FA8136-25-Q-0003 Amendment 0001 30 January 2025

Below are in response to the RFIs received.

1. Is the 52.222-55 Minimum Wages for Contractor Workers Under Executive Order 14026 (Jan 2022), in effect? Or has it been rescinded?

A: The latest version of the FAR dated 17 January 2025 still lists 52.222-55 as an active clause.

2. The NTE Price Lists that are referenced on the Floor Pricing Sheet, Technical Exhibit X (Attachment 9), from the approved (7) Approved Mandatory carpet vendors is not accessible. Nor is the link on the Ordering Guide (Attachment 6) that has the NTE Price Lists on page 4 for the link CarpetHomepage(dps.mil). The instructions to bidders for the “Mock Projects Pricing Sheets” state for materials, “use the ‘Not to Exceed’ pricing that is listed on your pricing sheet.’ Can you provide access to the approved NTE price listing for materials from the 7 manufacturers? Please clarify how the material for the Not to Exceed is to be obtained for Mock Projects.

A. We cannot post the NTE price lists as these are protected manufacturer information not releasable to the general public since anyone with SAM access can review them. Page 6 of the USAF Ordering Guide clearly states this. To get those prices, vendors need to contact the manufacturers directly and coordinate. This is to ensure that Tier II vendors are capable of receiving those Tier I manufacturer discounts. The seven approved carpet manufacturers are listed with POCs and contact information on Appendix 1 of the Performance Work Statement. If any of those contacts do not work, please let us know. We gathered all of the contact information from the Department of Air Force.

• Post the solicitation on sam.gov or other public sites but do not attach the NTE Price Lists in your RFP/RFQ.

• Important! Local CONS will require the Tier II Contractors (Carpet Installers or Local Dealers w/ Installers) to contact the Tier I Contractors for material quotes and orders.

3. The instructions for bidders under “Proposals shall consist of the following: “ requires a Submission of Pricing Sheet (Technical Exhibit x), and below that it requests a Submission of Pricing Sheet for the three mock projects (Technical Exhibits x, y, z) There is no technical y or z attached. Please provide or clarify.

A. Technical Exhibit X is simply the overall General Vendor Pricing List that will be used on all future orders. The references to Technical Exhibits x,y and z are essentially a tailored Vendor Pricing Sheet to each of the three mock projects. The expectation is that the vendor will provide:

a. One General Pricing Sheet (Attachment 9) that governs all subsequent orders placed when/if the vendor is awarded a blanket purchase agreement. This pricing sheet will be part of the awarded Blanket Purchase Agreement to evaluate future orders for fair and reasonable pricing in a sole source environment (if needed). This general pricing sheet will have a lot of NTE pricing which is expected and should account for the NTE carpet prices by the manufacturers and “worst” case projects to represent smaller projects. Note that the Tier I manufacturer NTE prices ONLY includes carpet. Vinyl and Tile flooring are NTE prices that the individual Tier II vendors are expected to negotiate with their own suppliers.

b. Three “mock quote” sheets – one per mock order (8a, 8b and 8c) with specific pricing tailored to that mock project. These three “mock quote” sheets will be submitted using Attachment 9 (Pricing Sheet) used to validate fair and reasonable price for the sole purpose of reviewing vendor proposals and awarding a blanket purchase agreement. These “mock quotes” should not have any NTE prices but will have solid pricing per the mock order with a final price. If carpet is requested (not vinyl or tile), the vendor will need to clearly state the manufacturer and carpet model selected that was quoted so the Government can validate that line item. Once the award process is complete, these three “mock quotes” will not be used again and will not be incorporated into the awarded blanket purchase agreement. The Government will be reviewing these “mock quotes” to ensure they are consistent with the General Pricing Sheet. For example, if the vendor lists its carpet NTE price in its General Pricing Sheet at $35.00/per square yard but then quotes a price in the “mock quotes” as $40.00/square yard, that will be an obvious red flag that the vendor is not understanding the intent of the pricing sheets. Vendors are encouraged to scrub their “mock quotes” to ensure they are consistent with their General Pricing Sheets as the Government will be reviewing these consistencies for consideration. It is important to note that BPA awards will NOT be based on Lowest Price Technically Acceptable for the individual mock quotes. The three mock quotes will simply be reviewed that they are consistent with the vendor’s submitted General Pricing Sheet, the overall price of the three mock projects is fair and reasonable and the quoted carpet prices are consistent with the Tier I manufacturer’s NTE pricing.

In short, submit one each - General Pricing Sheet (Attachment 9) governing all future quotes if awarded a Blanket Purchase Agreement.

Submit three each - “Mock” quote for each Mock Project (8a, 8b and 8c) using the Attachment 9 Pricing Sheet and labeled appropriately. There should be no NTE prices and there must be a final price quote to evaluate for each individual mock order.
