About this file
This file is a Questions and Answers (Q&A) document for an Advanced Meter Reading System (AMRS) Metering Implementation project at Joint Base San Antonio (JBSA) Randolph Air Force Base in Texas. The solicitation (FA8051-25-R-2001) is a 100% set-aside for SBA Certified Economically Disadvantaged Women-Owned Small Business (EDWOSB) Program, managed by the Department of the Air Force Materiel Command Installation and Mission Support Center Installation Contracting Agency.
The Q&A document covers critical details about the meter installation project, including mission-critical buildings (Buildings 8, 28, 55, 100, 399, 379, 494, 675, 700, 740, 860, 879, 902 & 990), power outage coordination requirements, and technical specifications for meter installations. Key technical requirements include using lockable NEMA 4 or NEMA 4X enclosures for communications equipment, coordinating outages 14-21 days in advance depending on facility criticality, and compliance with cybersecurity and federal regulations. The project involves indoor meter installations, communication infrastructure terminating at a patch panel, and coordination with base personnel, with work to be completed between 0730 and 1600 local time, excluding weekends and federal holidays.
