SUMMARY OF CHANGES

The following items are applicable to this modification:
AMENDMENT
The purpose of this amendment is to notify all interested parties of the following document revisions, and answers to all questions submitted. The solicitation closing date remains 18 July 2014, 3pm CST.
FIRST: The Government has answered the following seven (7) questions submitted by interested parties.
Question 1: Could Tinker AFB provide a site map with building and gate numbers identified?
Answer 1: A site map of Tinker AFB has been attached to solicitation amendment 0003.
Question 2: In Appendix B, there are 2 Sanborn Sump Suckers listed as available for use with this contract. However, in the site visit, there appeared to be at least 4 onsite. The additional units were at B3125 and one at B9001. Are those additional sump suckers available for use within this contract?
Answer 2: The Government has three (3) Sump Suckers available for use with this contract. Appendix B, Government Furnished Property dated 01 July 2014 has been updated to reflect the three (3) Government owned sump suckers.
Question 3: In the Performance Work Statement, section 1.8 Transportation of Coolant, page 5, 1.8.1. says the contractor shall not use the government-furnished equipment to transport coolant from or to B9001 or B3907. What kind of vehicles are allowed or recommended for this task? Are there any particular restrictions or vehicles which are not allowed? Are there any state licensing requirements for crossing these roads?
Answer 3: The Contractor shall comply with all Department of Transportation (DOT) regulations and 49 CFR Parts 171-180 regarding the transportation of coolant. There are no additional restrictions for vehicles that are not outlined in the above mentioned regulations and CFR for transportation from or to B9001 or B3907.
Question 4: In the PWS, page 17, SS4, “The Contractor shall provide pre-mixed coolant in Contractor provided 200 gallon portable tanks with pneumatic pumps and delivery nozzles to top off machines in shop areas that have additional shifts such as swing, graveyard or weekends.” Will the current tanks used be government-furnished equipment, or will new contractors be required to provide them? If the contractor provides them, how many portable tanks are required?
Answer 4: The contractor will be required to provide portable tanks. This is a Performance Based service therefore the contractor shall determine the appropriate number of portable tanks required to perform all services identified in the Performance Work Statement.
Question 5: Could Tinker AFB provide an example of a machine maintenance log?
Answer 5: An example Machine Maintenance Log has been attached to solicitation amendment 0003.
Question 6: Section L, page 4, 2.5 Electronic Proposals lists several Microsoft Office-compatible programs in which proposals shall be submitted. Because the majority of the solicitation documents have been provided in Adobe Acrobat/Acrobat Reader, or “pdf” formats, would submission of electronic proposals also be acceptable in Adobe Acrobat format?
Answer 6: The Government will accept electronic proposals in PDF format.
Question 7: Please confirm that only electronic copies of proposals are desired, no hard copies.
Answer 7: The Government will only accept electronic copies of proposals, no hard copies shall be submitted for the Coolant Recycling Services solicitation. All proposal’s shall be submitted to Jennifer Lee at jennifer.lee.17@us.af.mil NLT 18 July 2014, 3pm CST.
SECOND: The Performance Work Statement (PWS) dated 01 July 2014 is hereby incorporated into this solicitation and replaces the previous PWS dated 15 May 2014 in its entirety. Paragraph 3.10.2 has hereby been revised as seen below.

Bldg 3125 200 Sq. ft. of office space with air conditioner.
1184 Sq. ft. of work space where coolant recovery area is.
Barrels storage is allowed along the south outside wall of Bldg. 3125 on the east side of the South entry door- one (1) pallet deep and two (2) pallets wide.
Building 3124 430 Sq. ft. in the east bay of Building 3124, Hazardous Waste Storage Facility for the Sump Suckers storage.
TO: 3.10.2. Shared Work Center (Building) Space. Shared Property of the Government includes Work Center Space at Tinker AFB, OK, as follows:

THIRD: The Appendix B, Government Furnished Property dated 01 July 2014 is hereby incorporated into this solicitation and replaces the previous Appendix B dated 28 April 2014 in its entirety.
FOURTH: The Government has answered all questions regarding the subject solicitation which were submitted by the due date and time of 27 June 2014, 4pm CST. The Government will not accept any additional questions regarding this solicitation.
FIFTH: The solicitation closing date remains 18 July 2014, 3pm CST.
SIXTH: All other terms and conditions remain unchanged and in full force and effect.
