About this file

This document is a Questions and Answers (Q&A) file from a federal contracting solicitation for an audiovisual (AV) system upgrade at a military facility (M&FRC - Military & Family Readiness Center).

The requirement involves upgrading AV systems across three classroom spaces that can be combined or separated using tracked divider walls, with dimensions of approximately 47.5 feet long by 25 feet wide, featuring angled ceilings ranging from 9 to 14 feet. All equipment must be Trade Agreements Act (TAA) compliant. Key specifications include: three video encoders (one per classroom with capability to combine signals), a PoE+ network switch (PoE++ clarified as unnecessary and a typo), six ceiling-mounted speakers with a six-channel amplifier, three wall-mounted video displays, three control touch panels, USB connectivity at podiums to allow user laptops full access to room audio, video, and speaker capabilities, and an existing network rack to be retained and reused. The system must be designed with future capability to add cameras and microphones for video conferencing via MS Teams and other platforms, though these items are not currently required. No partition automation sensors will be used; instead, touch panels will allow manual selection of room configuration status. Vendor minor equipment substitutions are permitted only if replacements remain TAA compliant with equivalent capabilities. The government has confirmed current funding for the project and provided dimensional drawings and facility photographs in an attached PowerPoint presentation.

1. Can the site provide measurements of each individual room, room configuration, and total combined room dimensions for length, width, and height? Estimated measurements in attached PowerPoint.

2. Can the site provide pictures of the space(s) throughout the rooms and the space where the main equipment rack will go? Pictures in attached PowerPoint.

3. Can the site provide a list of all GFE equipment and list whether it will be reused or removed? Unsure what can be salvaged/reused (likey just cable runs, network rack) Most equipment is pictured in PowerPoint. We can remove the TV’s.

Everything else would need to be removed by contractor or reused.

4. Can the site provide a floor plan that shows the location of the intended equipment, podiums, displays, etc.? Picture and map in attached PowerPoint.

5. Does all new equipment provided by the vendor need to meet TAA compliance? All equipment shall be TAA compliant.

6. There appears to be a contradiction between Attachment 1 and Attachment 2.

Attachment 1 states that (6) 2’x2’ flat field ceiling speakers shall be used, but Attachment 2 (2.1.3) states that (2) 6.5” recessed ceiling speakers shall be used (6 Total). Which one is correct, and how were these quantities determined? Speaker quantities will vary depending on make/model and the size of the room for optimal coverage. Has an acoustical design already been conducted for this room to determine an exact speaker model based on the room size and configuration? A single 4 channel 70v amplifier is also stated, but channel count will also be determined based on the wattage needed to drive the proper amount of speakers to fill the room(s). An acoustical design has not been completed. Current speakers are flush mounted into 2x2 ceiling tiles shown in the PowerPoint. There are currently 6 speakers (2 in each classroom). Whether or not we can reuse the same number and locations would be determined by the replacement speakers angle/cone of coverage, clarity, and RMS wattage. Recommend 6 channel amplifier if we stick with 6 speakers.

7. Steerable ceiling microphone arrays are mentioned. What about gooseneck microphones for the podiums or any other handheld / lapel microphones for voice lift? No microphones requested for this PWS.

8. Can the vendor make minor changes / substitutions should there need to be in order to put together a proper design such as speaker count, microphone count, amplifier channel and wattage count, etc.? Only if the substitute, is still TAA compliant, and has the same capabilities.

9. 6 wall mounted 75” displays are requested. Where should these be mounted in relation to the room? One at the front and back of each room partition? Yes.

Pictures of existing setup and map shown in attached PowerPoint.

10. Attachment 1 requests a PoE++ switch, but Attachment 2 requests a PoE+ switch.

Which document is correct, and is PoE++ required for all ports of the network switch? All items that require PoE will only be PoE+ at the most and PoE++ is not necessary, and an added cost. PoE+ should be sufficient. PoE++ was likely a typo.

11. Is only 3 total video encoders required for the room(s)? 1 in each room partition of the flush wall mount variety? Yes, one for each separate classroom to have their own video, but also have the ability to switch to all 3 having the same signal.

12. Attachment 1 mentions BYOD video conferencing but doesn’t mention anything else related to that and Attachment 2 doesn’t mention it at all. Is this still a requirement, and if so, what is all needed? A PTZ camera and AV Bridge for each room segment? A single PTZ camera and AV Bridge used when the room is fully combined? USB routing with wall plates for laptop connection? No video conferencing requirement for this PWS. While no cameras or microphones are being requested for this PWS, the capability to add these features later is required.

13. Attachment 1 mentions partition sensors. Is this to automate the AV system based on if the air walls are opened and closed? If so, is this a requirement or can it be omitted? These types of sensors are very finicky and problematic, and are not recommended for use to automate the AV. The touch panels can be programmed to contain air wall status buttons based on user interaction by telling the system what rooms are combined at the push of a button and this will then separate or combine the audio and video routing. Touch panels will suit our needs to reduce cost and problems.

14. Is there an existing AV rack that we can use, or do we need to provide one? Where is it going? If existing, how many rack spaces does it contain? Yes, see attached picture and map. Hope to keep/use current rack.

15. The government would like to perform video teleconferencing using MS Teams and other platforms. But there is not request for a camera for each room to have video teleconferencing. Would the government consider adding a camera ? No cameras or microphones for this PWS, but the capability to add them later is required.

16. Could the government provide dimensional drawings of the space? This would help us provide the correct coverage the microphone coverage ang speaker coverage.

See attached PowerPoint

17. Could the government provide pictures of the room, equipment rack etc? See attached PowerPoint (photos put into PowerPoint to save space)

18. Does the government currently have funding for this requirement? And what is the anticipated budget? Yes.

19. BYOD interface: Please clarify the intended BYOD connection at each podium.

Is the contractor required to provide USB connectivity that allows a user laptop to access the room microphone(s), speakers, and camera as USB peripherals for Teams/Zoom/Google Meet, or is BYOD limited to presentation/content sharing only? Having the capability for user laptops to access the room’s capabilities is preferred. User laptops should be able to access all features in the room, not just provide presentation/content sharing.

20. TAA / DoDIN APL: Please confirm whether TAA compliance and/or DoDIN Approved Products List requirements apply to the AV switch, AV-over-IP endpoints, DSP, control processor, touchscreens, cameras, and other network-connected equipment. The current solicitation documents do not clearly state those requirements. TAA compliance is needed for all equipment.

21. The Samsung TV listed in the notice is not TAA Compliant; will the government consider other TAA complaint models with no Wi-Fi or no Bluetooth?

Yes, other TAA compliant models are fine.

Unsure what can be reused. Rack at least should work.

1 each in each classroom (3 total). Would likely need to be replaced (unknown if wall cutouts would work for new equipment)

All 3 classrooms are same setup. Angled roof, TV centered on front and directly across.

2 speakers in each class room (1 shown here is missing it’s grill)

Network rack space area and picture showing the closets (rm 135) correlation to the side of classroom 3.
