This resource was not among the documents located in the DoD Safe site. The PPI tool has been uploaded to beta.SAM.gov. along with this Q&A Matrix.

| 1 | Section M, 4.3 Subfactor 3: Contractor Requirements (b). | As this is a DRAFT Solicitation, would it be possible to extend the example project (Section M 4.3 Sub-factor 3: Contractor Requirements b) to less than (7) years old from (5) years old? This would allow us to use our past performance on the HAFB MACC III Contract. Can you provide this answer right away? | Yes, the DRAFT RFP contractor requirements will be updated in Sections L & M to "less than (7) years old" instead of (5) years old, and posted. |

These type of thresholds have not been seen before for small businesses. We have completed numerous design-build projects but lack the $5M plus design-build threshold as indicated in the solicitation. If for some reason this threshold cannot be changed and if we decide to propose would we be removed from competition for not meeting this threshold?
“Design-build experience as a Prime Contractor on military installations or design-build experience for both commercial aviation infrastructure within airport secured areas and industrial production facilities (see MACC IV SOW section 1.3.3) by submitting three (3) design-build example projects totaling at least $2M that were successfully completed. One project must be over $5M and the other two must be at least $2M.” It is necessary to keep the threshold of $5M due to the anticipated number of task orders expected to be at $5M or more. The current contract has task orders that have exceeded $5M and the number of these types of projects are expected to increase. The small business contractors on the current contract, have been able to compete for these high dollar task orders. In order to meet the criteria of Section M,4.3 (b), Offerors must be able to provide one (1) project over $5M. If Offerors are unable to provide this, they will not be able to meet the minimum criteria, and not eligible for award.

Is this opportunity actually a solicitation and not a sources sought opportunity? | This posting contains the DRAFT solicitation information. The way beta.SAM.gov is set up, it does not provide for a Request for Information (RFI) posting, so we have utilized the sources sought to post our DRAFT solicitation and receive Industry feedback. This is NOT the official solicitation. When we do move to the official solicitation it will be posted in beta.SAM.gov under the Solicitation posting option. |
