SUMMARY OF CHANGES

Several dates were inadvertently excluded from the solicitation. Therefore, the following changes were made to incoporate the appropriate dates.

FIRST: In INSTRUCTIONS TO OFFERORS, located in Section L - Instructions, Conditions and Notices to Bidders, Section F. VOLUME 2- PAST PERFORMANCE paragraph 5, the date 28 August 2009 is incorporated.

Therefore, the paragraph shall state the following:

5. As soon as practicable, offerors shall complete Section 1 of the Past Performance Questionnaire (Attachment 9) and e-mail it and the Performance Questionnaire Letter (Attachment 10) to all points of contact (POCs) the offeror has listed in the Past Performance Information Sheet(s) (Attachment 11) for all projects within the past three years from the date of the solicitation. The reference POCs should return their completed questionnaires directly to cynthia.obermeyer@tinker.af.mil no later than 28 August 2009. Questionnaires must be received directly from the person offering the reference. The information contained in the Past Performance Questionnaires shall be considered sensitive and shall not be released to offerors. Past Performance Questionnaires that are received directly from the offeror will be eliminated for consideration. Offerors shall not follow-up with respondents to ensure they have completed the questionnaires. In addition, each major subcontractor, whose effort on this acquisition is projected to be 25% or more of the value of work, shall also provide the past performance questionnaire from a minimum of three (3) references. The prime contractor shall clearly identify the questionnaires as being for a subcontracting effort related to the prime contractor. Failure to provide references for the subcontractors may hinder the assessment that could be reached.

SECOND: In INSTRUCTIONS TO OFFERORS, located in Section L - Instructions, Conditions and Notices to Bidders, Section I. PRE-PROPOSAL CONFERENCE, the dates 16 July 2009 and 9 July 2009 are incorporated.

Therefore, the paragraph shall state the following:

I. PRE-PROPOSAL CONFERENCE:

A pre-proposal conference will be conducted at 1:00 PM on 16 July 2009, at the Tinker AFB Base Theater for the purpose of answering questions regarding the solicitation, walking through solicitation requirements, and a windshield bus tour of Tinker Air Force Base. Submit names of all attendees (not to exceed four per offeror) to the CO, by email to cynthia.obermeyer@tinker.af.mil or by fax at 405-739-7421 prior to 9 July 2009. Be advised that offerors will be denied access to the base if these prior arrangements have not been met with the Contracting Officer.

THIRD: FAR 52.236-27 SITE VISIT (CONSTRUCTION) (FEB 1995) hereby incorporates the following dates, 17 July 2009 at 0900 hrs and 10 July2009. Therefore, the clause shall state the following:

A site visit will be conducted for the seed projects for the basic contract. This will be separate from the preproposal conference. The site visit for the individual seed projects will be conducted on 17 July 2009 at 0900 hrs. participants will meet at 72 CONS; 7858 5th Street, STE I; Tinker AFB, OK 73145. Contact Ms. Kimberly DeLong at (405) 739- 3930 to make reservations and to gain access to the installation by 10 July 2009. Offerors will be required to submit names of all individuals planning to attend. No other individuals will be allowed access after the reservation date.

For each individual task order after award of the basic contracts a project specific site visit will be held. Details shall be cited in each individual project solicitation.

(a) The clauses at 52.236-2, Differing Site Conditions, and 52.236-3, Site Investigations and Conditions Affecting the Work, will be included in any contract awarded as a result of this solicitation. Accordingly, offerors or quoters are urged and expected to inspect the site where the work will be performed.

(b) Site visits may be arranged during normal duty hours by contacting:
