these changes into the solicitation? Most of the solicitation documents will not be updated with the answers to these questions. There will not be a new solicitation with fully revised documents. If any changes to the SOW need to be incorporated, those will be added to the IDIQ contracts.
We will not be making changes to documents to avoid potential contractors having to review every document over and over. Please refer to the list of questions for all clarifications.6/25/25
46Is there a historic 5-year AE IDIQ at Hill AFB that we can get the solicitation or contract number? Or is this the first time an AE IDIQ has been issued for Hill AFB?Currently, Hill AFB has an AE IDIQ. There are ten contractors on this IDIQ under FA8201-19-D-A003 through FA8201-19-D-A012.6/25/25

61Q&A #4 Response (Issued 6/18/2025)Based on your response to Question 4, we understand that a CPARS for one of our Section F projects will suffice for the purpose of evaluation of Past Performance in connection with our 6 Section F project examples, and that if a CPARS is available we need not also submit a PPQ but that we may do so at our discretion. If this understanding is correct, we have the following questions:

Q d. If we use CPARS to document Past Performance Ratings for Section F projects, and they are required to be submitted as a part of Part I of the SF330, does the maximum page count of 12 for this part of Section H still apply?

See line item 59 above.7/7/25
62Q&A #5 Response (Issued 6/18/2025)As to your response to Question 5, you confirm that Offerors may submit up to a maximum of 6 projects and that with a maximum of 1 page/project that Section F of the SF330 is allotted up to 6 pages. However, you also state that the total page limit for Part I of the document is now 50 pages, rather than the original maximum allotment of 44. It seems that, if you change the previous maximum of 5 pages to 6 for Section F, the new total would be 45, not 50. Please confirm the new total pages allotted for Part I of our SF330 submittal and where the additional pages are to be used.See line item 52 above.7/7/25
63Q&A #5 Response (Issued 6/18/2025)Attachment 5, Qualifications Evaluation Guide for Hill A-E25, Primary Selection Criteria 5: Location and Knowledge of the Locality, the evaluation parameters state “Firm and all design team” locations will be considered regarding distance from HAFB. On Page 32 of the Solicitation, Criteria 5. Location and Knowledge of the Vicinity states that “Firms, and all teaming partners, located within a 100-mile radius of Hill AFB will be evaluated more favorably”. We interpret these two references to the prime firm and its team members as having the same meaning, that in both cases the language refers to the prime firm and all subconsultant firm(s) rather than individuals within the firms. Please confirm that this is the government’s intent. In both cases, the language refers to the prime firm and their teaming partner firms (subconsultant firms). This language does not refer to individuals.7/7/25
64May this contract be primed by a non-architectural firm? The contract can be primed by a non-architectural firm as long as long as the qualification criteria are met and the work can be accomplished/completed. As noted in the solicitation, the primary NAICS code for this requirement is 541310.7/7/25
65Solicitation: 6. Commitment to Small Business, page 6 of 7.Do small businesses need to be certified through SBA or can firms self-certify their small business status? While small businesses don't need SBA certification to pursue all federal contracts, certification is required to bid on set-aside contracts specifically designated for small businesses, particularly those with socio-economic designations like 8(a) or HUBZone, according to the SBA. For general federal contracts, self-certification as a small business is often sufficient.7/7/25
66Solicitation: 1. Contract Information, page 1 of 7Is the 15% SB goal of “total obligations” referring to total contract value?See line item 31 above.7/7/25
67Submission Requirements, pages 2-3; Questions, line item 5You state the overall page count should be 50 in line item 5 of the questions. When adding the the page count of the submission requirements, it totals 45. How are the extra 5 pages being allocated?See line item 52 above.7/7/25
68Solicitation: page 32, 2. Specialized Experience and Technical CompetenceThe Qualifications Evaluation Guide does not state the projects will be evaluated by location. However on page 32 of the solicitation states "Evaluation will consider relevancy and location of the identified projects". Is location of projects going to be evaluated for Criterion 2?Yes, location will be evaluated for Criterion 2. The Qualifications Evaluation Guide provides an overview/outline, but the solicitation document provides the details.7/7/25
69Qualifications Evaluation Guide, Knowledge of Locality, Criteria 5Evaluation Criteria states firms and all design team. Solicitation states firm and all teaming partners. Are design team and teaming partners synonymous?Yes, they are the same.7/7/25
70Solicitation: Page 1 - Solicitation, Offer, and Award (SF 33)Does the Solicitation, Offer, and Award page (SF 33) need to be completed and signed to submit with the SF330 document? If so, where should the completed SF 33 be placed in the document?No7/7/25
71Submission Requirements: Page1, 1.f.It states "Submit SF330 Parts I and II in PDF format, with a table of contents hyperlinked to the relevant content in the SF330. On all PDF documents, add bookmarks to all relevant information". Do you want separate PDF documents submitted for Part I and Part II with each Part having its own Table of Contents or should there only be one PDF document with one Table of Contents? There should be one pdf document with one with one table of contents.7/7/25
72Is it acceptable to use our own version of the SF330 forms instead of the fillable one provided in Attachment 4?See line item 53 above.7/7/25
73Solicitation__18June2025, Pg. 5Page 5 states, “The A-E 25 Multi-award ID/IQ will select up to ten contractors. The first two slots are reserved for Small Businesses and the remaining will be Full and Open Competition.”
If a SB compiles a competitive team, is it possible for the SB to be awarded a “full and open” slot?Yes. Once the two reserve slots are filled it moves to full and open competition. If a small business is in the top rankings after ther reserved slots are full, more small businesses may be selected.7/7/25
74Line 4 of Solicitation+Questions+25JUN25.xlsx states that we can use CPARS, PPQ, or both. Line 28 indicates that we could be penalized by not submitting a PPQ if the project already has CPARS. A number of government staff for our projects have left service in the government and that, along with it being summer holiday season, will make it difficult to obtain a PPQ from our clients. Please consider rewording the Past Performance requirement so that a government-issued CPARS holds the same or better evaluation weight as the Attachment 3 PPQ, since according to FAR, a CPAR is the legal document of performance for the project.Line 28 has been revised.

FROM: See line item 4 above. Please use attached PPQ to keep it consistent to avoid potentially missing a required item. Not providing the necessary information could possibly eliminate you from the competition.

TO: See line item 4 above. If choosing to provide a PPQ, please use attached PPQ template to keep it consistent to avoid potentially missing a required item.7/7/25
75Does Page 1 of Solicitation (Form 33) need to be filled out and returned with the submittal?No7/7/25
76Amendment 0001 was posted on PIEE today, 6/30/25. But when I click on the link, it redirects me to the solicitation. Can you please make the amendment available as a file? The only change made in PIEE was to update the due date to 07/18/2025. The documents posted on sam.gov are the most current solicitation documents available.7/7/25
77The solicitation allows for the submission of multiple resumes per discipline. Could the Government clarify how these resumes will be evaluated? Specifically:
1.Will the resumes for a single discipline be evaluated collectively as a group, or will each resume be evaluated independently?
2.If evaluated independently, will the Government base its assessment on the strongest resume, the weakest resume, or an average of all resumes submitted for that discipline?
See line 2 above. Resumes for each discipline will be evaluated collectively as a group.7/7/25
78The solicitation questions response spreadsheet posted to the SAM website on 6/25/2025, row 24 states “Attachment Updated” for the PPQ form with the correct date. However, the date on the PPQ file posted on SAM.gov shows the “xx May 2025” due date. As a pdf we are unable to edit the document. Can you post the updated form? We would like to get our PPQ requests sent before the 4 July holiday so that the responders have sufficient time to complete and submit the document. The PPQ form has been updated and posted to the solicitation.7/7/25
79The Government’s response to question #4 stated, “You can use CPARS, PPQ or both. If CPARS only is used, a copy of the relevant evaluation sections should be provided.” Please confirm that we do not need to complete a new PPQ if a CPARS is available for us to include. The Government’s responses have been unclear and indicate that a new PPQ is required for all projects regardless of if they have a CPARS.You can use CPARS only if you choose. See response to line item 4.
If you choose to provide a PPQ, it should be using the template provided with this solicitation.7/7/25
80As a general rule, Government representatives will not complete a PPQ for projects in which a CPARS has already been completed. This precludes us from using any projects in which we served as the Prime because all those projects will already have a CPARS available. Will you consider allowing us to utilize CPARS or PPQs that have previously been completed?See line item 79 above.7/7/25
81The Government’s response to question #23 stated, “Yes, the due date should be 18 July 2025. Attachment Updated.” Will the updated Attachment 3 be provided?Yes7/7/25
82The Submission Requirements states to include, “…one (1) additional SF330 Part II page per Teaming Partner.” What about Teaming Partners in which multiple offices will be utilized? Are we allowed to include an SF330 Part II for each Teaming Partner’s branch office that will be utilized?Submit one SF 330 Part II page per Teaming Partner.7/7/25
83The Submission Requirements state, “Provide 1 SF330 part II page for the Prime’s local office, 1 additional SF330 part II page for each of the Prime’s non-local offices…” What if the Prime's office that will be mainly utilized for this contract is not local? Can a non-local office still serve as the Prime?No7/7/25
84What is the maximum number of pages the Cover Letter can be?There is no page limit applied to the cover letter per the solicitation requirements in Attachment 1 of the solicitation.7/7/25
85Please provide the title of the solicitation to be inserted into SF330, Part I, Section A, #1Title can be Hill A-E25.7/7/25
86Page 32 of the solicitation states: “Location and Knowledge of the Vicinity: Firms, and all teaming partners, located within a 100-mile radius of Hill AFB will be evaluated more favorably than firms outside that distance, or firms with teaming partners outside that distance. Firms located at incrementally farther distances will be evaluated less favorably than firms located within closer ranges.” The Q&A confirms that Section C will be the focus of this evaluation.

Our question is: for teaming partners with both local office(s) as well as offices around the country which include qualified staff who would support local staff on projects at Hill AFB, will the government provide a favorable evaluation to offerors with both local and non-local offices listed in Section C? Or will offerors with both local and non-local offices listed be evaluated based on the most distant office from Hill AFB?

Each firm and each teaming partner will be evaluated more favorably if they have an office located within a 100 mile radius of Hill AFB.7/7/25
87Can I simply submit our SF330 Part I and II package directly to you via email versus submitting on PIEE? The PIEE portal seems rather cumbersome when I looked into it.Submitting through PIEE is the secured option chosen. If there are issues while trying to submit through the PIEE system you may reach out to the POC's listed in the solicitation.7/7/25
88Attachment 4 - SF330 - FinalAttachment 1 is locked and will not permit deleting, add or combine pages for other files.

If all form requirements are met, will the Government allow firms to submit their own SF330 forms?

Please be advised that the submission of an offeror-developed form in lieu of the prescribed SF330 is permissible, provided that said form adheres substantively and materially to the content, organization, and data fields stipulated within the official SF330. The offeror assumes full responsibility for ensuring complete and accurate replication of all required information.

Deviations from the SF330's format or omission of any required data elements may, at the discretion of the Government, render the proposal non-responsive and subject to rejection. Strict adherence to the informational requirements of the SF330 is paramount to facilitate equitable evaluation of all proposals received.

For your convenience, the link provided in Line Item # 89 will direct you to a website where the SF330 sections are broken out into individual components. Offerors may utilize these components to customize their SF330 submission, provided that all required information is included.7/7/25
