About this file
This document is a Request for Information (RFI) for a federal contract opportunity at Tinker Air Force Base involving roof replacement and coating for Buildings 1049 and 7038. The project requires replacing a trapezoidal standing seam metal roof on Building 1049 using a mechanical seam panel system and applying a two-component silicone coating system on Building 7038's existing metal roof. Key technical questions include verifying existing roof deck substrate, determining moisture survey requirements, confirming lightning protection system status, and identifying the existing metal roof panel profile.
The solicitation is specifically for Tinker AFB MAC BOA Holders, with a site visit already conducted on 8 July 2025. RFI responses were due by 14 July 2025, and project proposals are scheduled to be submitted by 1 August 2025 at 2 PM CT. The project is a construction-only contract managed by the Department of the Air Force Materiel Command Air Force Sustainment Center, with a solicitation number of FA813725R0038 and an opportunity ID of 685eeb4f466c4851a6062b54.

WWYK090020 - Replace Multiple Roofs B1049 & B7038 RFIs
1. Please confirm the existing roof deck substrate type on Building 1049. Is the existing deck metal, wood, or another material? This information is critical for determining the correct fastener type, spacing, and attachment method for the new standing seam roof system, and to assess whether any structural reinforcement or deck repairs will be necessary as part of the roof replacement.
Section 1.1 of the SOW states that “The Contractor shall perform a site investigation to verify existing conditions.” If the Contractor needs to perform further site investigation of the existing conditions, they can schedule a time to visit the location.
2. The SOW requires the existing metal panel roof on Building 7038 to be power-washed and cleaned prior to coating application, but it does not state whether a formal moisture survey (e.g., infrared thermography or core cuts) is required. Given that the existing roof is metal panel and not a moisture-absorbing membrane system, please confirm whether visual inspection and verification of dryness after surface prep is sufficient, or if a formal moisture survey is still required to validate suitability for coating application.
Provide infrared thermography or core cuts as required by the manufacturer to receive warranty. Contractor is to make sure that surface preparation is completed to manufacturer’s specifications and provide adequate documentation to the Government that these specifications have been followed.
3. The SOW specifies installation of a trapezoidal standing seam metal panel system on
B1049. Please confirm whether a mechanically seamed panel is required, or if a snaplock system is acceptable provided it meets all required performance standards, including FM 1-90 wind uplift and UL Class 90 ratings.
The government will require a mechanical seam panel system.
4. During the site visit, an LPS system was not identified. The SOW references submission of lightning protection shop drawings but does not indicate if any existing lightning protection systems were present or need to be reinstalled, replaced, or certified. Please confirm if either B1049 or B7038 currently has an existing lightning protection system and whether a new system is required, or if no work is necessary.
Section 1.1 of the SOW states that “The Contractor shall perform a site investigation to verify existing conditions.” If the Contractor needs to perform further site investigation of the existing conditions, they can schedule a time to visit the location.
5. Please confirm the type of existing metal roof panel profile on Building 7038 (e.g., R-panel, corrugated, trapezoidal standing seam, etc.). This information is necessary to ensure compatibility with the proposed two-component silicone coating system, including seam treatment, coating adhesion, and manufacturer warranty eligibility.
Section 1.1 of the SOW states that “The Contractor shall perform a site investigation to verify existing conditions.” If the Contractor needs to perform further site investigation of the existing conditions, they can schedule a time to visit the location.
