RETRACTION:

The Government provided the Answer below on 03 Aug 17. This Answer is being formally retracted.

1. Question: In the PWS 1.2 you ask for services to include structural, proximity and technical rescue equipment. In section 2.1 you ask the bidder to comply with NFPA 1500 and NFPA 1851. You do not ask for verification to the NFPA Standard 1855. This standard covers technical rescue equipment.

Was this an oversite or are you going to accept bidders that do not comply with that standard?

RETRACTED Answer: This was an oversight. NFPA 1855 – Standard on Selection, Care, and Maintenance of Protective Ensembles for Technical Rescue Incidents, current edition, will be added to PWS section 2.0 Applicable Regulations and Service Standards as well as any subsequent PWS paragraphs as appropriate.

UPDATED Answer: Technical Rescue Personal Protective Equipment (PPE) is being de-scoped from the FES PPE Care and Maintenance Services acquisition; therefore, NFPA 1855 no longer applies. Accordingly, USAF Fire Stations will need to obtain any required technical rescue related services outside the FES PPE Care and Maintenance Services contracts.

B. Management Plan

1. Question: Are Contractors limited to using servicing locations within the Service Region they are proposing under?

Answer: No, Contractors may utilize any facilities to provide care and maintenance services as long as they comply with the terms and conditions of the contract(s). Service Region restrictions apply only to the USAF Fire Stations (i.e., customers) covered under that particular regional contract. For example, if a Contractor was awarded Service Region 3 – East, they are free to employ their facility in Texas to service USAF Fire Stations in Service Region 3, despite Texas technically being located in Service Region 2 – Central. The Government recognizes that a Contractor may choose to service products at facilities outside their awarded Service Region for reasons such as lower shipping costs, dispersion of workload, etc.

However, using that same example above, the Contractor would not be authorized to solicit or accept business at their Texas facility from USAF Fire Stations located in Service Region 2 – Central, unless they were also the awardee under that regional contract.

If a Contractor plans to follow this management structure, the Government advises they provide further details as part of their applicable Management Plan submission.

C. General Questions

1. Question: If a fire fighter is TDY or Deployed and need products serviced, do they send their PPE to their home unit’s Service Region Contractor or to the Contractor responsible for the TDY/Deployed location?

Answer: The fire fighter’s gear would be serviced by the Contractor responsible for the Service Region where they are TDY or Deployed. The scope of each Service Region has been established and includes care and maintenance services for fire fighters either temporarily or permanently located in that applicable region. Be advised that the majority of TDYs do not generate a need for service; therefore, the Government does not anticipate this to be a common occurrence.
