1 INTRODUCTION
This Statement of Work (SOW) defines requirements for Architect-Engineer (A-E) services in support of the 75th Civil Engineering Group’s (75 CEG/CEN) mission at Hill Air Force Base (Hill AFB). The place of performance shall be at Hill AFB or other geographically separated areas under the jurisdiction of Hill AFB such as Little Mountain Test Annex, Utah Test and Training Range, and Boulder Seismic Station.
Each Task Order (TO) awarded under a Hill A-E25 contract shall include a SOW tailored to the specific requirements of that effort. The Contractor shall furnish the personnel, services, equipment, materials, facilities, and other requirements necessary for, and incidental to, the performance of work set forth herein and as identified within the SOW for each TO.
Primary technical services shall be performed by, or under direct supervision of, individuals who are credentialed members of the architectural, planning, scientific, and/or engineering professions. Generally, a credentialed professional:
a) is licensed to practice in the state where a firm is located, and
b) commands the necessary expertise, in terms of knowledge and experience, to undertake the general tasks identified in this SOW and specific tasks to be identified at the TO level.
Task order as-built and design information shall be accessible to U.S. citizens only as part of this contract and the A-E firms shall control access to ensure only design team members have access to all as-built and design information. Additionally, only U.S. citizens shall be allowed on base for site visits for security purposes.

2 GENERAL INFORMATION
2.1 Key personnel
2.1.1 The Contractor shall employ the following professional personnel to perform the services required under this contract. No substitution will be made without the advance written approval of the Contracting Officer (CO).

2.1.2 If the need arises for a change to the Key Personnel identified above, the Contractor shall provide the CO with:
1: a written request indicating the explanation of the necessity for the change, and 2: an updated SF330 Part I Section E for the proposed replacement personnel.
2.2 Requests for Information
All requests for technical information shall be made to the CO and the Contracting Officer’s Representative (COR) by email.
2.3 Estimated Construction Cost
The Government’s estimated construction cost will be clearly stated in the Request for Proposal (RFP) for each TO. If the Contractor determines the estimated construction cost is too low, they shall alert the Government no later than the closing date of the specific RFP.

The Government’s estimated construction cost, and any Contractor generated cost estimates performed under this contract, are competition sensitive information authorized for release only to individuals with a justifiable need to know in performance of their work under this contract.
MII software shall be used for estimates.
2.4 Special Services
Additional specific special design services, documents, reports and/or testing may be required for specific TOs beyond the minimum A-E service requirements stated in Section 3 of this SOW. In the event specific special services are required, the Government will notify the Contractor if unique qualifications and experience need to be submitted for evaluation.
2.5 Basis for Design
The basis for design of each task at Hill AFB shall utilize all applicable guidance available from, but not limited to, the Whole Building Design Guide which is available at http://www.wbdg.org.
2.6 The Selection of Architects and Engineers Statute
The Selection of Architects and Engineers Statute, as codified in 40 U.S.C. Chapter 11 and 10 U.S.C. Section 9540, limits the contract price for A-E services for the preparation of designs, plans, drawings, and specifications to ten percent of the estimated construction cost of a project.
The six percent limit applies only to that portion of the contract price attributable to the preparation of designs, plans, drawings, and specifications. If a contract also includes other services, the part of the price attributable to the other services is not subject to the ten percent limit.
2.7 Ordering Procedures
Each firm awarded an IDIQ contract under the Hill A-E25 program will have their SF330 retained on file for the duration of the Hill A-E25 contract and will have an opportunity to update their SF330 annually. The SF330 will be used by the A-E Evaluation Board to evaluate each firm’s qualifications against the needs of each individual project.
The primary criteria for determining the most highly qualified firm for individual projects will consist of:
1: Specialized Experience and Technical Competence in the type of work required;
2: Capacity to accomplish the work in the required time;
3: Past Performance on TOs under the Hill A-E25 contract.
The following secondary criterion will be considered in the event a tie-breaker is needed:
4: Equitable distribution of work amongst all Hill A-E25 contractors determined to be equally qualified for the particular project.
The A-E Evaluation Board will use the primary criteria, and secondary criterion as necessary, to evaluate and rank all Hill A-E25 awardees for each particular project, with 1 being the most highly qualified and the highest number (i.e. 6, or the total count of all Hill A-E25 contractors) being the least qualified.

The three (3) most highly qualified firms for each particular project will receive a request for information (RFI) with a summary description of the project and the opportunity to provide feedback regarding concepts and alternative methods for providing the required services. The responses to the RFI may be incorporated into the TO Statement of Work (SOW) and insight gained from the RFI responses may be sufficient for the A-E Evaluation Board to reevaluate which firm is the most highly qualified for that project, and change the ranking order accordingly, prior to a request for price proposal being issued to the top ranked firm.
NOTE: If a particular project has unique experience or qualification requirements that are not represented in any of the SF330s on file, each Hill A-E25 contractor will be provided with a summary of the project and a request to provide their qualifications and experience for that unique requirement (in a format to be identified at the time of request) which will be used to evaluate Specialized Experience and Technical Competence instead of their SF330. The RFI regarding concepts and alternative methods for providing the required services will be provided to each Hill A-E25 contractor concurrently with the unique request for qualifications. The above procedures will then be used to evaluate and rank the contractors prior to a request for price proposal being issued to the top ranked firm.
2.8 Insurance Requirements
The Contractor shall maintain, or procure and maintain, an insurance policy which the Contractor determines sufficient for the work being performed for the duration of Hill A-E25 contract performance. Each TO awarded under a Hill A-E25 contract will include a requirement for the apparent TO awardee to provide the CO with insurance verification prior to TO award.
2.9 Quality Control Plan
The first TO for each Hill A-E25 contract will include a requirement for a Quality Control Plan to be provided at a post-award conference. The Quality Control Plan from each contractor will then be incorporated by modification as Appendix 1 of this SOW for the respective Hill A-E25 contract.
As part of each design submittal (35%, 65%, 90% and 100%) to the government, the A-E will provide documentation that an Independent (Peer) Technical Review has taken place by each discipline for each milestone submittal. The QC documentation will include a signed document by the A-E project manager stating this review had taken place.
Structural calculations will need to be thoroughly reviewed by another licensed engineer that is not working on the design for this project. The milestones mentioned in the paragraph above will need to have independent reviews for calculations completed. The government does not have the software nor the knowledge to run the structural calculations and provide the proper review.

3 SCOPE
3.1 A-E Services
3.1.1 Other A-E Services
Other A-E Services involve design and construction related services but are not an integral part of direct design services for a specific construction project. Other A-E Services includes, but is not limited to: surveys, subsurface explorations, materials testing, reproduction of design documents, cost estimating, interior design services, renderings and management of A-E services.
3.1.2 Design Phase (Title I Services)
Services consisting of the preparation of designs, plans, drawings, and specifications related to a specific construction project.
3.1.3 Quality Assurance Phase (Title II Services)
Services related to a specific construction project and consisting of supervision and inspection of construction. Quality Assurance services may comprise all aspects of construction oversight and quality assurance. This may also include attending site visits, reviewing material submittals, performing periodic site inspections and preparing change orders.
Quality Assurance services shall be performed by individuals who possess, at least, a degree in Engineering, Construction Management, or applicable field related to the overall project tasking. The proposed lead on-site Quality Assurance inspector shall have a minimum of 5-7 years of experience in construction practices, procedures, and testing, to include three (3) years of quality control management of DoD construction projects. Quality Assurance services may be required during non-standard duty hours, weekends, and Government holidays to support project completion requirements.
3.2 As-Built Investigation/Verification
At the site visit prior to submitting a proposal, the A-E shall evaluate whether or not government provided as-builts are correct as provided. If the as-builts require additional validation and updates, then the A-E shall include that scope as needed in their proposal for a given project.
Each proposal shall include a section confirming/assessing as-built validation requirements.
Include in the assessment any requirements for surveys, 3-D scans, potholing and ground penetrating radar tests etc.
During the proposal process the A-E will be required to evaluate the need for subsurface utility investigation (e.g.- potholing, etc.). For projects where existing utilities will be impacted, the A-E will need to justify why or why not subsurface utility investigation will be needed.
3.3 Design Analysis
The Design Analysis shall incorporate a basis for design, all engineering computations, seismic analysis, test and survey results, building code reviews, fire protection analysis and calculations, structural load analysis and calculations, Force Protection (blast/progressive collapse and
Attachment 2 28 May 2025 antiterrorism), cooling and heating load analysis and calculations, energy code compliance documentation, life cycle cost analysis, High Performance and Sustainable Building requirements including a HPSB checklist, and all other similar pertinent information to clearly define the scope of the project and to express the designer’s intent and methods. The authors of each section shall include professional seals and signatures when appropriate.
HVAC load calculations shall comply with the latest American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) guidelines, with all assumptions, areas, and material properties clearly stated. Suggested HVAC load calculation software are BLAST, DOE2.1E, Energy-Plus or ASEAM.
All seismic bracing of equipment and piping shall be designed and stamped by a licensed engineer. Performance specifications for seismic bracing must include a design intent for all conditions and sample details of the intended design.
Fire protection designs shall be performed by and sealed by a qualified Fire Protection Engineer (FPE) including conceptual hydraulic calculations and design intent which will allow the contractor to proceed with a complete shop drawing and sealed design in accordance with (IAW) “Planning and Programming Fire Safety Deficiency Correction Projects”, attachment 3, Air Force Instruction (AFI) 32-10141.
The Contractor is responsible for validating all Government provided as-built information included but not limited to: locating surface features for utility designation, landscaping, room dimensions, existing operable mechanical equipment, abandoned equipment and piping. The Contractor shall recommended SOW adjustments as part of initial design programming if necessary.
The contractor shall ensure that cybersecurity analysis and planning shall be incorporated into designs. This shall be done in compliance with all applicable UFCs, Design Standards, Air Force Guidance Manual and Installation Facilities Standards.
3.4 Drawings
All drawings shall comply with Hill AFB Computer-Aided Drafting and Design (CADD) Standards and the US Army Corps of Engineers standards. The A-E may access the U. S. Army Corps of Engineers (USACE) CADD Standards via http://cadbimcenter.erdc.dren.mil. The Government will provide templates for the cover sheet, index sheet, etc. Electronic file names shall follow the Hill Air Force Base naming conventions. All drawings shall be accurate, professional, and in sufficient detail, including all required schedules, tables, details, sections, plans, elevations, and general notes to enable proper and satisfactory construction of the entire project. Final prints shall be sealed and signed by a principal of each discipline from each of the firms involved in preparation. The A-E shall have the licensing required to use “REVIT” software for individual tasks which require this capability. Other 3D modeling software capabilities (such as “Navisworks” for clash detection, etc.) will be specified as a requirement on an as needed basis.
3.5 Cost Estimates
The A-E shall comply with the most current cost estimating requirements provided in the Installation Facilities Standards and Appendices for Hill AFB.

The cost estimate shall be summarized to correlate with the Department of Defense, DD Form 1354, “Transfer and Acceptance of Military Real Property.” If applicable, costs for Repair, Minor Construction and Equipment shall be itemized.
3.6 Real Property Documentation
The Contractor shall prepare Real Property Data for each TO utilizing the DD Form 1354. A draft DD Form 1354 and the “Building Information Checklist” shall be developed IAW Unified Facilities Criteria (UFC) 1-300-08.
3.7 Specifications
The hard copy Specifications shall be prepared on standard 8½” x 11” sheets. Specifications shall be as brief as possible, definitive, and free of ambiguities and omissions that may result in controversy and contractor claims for additional compensation, and include detailed requirements for materials and equipment. Specifications, including all technical and special conditions, shall utilize the Unified Facility Guide Specifications (UFGS) and SpecsIntact. This free software is available at http://www.wbdg.org and is based on Construction Specifications Institute (CSI) format that has been modified for Air Force construction.
All paragraphs shall be numbered and lettered. References to Federal Specifications, American Society for Testing and Materials (ASTM) Standards, and trade standards shall be made when applicable to establish a uniform standard. All references to Military and Federal Specifications or Standards at the beginning of each section must be dated with the latest revisions annotated.
All standards and specifications used in the text will be listed in the opening reference paragraph.
Proprietary specifications are to be avoided.
Wherever a manufacturer's name, or brand name, is used to identify a product, the identification shall include verbiage similar to: “Brand Name, Part ABC, or equal (see Specification # for salient characteristics).” The referenced specification must clearly identify and describe the salient physical, functional, and/or performance characteristics of the brand name item that is considered essential to satisfying the requirement.
Materials, components, and equipment shall be designated for submittal to the CO for approval.
The term "Contracting Officer or CO" shall be used in all specification sections in place of references to "owner" or "Architect/Engineer."

4 SUBMITTAL REQUIREMENTS
The Government may choose to modify and/or eliminate sections of the Submittal Requirements for particular projects at the TO level. Some examples, not exhaustive, of how the SOW might be tailored at the TO level are as follows:
A less complex design effort may not necessitate Concept Design submittals and the TO
SOW may indicate “Not Applicable” under section 4.4 Section 4.4 of a TO SOW may include a deliverable to be used as the SOW for a Design-
Bid request and sections 4.5, 4.6 and 4.7 may be designated “Not Applicable”
4.1 Submittal Schedule
The schedule for submittals will be established at the TO level for each project.
4.2 Hard Copy Submittals
The Contractor shall submit hard copies of each submittal identified in the TO SOW in a quantity to be identified at the TO level.
Hard copies may be required in Standard size (8½” x 11”), Half size (11” x 17”), and/or Full size (22” x 34”). Hard copies shall be securely fastened together in proper order. Hard copies shall have a cover sheet that includes the submittal title centered horizontally in the page with the bulleted information identified in section 4.3 below the submittal name. The Contractor shall include a Table of Contents immediately following the cover sheet if the submittal is divided amongst multiple subjects, chapters, disciplines, etc. Hard copies shall be printed single-sided unless otherwise specified in this SOW or the TO specific SOW.
Additional hard copy requirements may be identified at the TO level.
4.3 Digital Submittals
For the purposes of this SOW, the term “CD” represents “CD and/or DVD-R”.
The Contractor shall submit digital files of each submittal identified in the TO SOW on a quantity of CDs to be identified at the TO level. Digital files shall be submitted in PDF, AutoCAD (each sheet shall be a unique file per Hill AFB naming conventions), REVIT, Microsoft Office Word or Excel compatible format, or other format as identified in the TO SOW. All font colors used shall be of a color that contrasts enough with a white background so as to be easily legible (e.g. Yellow fonts are not easily legible on a white background).

The TO SOW may request certain submittals be provided via email. Any email submittals shall be provided in PDF or Microsoft Office compatible format.
4.4 Pre-design/Concept Design (15% Design)
4.4.1 Design Charrette
The Contractor shall attend a Design Charrette which will be a cooperative effort by the design team, user and client representatives, facility engineering personnel, and other interested parties for the purpose of validating and clarifying the project requirements. The Design Charrette will include identification of potential Courses of Action (COAs) and on-site development of a conceptual design or designs, in response to functional, Antiterrorism/Force Protection (AT/FP), aesthetic, environmental, base planning, site, budgetary and other requirements.
At the end of the Design Charrette, the Contractor will provide an out-brief consisting of meeting minutes, decision documentation and information that led up to elements that are, or will be, included in Concept Design submittal. Out-brief submittals shall consist of the following as a minimum:
A detailed narrative presentation of facts sufficiently complete to demonstrate that the project concept is fully understood and that subsequent design details and their ultimate presentation in the final submittal will be based on sound architectural and engineering decisions.
Descriptions of the existing facility and systems, building code surveys, and any other information needed to clearly express the designer’s intentions and methods.
Site plans, floor plan(s), bubble diagrams and/or sketches to describe spatial relationships.
4.4.2 Concept Design Submittals
Specific Concept Design Submittals will be identified at the Task Order level. A non-exhaustive list of Concept Design Submittals that may be required includes:
Lifecycle Cost Analysis – prepare a Lifecycle Cost Analysis for each COA identified at the Design Charrette Analysis of Alternatives – provide a simplified Analysis of Alternatives for each previously identified COA Concept Floor Plans – new and demolition, with room names and basic dimensions Concept Building Elevations – with exterior materials indicated Concept Building Sections – with heights of critical elements indicated Concept Site Plans - indicate above and below grade utilities, vehicle and pedestrian paths, buildings, AT/FP standoff distances, parking areas, landscape concepts and existing site features that are to remain

Concept Design Analysis - submit a complete design analysis addressing discipline specific UFCs Concept Cost Estimate - submit a cost estimate use parametric, or other CO approved, estimating techniques Reports - reports resulting from studies performed (Geotechnical, Seismic, etc.) shall be included as appendices
4.5 Preliminary Design (60%)
The Preliminary Design Submittal is intended to convey the complete extent of the work in a preliminary manner. The general direction and details of the design shall be firmly established and clearly indicated at this design level. Drawings shall include basic floor plans; rough architectural details; preliminary mechanical and electrical equipment and distribution layouts;
schedules; tables; and any other information required to clearly illustrate the design.
Preliminary Design Submittals will be identified at the TO level, and shall include the following, at a minimum:
4.5.1 Test and survey results, complete design calculations, product and equipment data, and any other information required to clearly illustrate and describe the design.
4.5.2 Drawings to include at a minimum site plan(s) showing utilities and pavement, basic floor plans, rough architectural and structural sections and details, preliminary mechanical and electrical equipment and distribution systems, preliminary elevations, schedules, and tables. Clearly show at this stage that the Hill AFB CADD Standards are being followed.
4.5.3 Final specifications, unedited, but indicating which sections will be used.
4.5.4 Preliminary Cost Estimate
4.5.5 Preliminary Design Submittals
4.6 Pre-final Design (90%)
The Pre-final Design Submittal is to provide a complete set of drawings and specifications. The intent of this submittal is to allow the Government to review and approve final documents. All work should be complete.
Pre-final Design Submittals will be identified at the TO level, and shall include the following, at a minimum:
4.6.1 Final Design Analysis
4.6.2 Final Cost Estimate
4.6.3 Final drawings with all sections, details, elevations, schedules and tables completed. With basis for design clearly described on first sheet of each discipline.
4.6.4 Final edited Specifications
4.6.5 Copy of preliminary design review comments, annotated with actions and/or responses

4.7 Final Design (100%)
The Final Design Submittal is to provide a complete and final set of contract documents ready for the Government to solicit a construction contract, and ready for construction by the construction contractor. All previous Government review comments shall have been addressed.
All digital submittals shall match the Hard Copy drawings submitted.
Final Design Submittals will be identified at the TO level. A typical, but non-exhaustive, example of required Final Design Submittals includes:
4.7.1 One (1) complete set of drawings, Full size, fastened together in order. All sheets shall be sealed and dated by the appropriate engineer or architect.
4.7.2 Three (3) complete sets of the sealed and dated drawings, half size, fastened together in order.
4.7.3 Four (4) sets, in as many three-ring binders as necessary, containing:
One (1) complete set of Half-size drawings, in order Specifications, indexed and double-sided Cost Estimate Copy of all design review comments, annotated with actions and/or responses Design Analysis Calculations Material cut sheets of key components
4.7.4 One (1) Standard-size three-ring binder containing:
Index of drawings Index of specifications Bid Pricing Schedule
4.7.5 One (1) CD with AutoCAD copies of all drawings, and REVIT file if used. Mixed format drawing submittals will not be accepted. Referenced files shall be permanently bound to the drawing files. Files must be fully editable. Partial files, files with missing attachments or layers, and files formatted as read only or protected in some other way will not be accepted.
4.7.6 One (1) CD with AutoCAD copies of all drawings in bound format only.
4.7.7 Two (2) CDs (IAW para 4.3 label CD Contents as “Bid set”) each with the following in
