FA805125R2001 Advanced Meter Reading System (AMRS) Metering Implementation – Randolph AFB

1. Solicitation. This is a Request for Proposal (RFP) for the subject project in accordance with the Statement of Work (SOW) dated 2 May 2025 (Attachment 1), all applicable design documents, and terms and conditions of the basic contract. All work will be conducted at Randolph AFB, TX. All questions concerning this acquisition must be submitted in writing to the Contracting Officer (CO) for official response no later than 1400 Central Standard Time (CST) on 30 June 2025. Your proposal must be valid through 30 September 2025.

This will be a 100% set-aside for SBA Certified Economically Disadvantaged Women- Owned Small Business (EDWOSB) Program IAW FAR 19.15.

2. The Government intends to award a single Firm Fixed Price contract for the subject project.

Please submit your proposal priced accordingly. Award will be made to the Offeror whose proposal represents the Lowest Price Technically Acceptable (LPTA) offer. The Government intends to award; however, the Government reserves the right to award no contract at all.

Since award will be based on initial responses, Offerors are highly encouraged to propose their most advantageous pricing in their initial response. The responses to this RFP are intended to be evaluated, and award made, without clarifications and/or discussions, unless clarifications and/or discussions are deemed to be necessary.

3. The award will be made to the Lowest Price Technically Acceptable (LPTA) offer. Offerors are required to meet all solicitation requirements in addition to those being identified below as evaluation factors or subfactors (see Table 1). Offerors are reminded they must comply with the Buy American Act requirements.

4. The magnitude of construction for this project is between $1,000,000.00 and $5,000,000.00.

5. Address, in writing, all technical and contractual questions to the Contracting Officer, Lauren

Gill at lauren.gill@us.af.mil, and Jill Duke at jill.duke@us.af.mil, no later than 1400 CST on 13 June 2025 – See Attachment 5. If questions are received after that date, the Government may not answer them.

6. Assumptions and Exceptions: Contractors shall address contractor assumptions and proposed exceptions to the CO through the Questions and Answers process prior to proposal submittal. Proposals will not be considered if the proposal contains any assumptions and/or exceptions.

7. The format for proposals shall be as follows: The proposals shall be on 8.5” x 11” paper. A page is defined as one (1) face of a sheet of paper containing information. The type shall not be less than 12-point font. Proposals are limited to 30 pages (including technical proposal, price proposal, titles, and cover letters). The cover letter shall include offerors’ contract number, a statement that the company understands the requirements specified, and will meet the standards and requirements therein, as well as a statement that the company does not take exception to any of the requirements of this order. Information on any pages exceeding what is outlined in the Instruction to Offerors may not be considered.

8. The desired period of performance from task order award to closeout is 365 calendar days from the date of award. This time includes design, construction, and task order closeout (final invoice).

9. Liquidated Damages (LD) will be included for this effort. The LD daily amount to be assessed is $452.08.

10. Site Visit Date and Information: Site visit will be held on 16 June 2025 at 0900 CST. All attending will meet at the main gate visitor center. All site visit attendees must fill out and return Attachment 6 – EAL Template for access requests by 1200 CST on 9 June 2025 to obtain base access and attend the site survey. 11. Applicable Davis Bacon Wage Determinations are required for this requirement – See Attachment 2.

12. Hot work vs site investigation – In general, it is not considered hot work if an electrical panel, transformer or similar item is opened for personnel to look inside/take pictures of equipment for design purposes on this project. It is considered hot work if any item requires touching or relocating items to allow a clear picture. 13. Evaluation Criteria: The CO will comply with procedures specified in the solicitation to ensure fair opportunity is provided to all offerors. The award will be made in accordance with the basic contract ordering procedures and based on the lowest price of proposals meeting the acceptability standards for non-price factors (LPTA basis). Non-price evaluation Factors listed in Table 1 will be evaluated on an acceptable/unacceptable basis to determine technical acceptability for each factor (see Table 2). The proposal should not simply rephrase or restate the Government’s requirements. Offerors are reminded they must comply with the Buy American Act requirements. Elements to address include the following:

EVALUATION FACTOR 1: Technical Approach.

a. Subfactor 1.1: Specific Technical/Management Approach/Effectiveness and Capabilities.

Acceptability will be based on the offeror’s demonstration of meeting the requirements of this FOPR, Statement of Work (SOW), and attachments. Technical/Management Approach/Capabilities shall demonstrate the construction approach, risk management, logistical requirements, environmental compliance, safety, quality control, and resolution of potential issues and challenges to meet all solicitation requirements.

b. Subfactor 1.2: Staffing Plans and Identification of Key Subcontractors/Team Members.

Acceptability will be based on the offeror’s demonstration of staffing plans that adequately demonstrate key personnel, teaming partners and subcontractors; Include organizational charts identifying roles and responsibilities; and clearly identify compliance with the qualifications and years of applicable experience required in the statement of work. The Contractor shall identify Teaming Partners/Key Subcontractors and describe the extent of their involvement in the project and applicable qualifications, certifications, and specialized experience. Contractor shall have the following Qualifications and Experience:

• Licensed Professional Engineer (PE) with 10 years’ experience with advance meters in the appropriate Mechanical, Electrical and Plumbing disciplines.

• Building Industry Consulting Service International (BICSI) certified Installer or

Technician with 2 years’ experience for all communications infrastructure modified and/or installed from the end item equipment to the communication network patch panel.

• Primary and Alternate Site Superintendent that is a U.S. Citizen. The Site Superintendent (or alternate) will be required to obtain a base pass with escort and flight line privileges and be on site at all times when construction activities occur.

Proposal acceptability will be based on the contractor’s ability provide for these minimum qualifications and failure to provide or meet these qualifications will deem your proposal to be non-acceptable.

c. Subfactor 1.3: Schedule. Acceptability will be based on the offeror’s demonstration of execution of the schedule outlining completion within the desired Period of Performance

(POP) of 365 days. Capture all SOW requirements within the WBS, execution timelines, and critical path items. Demonstrate coordination of work activities, phasing, adverse weather considerations to demonstrate that the project will be delivered on time.

The following ratings will be used in the technical evaluation Subfactors 1.1, 1.2 and 1.3:

EVALUATION FACTOR 2: Price

The Contractor shall provide a cover sheet/letter which clearly states the proposal effort title, project number, and summarizes the lump sum price (Price Proposal Summary Sheet, Attachment 3). Adequate price competition per FAR 15.403-1(c)(1) is anticipated and may exist if, in part, two (2) or more offers are received that satisfy the Government’s requirements. To ensure the existence of competitive offers, price analysis will be utilized to evaluate the price reasonableness of each offer. The Government may compare Contractor’s proposal price to an Independent Government Estimate (IGE) or may use other price analysis techniques per FAR 15.404-1. Adequate price competition will not exist with the receipt of only one offer; therefore, if only one offer is received IAW DoD final rule amending DFARS 215.371 the need for additional data through subsequent negotiations is eliminated if the CO can determine that the offered price is fair and reasonable and adequate price competition exists. The provision DFARS 252.215-7008, Only One Offer and FAR 52.215-20, Requirement for Certified Cost or Pricing Data and Data Other Than Certified Cost or Pricing Data is added to this solicitation. In the event of only one proposal, the Government may require the Contractor to submit certified cost or pricing data in accordance with FAR 15.403-5.

14. Proposals shall identify any conflict of interest or appearance issues that might be a potential

Organizational Conflict of Interest. In accordance with FAR 36.209, the following contractors are excluded from submitting a proposal on this requirement as either a prime contractor or subcontractor:

15. AVAILABILITY OF FUNDS (FAR 52.232-18) (APR 1984)

Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for

No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

16. Provide an electronic copy of your proposal via e-mail and all information required by this solicitation to the Contracting Officer, Lauren Gill at lauren.gill@us.af.mil and Jill Duke at jill.duke@us.af.mil, no later than 1400 CST on 30 June 2025. Recommend all offerors confirm receipt of all e-mailed proposals and revisions via telephone call to the Contracting Officer. Ensure you acknowledge all amendments in your proposal. Tyndall AFB e-mail size limitation is 10MB. Files exceeding the size limitation may be sent via DOD SAFE Site.

All offerors must notify the Contracting Officer as soon as possible to receive a “Request a Drop-off” e-mail through DOD Safe Site.
