About this file
This document contains responses to vendor questions regarding Solicitation Number FA810623R1000 for Contractor Operated and Maintained Base Supply (COMBS) Services for the T-6A/B/D Texan II Aircraft from the Department of the Air Force Materiel Command Lifecycle Management Center Tinker Air Force Base. The responses clarify that government support equipment will be included in the 2000 series Support Equipment CLINs rather than the 3000 series Cost Per Flight Hour CLINs. Replacement of parts due to corrosion, conditional inspections, or airworthiness directives will not be considered over and above work. Transportation under the contract covers all movement of T-6A/B/D support equipment, not just delivery and pickup. Offerors should use the GFP Inventory List dated July 27, 2023 and provide the required subcontracting plan in both the Technical Proposal and Contract Documentation volumes. Pricing information can be included in the Small Business Subcontracting Plan and SBPCD forms as exceptions to addressing pricing only in the Price Proposal.

Vendor Questions: 10-5-23 through 10-12-23
1. The Government states "1.2 c) Repair, Manage, and Replenish support equipment at USAF locations, FRCSE (USAF owned support equipment only), and NAS Patuxent River. The
Government also states:"3.1.1 (d) Replace, replenish, and return all Government Property on
Attachment 3 on or before 90-calendar days after the end of contract period of performance as detailed below: Replace/replenish and deliver as Contractor Acquired Property (CAP), under FFP
Price Per Flying Hour 3000 series CLINs, all Government Furnished Property (GFP) (listed in the
Government Furnished Property List, Section J, Attachment 3 at time of Basic Contract Award) consumed, disposed, or dispositioned (outside of the stratification process) during the contract period of performance. The replacement/ replenishment items delivered as CAP may include equivalent or higher-level suitable substitutes (i.e., part number rolls, Alternate-For and/or For-
Spares-Ordering) All GFP returned at end of contract period of performance that is listed in the
Government Furnished Property List, Section J, Attachment 3 must be returned in serviceable condition ". Lastly, it is noted that Government furnished Support.
Given that Support Equipment is included in the Government's Furnished Property list in Section
J, attachment 2, our assumption is that "replacement and replenishment" of Government furnished
Support Equipment will be priced into the cost per flight hour 3000 series CLINS pursuant to PWS section 3.1.1 (d) 1 and will not be included in the 2000 series Support Equipment CLINS. We request clarification that our assumption is correct prior to proposal submission; We request the government provide this clarification via SAM.gov so all offerors address this requirement similarly.
Government Response: No, that is an incorrect assumption. Government Support Equipment will be included in the 2000 series Support Equipment CLINs and not a part of the cost per flight hour
3000 series CLINs. Please refer to the RFP and Pricing Matrix.
2. Contractor assumes that replacement of parts due to corrosion will be considered O&A.
We request clarification that our assumption is correct prior to proposal submission; We request the government provide this clarification via SAM.gov so all offerors address this requirement similarly.
Government Response: No, that is an incorrect assumption. Please refer to PWS Section 4.1 for any potential Over and Above Determinations.
3. Contractor assumes that replacement of parts due to conditional inspections (i.e. birdstrike etc.)
will be considered O&A. We request clarification that our assumption is correct prior to proposal submission; We request the government provide this clarification via SAM.gov so all offerors address this requirement similarly.
Government Response: No, that is an incorrect assumption. Please refer to the Beyond Fair Wear and Tear (BFWT) Definition under PWS Appendix A.
4. Contractor assumes that replacement of parts due to airworthiness directives and/or service bulletins will be considered O&A. We request clarification that our assumption is correct prior to proposal submission; We request the government provide this clarification via SAM.gov so all offerors address this requirement similarly.
Government Response: No, that is an incorrect assumption. Please refer to PWS Section 5.1 for complying with all regulations, manuals, and other directives
5. Under PWS Section 1.2 it is stated the Contractor Shall: e) Provide transportation for T-6A/B/D
Support Equipment. Contractor assumes transportation means delivery of serviceable GSE to the maintenance activity and pickup of unserviceable GSE from the maintenance activity.
Transportation does not include any other movements of the GSE. We request clarification that our assumption is correct prior to proposal submission; We request the government provide this clarification via SAM.gov so all offerors address this requirement similarly.
Government Response: No, that is an incorrect assumption. Please refer to PWS Section 1.2 e), this covers all transportation for T-6A/B/D Support Equipment.
6. Solicitation Section J, Part III – List of Attachments lists an “Attachment 2 – Government
Furnished Property (GFP) List dated 12 June 2023”. Is this the same list as the GFP Inventory list dated 27 July 2023 included as an uncontrolled document posted on SAM?
Government Response: Please refer to the GFP Inventory List dated 27 July 2023 as this is the most recent GFP Listing.
7. Is it the Government’s intention for the Offeror to provide the Subcontracting Plan in Technical
IAW Table 2.3 as well as in Volume IV – Contract Documentation IAW L.6.3.5?
Government Response: Yes, the Subcontracting Plan should be provided IAW Table 2.3 and
Volume IV – Contract Documentation IAW L.6.3.5. Technical and Contracting are two separate volumes and will have different evaluation teams.
8. Please clarify how the Offeror is to provide the original signed SF1447 when there are no hard copies since this is an electronic submission? Is the Offeror to “mail” the original back to the
Government under separate cover?
Government Response: The first page of the 1447 can be a separate electronic document to be submitted as a separate cover; however, the submission will still follow the Section L.2.6.
9. Please clarify if the Offeror is to provide this completed document with pricing information within the Technical Volume IAW Table 2.3 or provide it with the Subcontracting Plan that is now required in the Contract Document Volume L.6.3.5, Attachments to the Model Contract?
Government Response: Offerors are required to provide all information as requested on the
SBPCD as part of the Technical Volume. Section L.2.3.6 refers to pricing information being addressed only in the Price Proposal; however it lists the SBPCD and Small Business
Subcontracting Plan as exceptions where pricing information can be addressed. Both the SBPCD and the Small Business Subcontracting Plan are documents submitted in regard to the Technical
Volume. Also, as stated in the previous question, the Subcontracting Plan should be provided IAW
Table 2.3 and Volume IV – Contract Documentation IAW L.6.3.5. Technical and Contracting are two separate volumes and will have different evaluation teams.
10. The AF has provided Usage Data from the COMBS III contract for 2019 thru 2022. This data is published in 4 individual excel files each with monthly tabs of data. There are literally almost
400,000 lines of individual items in these 4 excel documents. Outside of the raw listing of items, the AF has not provided any information in the RFP that any of these items should not be priced within the Flight Hours CLINs. Is it the AF intention that the Offeror is to allocate all of these
400,000 items into the Flight Hours CLINS.
Government Response: The usage data provided is representative of all categories of material supported within the Price Per Flying Hour (PPFH), Support Equipment (SE), Major Time Change
Items (MTCI) & Depot Maintenance Material Support (DMMS) CLIN structures. Please refer to the RFP and Pricing Matrix for further details on the respective CLINs.
