Performance Work Statement
Questions and Answers
1. Question: Reference PWS Para 1.1 and 2.1.3: how many labor hours or how many full-time equivalents does the USAF want to buy? (By using the quantities provided we estimate just over 10,000 hours. However, that does not allow hours for the training, management, and other duties that will be required.)
Answer: PWS Para 1.1 is identifying USAF (Tinker AFB) can only support total of 3 contractors max on base if contractor so desires to have employees on base to research items instead of off base. This is addressing Tinker has no room for all the contractors on base.
PWS 2.1.3 is identifying full scope of the requirement and contractor should plan with this information. This section contains all the required information to estimate manpower required.
As identified through-out the PWS, contractor should have most of this experience already and sections 2.1.4 thru 2.1.9, 2.2 thru 2.5 and 3.2, 3.3 and 3.4 should be used by contractor to estimate resources required.
2. Question: Reference PWS Para 1.1 and 2.1.3: what portion of the staffing, or labor hours, are required to be performed on base at Tinker AFB (three), Gunter AFB (two), and at the contractor’s facilities?
Answer: Zero on base. Please see section 2.4 for information requested and PWS Para 1.1 is identifying USAF (Tinker AFB) can only support total of 3 contractors max on base if contractor so desires to have employees on base to research items instead of off base. This is addressing Tinker has no room for all the contractors on base.
3. Questions: Will it be a requirement to have data cleansing experience. Most retired and experienced equipment specialist/engineers are familiar with AFTO Forms 22, AFTO 252 AF Form 3925, JEDMICS D043, D200 etc. but are not familiar with Team Center Enterprise 2007 or other data cleansing tools.
Answer: PWS section 3.2.3 identifies: In support of this Product Data Cleansing, the contractor shall possess working knowledge of technical cleansing solutions and processes in support of these requirements
4. Questions: In the PWS it continues to reference 4 minutes for completing different tasks. Where did this time frame come from and is it a realistic time frame taking into account the workload involved?
Answer: USAF conducted two data cleansing pilot projects for cleansing data. In these pilot projects data was captured which identified minutes required reviewing and minutes required to cleanse records. This minute’s data is being utilized across the ALC's and HQ AFMC to plan for cleansing data. Current data cleansing activities by OC-ALC and OO-ALC are under 4 minutes per record.
5. Question: What contract vehicle will be used for this procurement?
Answer: A Firm-Fixed price contract is being contemplated. Pricing will be requested as price per record cleansed. Full details will be in the Request For Proposal.
6. Question: The name also changed on the PWS from Product Lifecycle Management (PLM) and Data Competency Center (DCC) Data Objects Cleansing Logistics Transformation to Product Lifecycle Management (PLM) Data Cleansing Requirements. Is there any significant meaning to this change?
Answer: The DCC part has been de-scoped from the requirement and the requirement is now solely focused on PLM and PLMS requirements.
7. Question: PWS section 2.1.2 states: “Contractor shall also have knowledge and utilized Teamcenter Enterprise 2007, be able to configure parts, has conducted data cleansing activities utilizing Teamcenter Enterprise 2007, BOM entries and modify parts utilizing Teamcenter Enterprise 2007 (or other like COTS product) in order to support USAF equipment specialists cleansing BOM’s (5 USAF equipment specialists).” The next sentence states training for 8 troops Please clarify if this involves some other type of support in addition to the over-the-shoulder and conference room type training on Teamcenter Enterprise 2007 to the Equipment specialists. Is this support for 5 or 8 people?
Answer: For BOM there is 5 USAF Equipment Specialists to support. For the next sentence there are 8 USAF Equipment Specialists (E.S.) to help train. As the contractor moves from one weapon system to another in BOM cleansing, this will require additional equipment specialist to engage with when finishing up one weapon system cleaning and starting another weapon system cleansing requirement. 5 troops will grow to 8 troops when migrating from one weapon system to another, as this transition from one weapon system to another stabilizes to one weapon system in cleansing status, E.S. numbers will drop from 8 down to 5.
8. Question: PWS section 2.1.3 states. “b) Bill of material (BOM) F101, F108, F118, TF39, F100, T56, J85, TF33 and TF34 engine updated in Product Lifecycle Management System (PLMS) data base” and “-101,850 records (F101, F110, F118, TF33, F107, TF34, F108, TF39, T56, J85 and F100 engines)” A. Is this requirement to assist the Equipment Specialists in manually loading the product structure for the 101,850 records into Tc 2007 or is the contractor required to cleanse these 101,850 records for engines in addition to the 995 commodity and 10 aircraft T.O. IPB records?
Also in this section it states: require close working relationship with USAF PLMS program office at Gunter AFB.
B. Are there known requirements and or CDRL of this interface with Gunter AFB?
Answer A. Yes. 101,850 PLMS records for engines plus the 995 commodity and 10 weapon system T.O. IPBs to cleanse.
B. No CDRL directly related for Gunter AFB support. Just stating that contractor is expected to work with Gunter AFB as needed (example is knowing of updates to PLMS etc.). Gunter AFB is Product Data Lifecycle Management System (PLMS), Program Management Office (PMO) for the USAF. Contractor will be required to interface with PLMS/PMO for access to PLMS application, PLMS PMO also conducts training for PLMS application and PLMS/PMO also has the help desk for PLMS application issues.
9. Question: PWS says Period of Performance (PoP) is 21 months, but Synopsis says PoP is 18-24 months. Can you clarify the exact PoP?
Answer: Period of Performance will be clarified on the Request for Proposal.
10. Question: PWS section 4.2 states VPN will be provided as GFP, but paragraph 4.5.1 says “Government Furnished Property (GFP) is not applicable to the performance of this contract in accordance with FAR Parts 45 and 52.245 plus supplements.”
What government furnished property will be provided for the three resources on government site?
Answer: Paragraph 4.5.1 is in regard to no GFP such as computers.
However, government will provide Virtual Private Network (VPN) which is application software, on the contractor's computers off base. This VPN software will allow contractors to access USAF applications required in cleansing activities. The three contractors on site will be able to use Tinker network with their approved CAC access. No VPN needed on government site.
11. Question: FBO posting for the Synopsis document under “General Information” shows a response date of August 17, 2011 3:00 P.M. Central.
What is the due date?
Answer: That is not the official due date. The official due date will be on the Request for Proposal when released. Please disregard.
12. Question: Paragraph 1.1 of the PWS states “The AF will provide on base facilities at Tinker AFB for max total of 3 contractors if required to be on base working along-side equipment specialists and engineers”. Will similar arrangements be made for contractors training/supporting PLMS engines cleansing requirements at Gunter AFB as stated in paragraph 2.1.3, b)?
Answer: Section 2.4 Support Meetings/Conferences.
The contractor shall provide written communications and briefings to ALCs, and other government customers. The contractor shall attend meetings and conferences to support data cleansing efforts and strategies. The contractor shall schedule weekly meetings with applicable Equipment Specialist, Engineers and Logistic Managers to resolve any issues related to IPB, data cleansing efforts. Contractor shall conduct quarterly program management reviews with USAF program manager. Due to the frequency of weekly required meetings, contractor shall locate within 10 mile radius of Tinker AFB. All requirements will be worked within 10 miles of Tinker AFB. This includes all PLMS requirements. There is no requirement to have contractors at Gunter AFB.
15. Question: Paragraph 2.1.3, b) references drafting the Tinker AFB PLMS Roadmap. Does this refer to the engine data only or the cleansing process and BOM structure for the entire Tinker IPB library?
Answer: Only PLMS activities. IPB data cleansing is not part of the roadmap.
16. Question: Paragraph 2.1.7 states, “Validation of corrective actions to part attributes shall be at least 99% accurate as independently validated utilizing the authoritative source for the specific part item attribute (e.g. an engineering drawing).” Quality Assurance Surveillance Plans (QASP) normally dictates a 95% accuracy rate. Will the effort be held to a 99% standard?
Answer: Correct response is 95%. USAF will make corrections to reflect 95%.
17. Question: Paragraph 4.2 states, “Virtual Private Network (VPN) software will be installed on contractor’s computers by Tinker AFB admin personnel in order to gain access to Tinker Network”. Due to the large number of personnel that will be required for this effort, will government IT support be dedicated to the contractor at contractors facility?
Answer: Government IT will not be dedicated to the contractor’s facility. Contractor will call the USAF Tinker AFB help desk for assistance.
