About this file
This Design Narrative documents a project to replace the unit substation, switchgear, and associated electrical infrastructure at Tinker Air Force Base, Oklahoma. The project, located in Building 3001 at Column V51, involves demolishing the existing 12.47kV primary switchgear, 1000kVA transformer, and secondary side switchgear, and installing new equipment. Key electrical requirements include:
- Installing a new 3-phase/12.47kV/480V switchgear with 1600A main breaker and metering stations
- Replacing the 1000kVA transformer with a new unit equipped with a cooling fan
- Installing new 12.47kV and 600V cable runs
- Adding a remote-control cabinet and circuit breaker lifting hoist
- Performing electrical distribution coordination study and arc flash calculations
The project is scheduled for completion by June 3, 2025, with work to be coordinated to minimize disruption to base operations. Electrical demolition and installation will be phased, with power to be maintained through alternate substations during construction.

1. Overview The existing transformer located on a platform at post V51 in Building 3001 needs to be replaced.
The Mezzanine-level gear accompanying the transformer (primary switch and secondary side switchgear) has outlived its expected life expectancy and will be replaced along with the 600V feeder cables to the 480V busses. The primary cables feeding the transformer from the switch located at Post P53. shall be demolished and a new run of 12.47kV cable shall feed the new primary side switchgear via the V51 switch. Failure of this substation has removed redundant capacity for this part of Building 3001. A second means of egress will also have to be installed, likely on the South-West side of the platform, but final location shall be coordinated with User.

Architectural Design Narrative The architectural requirements include removal, modification and reinstallation of guardrails from the receiver sleeves at the platform to accommodate the removal and installation of electrical and mechanical equipment. Ladders and handrails are to be painted and where mechanical items are removed, structural items are to be touched up with paint to match existing painted elements. The platform requires 2 fixed ladders to service the platform, one at the northwest corner on the west side of the platform and one on the southwest corner of the platform on the east side of the platform. There is an existing ladder on the west side of the platform. The ladder and all new ladders shall meet all requirements of current codes, base standards and regulations. The existing ladder is to be inspected for code compliance. Both ladders shall have a safety gate and a landing platform. Toe kick plates are to be installed between the guardrail receivers, with exception of the ladder opening locations. All ladders, guard rails and safety gates are to have a Safety Yellow finish. Barriers are to be installed to contain FOD and protect the area below and around the platform.

6. Mechanical Design Narrative Switchgear to be repaired by replacement of same capacity.
Based on the information above, a LCCA was not performed for this project.
6.1 Mechanical Demolition
Demolish two steam condensate tanks on South side of Column W51. Demolish steam piping from units to high horizontal piping that is not in service. Demolish condensate piping from units to vertical IW piping. Replace vertical pipe fittings with new pups with similar material and fittings as existing. Demolish metal members supporting tanks and associated platform.
6.2 Mechanical Construction
None, not applicable.
7. Electrical Design Narrative The electrical requirements for the project include (but are not limited to):
Demolition of existing transformer, tie switch, and secondary side switchgear atop Mezzanine at Post V51
Demolition of primary cable feeders from the switch located at Post P53 to existing tie switch
Demolition of 600V branch circuits from secondary side switchgear to 480V busses Installation of new Transformer, tie switch, and secondary side switchgear Installation of cable feeders from V51 switch to existing switch at Post P53 Installation of 600V branch circuits from secondary side switchgear to 480V buses Installation of Circuit Breaker lifting hoist for switch gear.
Installation of portable and corded remote racking/switch station.
7.1 General Design Parameters and Assumptions
Existing equipment is located on Mezzanine at Post V51in building 3001. The primary side switchgear (tie switch) is powered via switch located at Post P53 (Circuit 24B to V51 – normally closed), is a 3-phase 12470V. The 1000kVA transformer reduces the voltage from 12470V to 480/277V which is then fed through the secondary side switchgear which routes the power to the North & South Bus. The Mezzanine contains the switchgear and transformer slotted for replacement.
Phasing of electrical demolition and installation shall be taken into consideration in both the design and construction phases. All work should aim to minimize disruption to user production output. Construction can occur during normal work hours. Outages must be coordinated with user 21 days in advance and must occur during non-standard working hours, weekends and holidays. Additionally, any work that will require the main aisle to be blocked will need to be done after hours or on weekends or holidays.
Contractor shall perform Voltage Drop calculations for all branch circuits that have excessive lengths; circuit showing excessive voltage drop will be replaced. New branch circuits for this
8 | June 3, 2025 project will not exceed the maximum allowable length and will not produce excessive voltage drop.
7.2 Electrical Demolition
All switchboard and transformer requirements shall be verified in field. De-energize and disconnect 12.47kV cable feeding relevant equipment. During the demolition and installation of gear, the South bus shall be fed from platform V67 equipment, and the North bus shall be fed from platform V91-1 equipment.
The existing primary side switchgear (12.47kV), 1000kVA transformer, and secondary side switchgear (480/277V) shall be demolished. All cable feeding the existing primary side switchgear from switch located at Post P53 shall be demolished along with the 600V branch circuit cables extending from the secondary side switchgear to the North and South 480V bus tap boxes. This includes the Tie Switch and secondary side of the switchgear.
7.3 Electrical Construction
New 3-phase/12.47kV/480V switchgear shall include 1600A main breaker, metering stations (ION 8650 metering stations connected to the CE Community of Interest Network Enclave (COINE) Virtual LAN per Tinker AFB Electrical Standards) and have arc flash prevention in the forms of both remote racking and remote switching. The new Switchgear shall have 1600 A adjustable-trip breaks to feed existing North and South bus feeds. As well as having one (1) spare space for additional future expansion. New switchgear shall include spare 1600A adjustable-trip breaker allowing for redundancy IAW Tinker AFB Standards.
New 1000kVA transformer shall be equipped with a cooling fan and appropriate ventilation.
A new run of 12.47kV cable from the V51 spare switches (located on same platform) to primary side switchgear and P53 and 600V cable from secondary side switchgear to North and South cable tap boxes shall be installed.
Designer is to provide an electrical distribution coordination study for the relevant equipment, as well as a fault current analysis and arc flash calculations (with detailed labels for all new equipment installed under this contract), which shall be performed using Easy Power software. Available fault current at the secondary terminals shall be provided for the new transformer.
A remote-control cabinet shall be installed and located on the plant floor: Purpose is to function as on installed at Post V67.
Ensure a circuit breaker lifting hoist is part of switchgear.
Provide portable and corded remote racking /switch station for the switchgear is required.
New branch circuits shall be supplied from the secondary side switchgear to the North and South bus Cable tap boxes.
