Hill A-E 25 Submission Requirements
1. Digital delivery of proposals is required. Firms interested in being considered for Hill Air Force Base A-E25 contract award shall follow the directions below to submit a valid proposal.
a. Proposal information shall be transmitted to the Procurement Contracting Officer (PCO) vie the Solicitation Module within the Procurement Integrated Enterprise Environment (PIEE) found at https://piee.eb.mil/.
b. Offerors must obtain the "Proposal Manager" role in PIEE for the Solicitation Module. The following website may be used to help obtain this role:

Review the various training resources. Offerors may also obtain assistance via the PIEE help desk, phone 866-618-5988.
c. If the offeror is unable to submit its proposal via the PIEE Solicitation Module, the offeror is responsible for coordinating with the PCO at least 24 hours in advance of when proposals are due in order to determine an alternate means of submitting the completed proposal. Late proposals will only be considered IAW FAR 15.208.
d. Proposals may be withdrawn by written notice received at any time before award.
e. No hard copy information will be accepted.
f. Submit SF330 Parts I and II in PDF format via https://piee.eb.mil/, with a table of contents hyperlinked to the relevant content in the SF330. On all PDF documents, add bookmarks to all relevant information.
2. Firms shall keep the total page count of SF330 Part I submittals to no more than 44 pages.
Pages will be Standard size (8.5” x 11”) or Half size (11” x 17”) with margins no smaller than ½” on top and bottom and 1” on each side. Black font, no smaller than 11-point Arial or 11-point Times New Roman, shall be used throughout. Pages with print on one side will count as 1 pages if Standard size and 2 pages if Half size. Pages with print on both sides will count as 2 pages if Standard size and 4 pages if Half size. The cover letter, table of contents, tab pages used to separate sections of the submittal, and individual subcontracting reports will not be attributed to the page count.
3. Firms shall keep SF330 Part II submittals to no more than one (1) page for the Prime, one
(1) additional SF330 part II page for each of the Prime’s non-local offices that may be tasked to contribute under the Hill A-E25 contract, and one (1) additional SF330 Part II page per Teaming Partner. Teaming Agreements will not be attributed to the page count.
Any pages provided in excess of those described in this section will not be considered for evaluation.

General Qualifications

- Optional: firms with $0 in revenue from Federal Work over the last 3 years may enter “0” for the index number in Block 11 instead of “1”
