About this file

This document is a Request for Information (RFI) Responses file for a federal electrical construction solicitation at Tinker Air Force Base.

Solicitation Details and Scope: Solicitation FA813726R0014, titled "WWYK240148-Install Electrical from FAB-T and OPCON, B820 & B829," is a Small Business Administration (SBA)-certified Women-Owned Small Business (WOSB) set-aside. The project involves installing electrical systems, including 200-amp and 100-amp disconnects in trailers, conduit installation (with welds required only under generator and generator pad), concrete pad construction under the new disconnect with specific reinforcement specifications, structural elements, and removal of a 100-gallon diesel fuel tank. The contract requires submission of a bid bond with proposals.

Key Technical Requirements and Clarifications: Hydrovac excavation is mandatory for all underground work due to extensive existing utilities. Contractors must bore under drives rather than saw cut and excavate across them. Conduits must be installed with each joint welded only under the generator and pad. The project is not tax-exempt; construction contracts do not qualify for sales tax exemption. Cell phones are allowed outside B820 but prohibited inside with no photographs permitted. The SOW paragraph 4.1.2 establishes the order of precedence for governing documents, with Tinker Specifications provided on the Contractor CD. All documentation, including specifications and Sections L and M (submission and evaluation criteria), are included as solicitation attachments. The government will empty the diesel fuel tank prior to removal and will not require OCC coordination closure reporting. No design requirements apply to this project, and ACM/LBP are assumed present during construction but have not been positively identified.
