About this file

This Design Narrative documents a project to replace the unit substation, primary switch, and secondary switchgear at Post V51 in Building 3001 at Tinker Air Force Base (AFB) in Oklahoma. The project involves demolishing the existing 1000kVA transformer, 12.47kV primary side switchgear, and 480/277V secondary side switchgear, along with associated cable feeders. The new installation will include a 3-phase/12.47kV/480V double-ended switchgear with 1600A main breaker, metering stations, arc flash prevention features, and three 1600A adjustable-trip breakers to feed existing North, South, and West branch circuits.

The design narrative specifies careful coordination with base operations, including 21-day advance notice for outages and work primarily during non-standard hours or weekends to minimize production disruption. An environmental survey revealed an asbestos-containing white pipeline near the work area, requiring contractors to exercise extreme caution. The project includes architectural modifications such as reinstalling guardrails, installing two fixed ladders with safety gates, and painting elements safety yellow. The designer will provide an electrical distribution coordination study, fault current analysis, and arc flash calculations using Easy Power software.

1. Overview The existing transformer located on a platform at post V51 in Building 3001 needs to be replaced.

The Mezzanine-level gear accompanying the transformer (primary switch and secondary side switchgear) has outlived its expected life expectancy and will be replaced along with the 600V feeder cables to the 480V busses. The primary cables feeding the transformer from Vault 12 shall be demolished and a new run of 12.47kV cable shall feed the new primary side switchgear via the V51 spare switches on the same platform. Failure of this substation has removed redundant capacity for this part of Building 3001. A second means of egress will also have to be installed, likely on the South-West side of the platform, but final location shall be coordinated with User.

7.1 General Design Parameters and Assumptions

Existing equipment is located on Mezzanine at Post V51in building 3001. The primary side switchgear (tie switch) is powered via Vault 12, a 3-phase 12470V run of cable from a transformer located at Post Y55 on the exterior of the East side of Building 3001. The 1000kVA transformer reduces the voltage from 12470V to 480/277V which is then fed through the secondary side switchgear which routes the power to the North, South, and West platforms. The Mezzanine contains the double-ended switchgear and transformer slotted for replacement as well as primary distribution switchboards that are to remain and are not a part of this contract.

An Environmental Survey was conducted and revealed that a white pipeline running over the center aisle near post V51of B3001 contains asbestos. The switchgear’s North and South branch circuit feeders are located right under and over the pipe as they are entering conduit before cable tap box. Contractors shall exercise great care not to disturb or interact with the asbestos-containing pipe.

Phasing of electrical demolition and installation shall be taken into consideration in both the design and construction phases. All work should aim to minimize disruption to user production output. Construction can occur during normal work hours. Outages must be coordinated with user 21 days in advance and must occur during non-standard working

February 28, 2025 | 7 hours, weekends and holidays. Additionally, any work that will require the main aisle to be blocked will need to be done after hours or on weekends or holidays.

Contractor shall perform Voltage Drop calculations for all existing/reused branch circuits that have excessive lengths; circuit showing excessive voltage drop will be replaced. New branch circuits for this project will not exceed the maximum allowable length and will not produce excessive voltage drop.

7.2 Electrical Demolition

All switchboard and transformer requirements shall be verified in field. De-energize and disconnect 12.47kV cable feeding relevant equipment. During the demolition and installation of gear, the South bus shall be fed from platform V67 equipment, and the North bus shall be fed from platform V91-1 equipment.

The existing primary side switchgear (12.47kV), 1000kVA transformer, and secondary side switchgear (480/277V) shall be demolished. All cable feeding the existing primary side switchgear from Vault 12 (located near Post Y55 on the exterior of the East side of Building 3001) shall be demolished along with the 600V branch circuit cables extending from the secondary side switchgear to the North and South 480V bus tap boxes. Workers must exercise caution when working near asbestos containing white pipe mentioned in SOW 1.12 and in Design Narrative 7.1. All 600V cable feeding from secondary side switchgear to the West 480V bus shall remain.

7.3 Electrical Construction

New 3-phase/12.47kV/480V double-ended switchgear shall include 1600A main breaker, metering stations (ION 8650 metering stations connected to the CE Community of Interest Network Enclave (COINE) Virtual LAN per Tinker AFB Electrical Standards) and have arc flash prevention in the forms of both remote racking and remote switching. New switchgear shall have three (3) 1600A adjustable-trip breakers to feed existing North, South, and West branch circuits as well as having three (3) spaces with provisions for additional future expansion.

New switchgear shall include spare 1600A adjustable-trip breaker allowing for redundancy IAW Tinker AFB Standards.

New 1000kVA transformer shall be equipped with a cooling fan and appropriate ventilation.

A new run of 12.47kV cable from the V51 spare switches (located on same platform) to primary side switchgear and 600V cable from secondary side switchgear to North and South cable tap boxes shall be installed. Workers must exercise caution when working near asbestos containing white pipe mentioned in SOW 1.12 and in Design Narrative 7.1.

Designer is to provide an electrical distribution coordination study for the relevant equipment, as well as a fault current analysis and arc flash calculations (with detailed labels for all new equipment installed under this contract), which shall be performed using Easy Power software. Available fault current at the secondary terminals shall be provided for the new transformer.
