STATEMENT OF WORK (SOW)

Design-Build (D-B) Construction

AFCEC Advanced Meter Reading System (AMRS) Metering Implementation Project Location: JBSA RANDOLPH, TX

1.0 Introduction

1.1 The work to be conducted under this requirement shall be done under the general conditions of the Contract and the Basic SOW contained therein. This contract shall be accomplished using the Design – Build (D-B) delivery method. The project objective is the remote data acquisition of all meter data from a centralized computer front end system utilizing the Modbus/TCP communications protocol over an ethernet network. The intent of the project is to bring all designated existing and proposed meters into compliance with Energy Policy Act of 2005, EISA 2007, and the Meter Data Management Plan (MDMP). Compliant meters are defined in accordance with Appendix 3- AMRS Meter Specifications.

1.2 The project involves specialized experience in both standard construction as well as communication systems / facility control systems. Equal expertise in both areas is needed to effectively execute this project. This applies to all aspects of this project from design, construction, submittals, commissioning and closeout. Vendors shall show in their proposal experience and expertise in both areas. Acceptance of final products will also require expertise in both areas.

1.3 The Air Force Advanced Meter Reading System (AMRS) Project Management Office (PMO) at Tyndall AFB, Florida is lead for all aspects of this project outside of requirements dictated by the Contracting Officer (CO). At all times any conflict or communication will flow through the points of contact provided in the AMRS PMO. The AMRS PMO is under the Air Force Civil Engineer Center (AFCEC) and the designated system owners for the Air Forces AMRS.

2.0 Scope of Work

2.1 Scope & Applicable Documents

This SOW sets forth the requirements for a D-B construction effort at JBSA Randolph, TX. The contractor shall manage and perform D-B construction work as defined in the contract. The contractor is the Designer of Record (DOR) as well as the Constructor of Record for D-B projects. As the DOR the contractor accepts specific responsibilities as described in Appendix 8 of the basic contract SOW. The Contractor is to provide the government with a Work Breakdown Structure (WBS) (A006), Construction Work Plan (CWP) (A007 and A008), construction, and warranty for the Advanced Meter Reading System (AMRS) to meet the existing design and current Air Force (AF) Standards. The Contractor shall prepare the WBS and CWP for the implementation of an AMRS that incorporates meters, meter reading systems, and data management capabilities at JBSA Randolph, TX in accordance with the Department of Energy (DOE), Federal Energy Management Program (FEMP) Guidance for Electric Metering in Federal Buildings, dated November 2014.

2.1.1 Period of Performance

The Period of Performance (PoP) for this D-B construction effort is 365 calendar days.

2.2 Description of Work

As part of the proposed effort on this contract, the Contractor shall implement the following tasks for the completion of this project. This project shall be accomplished IAW the SOW Appendices 1 through 8 and CDRLs.

2.2.1 Work Plan Phase

The Contractor shall complete development of a WBS (A006) and CWP (A007) IAW defined levels of effort necessary to construct the project as detailed in Appendix 1. The contractor shall be responsible for verifying voltages, amperes, CT ratios, physical space limitations, routing of lines, etc., prior to ordering any items required for this project.

2.2.1.1 Hazardous Material Surveys

The contractor shall avoid disturbing all known and suspected hazardous materials in the post award base provided report.

2.2.2 Construction Phase

Upon CO approval, and after the final CWP approval, the contractor shall commence on-site construction activities. The CO will transmit the notice to proceed (NTP) to verify and formalize the start of construction activities. The contractor will coordinate an onsite pre-construction kick off meeting in which all stakeholders will be invited to attend and will set up a Microsoft Teams virtual meeting for other attendees that cannot make an in person meeting. The contractor shall complete the work as described below.

2.2.2.1 On-Site Field Oversight

The contractor shall provide the manpower, equipment, material, services, and transportation necessary to ensure oversight services throughout accomplishment of this contract. The contractor shall establish and maintain open communications between salient authorities associated with accomplishment of this contract.

2.2.2.2 Temporary Utility Connections

The Contractor shall make all temporary connections and install distribution lines using best management practices and industry standards including but not limited to the temporary office space and/or laydown area, if permitted by the base.

2.2.2.3 Delivery/Warranty

The Contractor shall complete all inspection and commissioning requirements prior to final commissioning. See Appendix 5 - AMRS Commissioning Plan & Test Procedure. Following final commissioning, the Contractor shall deliver to the Government signed and sealed as-built drawings (AutoCAD, and PDF) (A012) in both hard copy and reproducible format as well as O&M manuals for all installed devices. The warranty period shall begin as per Appendix 8 close out criteria. The Government Furnished Equipment (GFE) meters (i.e., meters already installed in switchgear) shall have a warranty on workmanship and any new material purchased (i.e., Ethernet card). The warranty shall be issued IAW FAR 52.246-21.

3.0 General Requirements

3.1 Qualified Personnel

The contractor shall ensure that only qualified, competent personnel carry out the tasks outlined in this SOW. Competent is defined as registered professional or, where registration is not applicable, trained, and/or certified in their respective field.

Contractor shall provide a minimum of one (1) Building Industry Consulting Service International (BICSI) Certified Technician(s), with a minimum of two (2) years’ experience, to install, terminate, and test all communications infrastructure from the end device to the communication network patch panel. Only BICSI certified technicians shall install communication cabling and/or network infrastructure. Contractor shall provide a minimum of one (1) Licensed Professional Engineer (PE) with a minimum of ten (10) years’ experience with advance meters in the appropriate mechanical, electrical, and plumbing disciplines. (1) Primary and (1) alternate Site Superintendent that is a U.S. citizen. All contractors shall be US Citizens and able to speak English language fluently. Site Superintendent will be required to obtain a base pass with escort and flight line privileges and be on site at all times when construction activities occur.

3.2 Air Force Property

All materials gathered and/or developed in the performance of these tasks listed shall be returned to and become property of the AF; and shall not be used and/or distributed by the contractor without specific written permission of the Contracting Officer’s Representative (COR).

3.3 Verification and Validation of Existing Conditions

The contractor shall be responsible for verification and validation of existing conditions and data, coordination of existing conditions in parallel with proposed requirements, and above and below-grade condition assessment IAW FAR 52.236-3 -- site investigation and conditions affecting the work.

3.4 Work Plan and Construction Requirements

The project shall conform to all applicable Federal, State, and local laws, regulations and base-specific standards, and applicable Unified Facilities Criteria (UFC). Where there is a conflict between the referenced standards, the most stringent shall take precedence. All work accomplished by the contractor shall comply with these criteria unless a waiver is obtained from the AF when conditions warrant such consideration.

4.0 Government Furnished Material (GFM)

The Contractor upon request may be provided with documents, drawings, and general reference material. However, these requests must be submitted directly to CO and the COR and may be refused if deemed unavailable, unnecessary, security sensitive, or outside the scope of work. The following list is not intended to be all inclusive, but suggested examples:

A. Installation map.

B. Utility Maps showing key utility systems (electric, natural gas, steam, water, wastewater, industrial wastewater, compressed air, others as needed).

C. Installation specific information: hazardous material reports, construction guides, device security guides, and Internet Protocol (IP) network addresses.

All GFM utilized during any part of the performance of this project must be returned to the COR upon completion of this contract, unless expended as part of the project.

The following is a list of specific items of support that the base CE will provide:

4.1 Work Clearance Request (AF Form 103)

The COR will assist the contractor with efforts to fully complete the Base Civil Engineering Work Clearance Request (AF Form 103). The base CE will locate underground utilities and issue the AF Form 103 to the contractor. The contractor shall have a completed and approved Form 103 prior to beginning any construction activities including clearing, grubbing, exploratory geophysical work, etc. Process these requests early to allow sufficient base coordination time for prudent planning and scheduling. Contractor shall coordinate with the base customer service. CE POC, and facility users for requested power outages, a minimum of twenty-one (21) calendar days in advance of the needed outage.

4.1.1 Base Work Clearance Request Specifics

The Contractor shall obtain, coordinate, and process an AF Form 103 Work Clearance Request. The Contractor shall initiate the Form 103 at the Customer Service Desk. The Contractor shall coordinate with the appropriate base organizations to properly complete the form and get it approved. The contractor shall provide one copy of the AF Form 103 to the COR prior to commencement of any work for the project. The Contractor shall attach drawings to the Form 103 showing exact location and description of the work to be accomplished.

Escorts required to access communication rooms must be coordinated a minimum of fourteen (14) calendar days in advance.

Facility reserves the right to request personal documentation for contractors being escorted. Base COR can assist in discovery.

4.1.2 Base Dig Permits

Any work involving disturbance of earth deeper than six (6) inches below current grade will require a Dig permit. The Dig permit shall be submitted at least twenty-one (21) calendar days prior to digging. The Contractor shall resubmit the Dig Permit every thirty (30) days to ensure all agencies remain aware of the ongoing work.

4.1.3 Base Utility Outages

The Contractor shall obtain and process a Utility Outage Form for each utility outage. The format for this form is base specific and be secured by the Contractor during the kickoff meeting. The Contractor shall initiate and coordinate signatures/approvals of the form with the Customer Service Desk or designated processing entity. Prior to submission, it is highly advised that the contractor coordinate with the individual facilities as to acceptable utility outage durations and dates. The base may or may not be able to accommodate the contractor’s schedule without prior coordination with each facility and the base electric shop. The contractor shall submit the completed form a minimum of fourteen (14) calendar days prior to the requested outage date for non-mission critical facilities and a minimum of sixty (60) days for mission critical (MC) facilities. The plan must also include procedures for promptly repairing utility breaks/interruptions made or caused by the Contractor.

The fourteen (14) calendar day minimum is for low importance (non-mission critical) facilities. For higher visibility and mission critical buildings, sixty (60) calendar day minimum notice will be required. Note that many of the mission critical facilities declare that real world security issues may cause last minute electric outage cancellations. Alternative work plan should be available as to not to delay progress if a last-minute power outage has to be cancelled. Power outage coordination should commence immediately upon Notice to Proceed (NTP) issued by the CO.

4.1.3.1 Utility Markings

The Contractor shall contact utility owners to coordinate work and to identify, locate, and mark all utility lines in the vicinity of the project work site, including utility lines not owned by the base, prior to digging. The Contractor shall mark the limits of site work/excavation to indicate location, direction, length, and depth of site work/excavation in order to facilitate the utility owner’s field marking of existing utilities. The Contractor shall maintain all utility markings for the duration of the project. The Contractor verifies the exact location of all known utility lines and structures within the affected area of the contract and for the protection of the same. Should damage occur to any utility line or structure, the Contractor shall provide prompt repair of the damage to return the item to its original working condition, to the satisfaction of the CO. The Contractor shall consult with the COR before any markings are placed in high-visibility areas, as designated by the Contract. In all high- visibility locations, the paint used to locate utilities shall be fully removed from site elements such as sidewalks, pavements, and plazas at the end of the project. Removal of the paint shall not result in damage to the site element. The use of other forms of marking, such as tape, may be used upon approval by the CO. Customer Service will provide a street address from Real Property records.

4.2 Material Storage

The Contractor is advised that an off-base storage/staging area may be useful. The Contractor shall provide security for all materials and equipment. The Government has no liability for lost or stolen equipment and/or materials. The COR will identify space on the jobsite or in a base contractor staging area where the contractor may deliver non-hazardous materials within the installation. Prior notification by the contractor is required.

4.3 Existing Engineering Plans, Etc.

The COR will provide the contractor with access to existing engineering plans, drawings, diagrams, aerial photographs, digitized map files, etc., if available, to facilitate evaluation of the site(s), as needed or requested.

4.4 Kick-Off Meeting

The contractor shall host a kick-off meeting at the base to advise and coordinate on local procedures, safety and security requirements, and project coordination activities. The contractor and their team shall have in their possession for the kickoff meeting: a base map, the current SOW, and the facility manager list to coordinate access. The COR or base CE POC will arrange for a suitable kick-off meeting location with teleconferencing capabilities to ensure Contracting Officer (CO) and Air Force AMRS PMO participation via telecom. The COR or base CE POC will ensure the appropriate base agencies attend the kick-off meeting to provide necessary information or briefings to facilitate the success of the contract effort. At the project kick-off meeting the contractor shall provide to the AF a listing of project team members and contact information. The contractor shall also present a project schedule for discussion and finalization. At a minimum, the project schedule shall include milestones for completing the WBS (A006), CWP (A007, A008), construction, commissioning, and project closeout.

The contractor shall coordinate and perform a task meeting with site survey at the base to perform all due diligence required for the drafting of the WBS and CWP. The Kick-Off meeting will include the physical survey of all components of the SOW. The contractor shall schedule and attend an adequate number of days to accomplish all due diligence for this project. Additional time spent by the contractor post site survey, will be at the cost of the contractor and the leisure of the base. At the conclusion of the contractor site survey, an out brief will be hosted on site, by the contractor to discuss any information that was not able to be obtained during the site survey. The contractor shall prepare and distribute meeting minutes (A004) within five (5) days of the kick-off meeting.

4.5 Base Requirements

The COR will advise the contractor of the location and processes to obtain the following as needed:

a. Personnel identification badges, vehicle passes, and/or entry permits.

b. Information on base fire prevention/security practices and procedures.

c. Access to utilities (electrical, water, sewer, communications, etc.) This includes a supply (e.g., fire hydrant or standpipe) of large quantities of potable water.

d. Security escorts for work in restricted areas, if provided by the base.

e. Safety training classes for the purpose of allowing access within secure or hazardous areas.

f. A paved area where equipment can be cleaned.

g. A set of keys to locks as necessary and as the individual installation’s access policy will allow. If keys are not permissible to be signed out by the contractor, the COR shall notify the contractor as to the proper process for requesting access.

h. A facility manager list for those facilities in scope.

4.6 Contracting Officer’s Representative (COR)

The base CE will provide a COR who will expeditiously review and certify the contractor’s progress by signing AF form(s) 3064 and 3065 and monthly status reports for the contractor. (Note: if the COR does not agree that the progress is as represented by the contractor, he/she shall return the documents to the contractor for correction.)

5.1 Management, Planning and Reporting Requirements

The Site/Project Summary (A003) shall be as described in the basic SOW. The contractor shall prepare and submit a Contractor Quality System Plan (A002) and Health and Safety Plan (A001). No construction activities will begin until the CO approves all plans.

5.2 Contract Progress Schedule (AF 3064)

The contractor shall submit a signed AF 3064 (or approved equivalent), contract progress schedule, depicting an overall contract progress schedule for the main elements of work for the period of performance (PoP) as described in the table of deliverables above as part of the WBS (A006) and updated in MSR (005). The contractor shall provide a line graph depicting actual construction progress (solid line) versus scheduled construction progress (dotted line) throughout the PoP. The COR will sign the AF 3064 and send to the CO for approval. The contractor shall propose a timeline for government approval in regard to the PoP for the contract, including WBS/CWP delivery and construction work upon coordination with Base Comm POC and Base Energy Manager (BEM). Construction work shall begin as each submittal for the phases of work are approved.

Contractor’s progress schedule shall identify the major elements of work and the PoP for each element, including the WBS/CWP submission. The WBS/CWP schedule shall allow the government approximately fourteen (14) calendar days for review and approval. See Appendix 4 – Flow Chart/Work Flow Milestones

5.3 Contract Progress Report (AF 3065)

The contractor shall submit AF 3065 as described in the table of deliverables above initially in the WBS (A006) and updated in MSR (005). This report shall be signed by the contractor’s on-site representative in the remarks section of the AF 3065. The work elements and percentages of the total job identified on the AF 3065 shall be identical to the work elements and percentages on the AF 3064. The Contractor shall evenly disperse general conditions including overhead and profit to each of the work elements scheduled over the duration of the project. General conditions can include many different cost categories.

Some typical general conditions are contractor labor, document reproduction, telephone, various supplies, shipping, equipment/vehicle rental, travel, vehicle operating costs, on-site office trailer rent, dumpsters, etc. The total value of the work elements in the schedule of values; including costs for material and equipment delivered for installation on the project, and labor and construction equipment loaded construction activities, shall total to one-hundred percent (100%) of the value of the contract. All progress payment amounts will be derived from and tied to the work elements listed in the schedule of values and demonstrated performance of those elements.

If the contractor is more than five percent (5%) behind schedule, the contractor shall note in the remarks section the reason why and what is being done to get back on schedule. The COR will sign the AF 3065 and send for coordination and approval by the CO. If the contractor requires reimbursement of a high dollar value item, the item shall be identified on the AF 3065, an appropriate percentage applied, and the item must be received and stored on site.

Each invoice shall be accompanied by an AF 3064 and AF 3065 which are signed by the COR or the government inspector.

The AF 3064, AF 3065, and invoice shall all cover the same period it was submitted for.

5.4 Monthly Status Report (MSR)

The MSRs (A005) shall communicate activities accomplished during the previous period, document discussions, identification of problems, proposed solutions, corrective actions taken, outstanding issues, and record issues or concerns. The MSR shall include a financial tracking table containing columns with the following headings:

A. Task breakout

B. Current project status (summary of work completed during this month and to be completed during the upcoming reporting period using milestones in the submitted IMS).

C. Task value

D. Effort % complete

E. Dollars % expensed to date

F. Dollars earned this month

G. Dollars earned to date

H. Expected work activities for the following month and any significant anticipated risk to project schedule, the Contractors mitigation procedures and potential impact against IMS.

I. Problems and/or concerns with background and recommendations for potential solutions including those outside of the current contract.

J. RFI’s and statuses

K. Updated submittal register

L. Safety issues of concern over the past month

M. Links to a site and catalog containing the photographic log as submitted during the previous period operations.

A narrative from the contractor shall include

Each invoice shall be accompanied by an AF 3064, AF 3065 and a MSR. The AF 3064, AF 3065, MSR and invoice shall all cover the same period it was submitted for.

5.5 Pre-Construction Meeting

It is the responsibility of the contractor to coordinate the date and time of the Pre-Construction meeting. The meeting will be contingent on base and AFCEC availability, and scheduled by the contractor fourteen (14) calendar days or sooner, after issuance of the NTP. The contractor shall be responsible for establishing the agenda in coordination with AFCEC and COR and providing agenda handout and attendance sign-in sheet at the meeting. During the meeting, the contractor shall, at a minimum, present a complete overview of the CWP including reviewing the schedule, and highlighting any issues (review periods, material submittals, etc.) which are key to maintaining the schedule. The contractor shall take meeting minutes to include recording of the attendance list (A004).

5.6 Progress Meetings

The contractor shall perform progress meetings as described in the table of deliverables. These meetings shall include all relevant base POC’s and contracting personnel on an as needed basis. These meetings will cover the progress made in the past period and shall include any pertinent issues which could affect future contract progress. The following items may be covered:

A. Meeting attendees and contact information

B. Project percent complete (actual and scheduled)

C. RFI’s and statuses

D. Material submittals and statuses

E. Two week look ahead

F. Schedule

G. Safety

H. Resolution of existing issues

I. New business

J. Review of redline drawings

5.7 Format of Deliverables

An electronic copy of all deliverables shall be provided, formatted for use on the latest version and compatible with the government’s version of Microsoft Word, Excel, Adobe Acrobat and AutoCAD. All deliverables shall also be dated. The contractor shall provide samples of the deliverables, upon request.

5.8 Work Plan Submittal Requirements

In addition to the requirements of applicable UFC’s, each design package shall include the following:

5.8.1 Executive summary with statement of work and all modifications.

5.8.2 Table of contents

5.8.3 Minutes and sign-up sheets of all meetings pertaining to the development of the design.

5.8.4 Previous government review comments and contractor responses.

5.8.5 All appropriate engineering calculations.

5.8.6 Design drawings. Design drawings shall be submitted in line with the WBS and CWP submittals as noted in Appendix 8. Review of these shall be done under the associated submittal and review conference.

Base CAD Standards

Drawings shall be submitted as an independent drawing set IAW with the current A/E/C CAD Standards published by the CAD/BIM Technology Center. CAD/BIM Center Link:

A/E/C CAD Standard Annotation levels/layers shall be set to AutoCAD Index Color #7. (E.g., A-ANNO-TEXT).

Each A/E/C discipline (plans, elevations, utilities, sections, etc.) shall be represented in a Model file. Model files are drawn at full scale and shall maintain a consistent origin throughout all Model file drawings. Architectural units shall be used for all interior model files and shall maintain the x, y coordinate location and origin (0, 0) of the model file provided by the Government. Decimal units shall be used for all exterior drawings (e.g., site plans, utilities, etc.) and shall maintain the x, y coordinate location and origin (0, 0) of installation base map drawings.

A Sheet file submission shall form the basis for all plotting and exporting functions. Relative paths shall be used for all Model file references attached to a Sheet set file. Each Layout (AutoCAD Paper Space) in a Sheet file shall be discipline specific with each discipline’s layers visible without manipulation by the user upon opening and be ready to plot. AutoCAD Layer Filters for each AEC discipline shall be created and their visibility set within each Sheet File Layout (AutoCAD Paper Space) viewport. See Figure 2-1 Sheet File composition in A/E/C CAD Standard.

Standard sheet file size shall be ANSI D, unless noted otherwise in the contract. Model and Sheet file naming conventions shall comply with A/E/C CAD Standard, Section 2.4. Title blocks and cover sheets developed by the Contractor or provided by the Government shall be present in the Sheet file Layout (AutoCAD Paper Space) for all Model files submitted and in the Model file Layouts for single drawing submissions. Minimum information includes the contract number, project number, project title, discipline, drawing number, and date. Plot page shall be set to AutoCAD DWG to PDF.pc3 Name and acad.ctb plot style table.

Drawings shall be absent of extraneous information by utilizing the AutoCAD Purge command prior to saving.

Each drawing file shall have point of contact information provided in the Summary tab of the Drawing Properties. At a minimum, the Contractor’s company name, phone number, and email address shall be provided.

All drawings must be converted to PDF for review and acceptance by AFCEC.

5.8.7 Work Breakdown Structure

The WBS shall illustrate the concept of the project and validate that the requirements are clearly understood (A006). It shall include at a minimum the project scope, background, and general descriptions of each major work element by facility. The WBS shall provide a clear distinction between the conceptual and execution phases of the work. The Contractor shall prepare and submit a WBS that provides representative conceptual level drawings and specifications necessary to define the extent and methods to be used for the construction activities.

The WBS shall identify appropriate materials, equipment, and any other data which the contractor proposes as items requiring government approval in line with UFC 3-740-05. Contractor shall prepare and submit a schedule for the submittals that ensure construction work is not delayed. The WBS shall be adequately detailed to an extent wherein, the implementation of the project work is conceivable, and constructible, with the project scope being sufficiently defined to accommodate coordination with the base and AFCEC.

The WBS shall address:

Meter types proposed i.e., manufacturer, model, operating characteristics, etc. demonstrating full compliance with requirements and the Buy American Act.

Meter wiring diagram

Meter enclosure with all required devices

Preparatory site work for meter installation

Communication equipment, cable routing, and termination type.

General coordination plan showing the contractor is solely responsible for planning access and execution of the scope of the project to include the coordination of power outages

5.8.8 Draft Construction Work Plan

Following the AF approval of the WBS, the Contractor shall prepare and submit to the Government a CWP that provides information necessary to complete construction. The draft CWP (A007) shall illustrate the contractor’s construction plan to execute the work. The draft CWP shall be in a complete, buildable state, pending final comments by the government. The CWP will define final specifications to be used for construction, provide necessary facility level drawings with system amperages and voltages to guide the construction, define submittal requirements necessary to address base needs, define construction management and reporting requirements, and provide a detailed schedule of construction activities.

The CWP shall include (at minimum) the following drawings and documents:

Building metering implementation plan showing new meter locations and type

A prioritized list of metering components by location and utility type

A construction schedule graphically depicting the schedule of events sufficiently clear to show how each sub-task shall be performed. This shall include activity, milestones and a critical path in executing this project.

Coordination of all utility interruptions

Coordination of the schedule with AFCEC, COR, Base Comm, etc.

Breakout of required materials by facility to include voltage and amperage

Configuration and test plan for network equipment

Detailed coordination plan showing the contractor is solely responsible for planning access and execution of the scope of the project to include the coordination of power outages

Major project completion risk factors and mitigation processes to manage the risk to acceptable levels. This may include materials ordering and delivery, key manpower resources or similar items.

5.8.9 Final CWP

The Final CWP (A008) shall include all completed drawings and specifications (listed per para 5.7.), as well as a Submittal Register with a complete list of required submittals. It shall incorporate all final Government comments.

5.9 Meter ID and IP request

Upon approval of the CWP and before Notice to Proceed, contractor shall submit an IP request in the format included in SOW Appendix 2. Contractor also shall submit a RFI requesting the latest approved security configuration guide for the proposed electric meters.

5.10 Meter Pre Commissioning

The Contractor shall submit to the government, pre-commissioning documentation. Format is up to the contractor but shall address items listed in Appendix 5- 5.2 and examples in Appendix 6, for installation and start-up of the meter/device. A 25% pre-commissioning is submitted (A011) to ensure the Contractor is installing and formatting all devices and associated cabling correctly, and avoid rework as the remaining 75% of meters are to be installed. Approval of the twenty-five percent (25%) pre-commissioning inspection is with Base CE and AMRS personnel. The Contractor will address any outstanding items noted in the Pre-Commissioning Punch List generated by the government, within thirty (30) days of receipt of notice. The contractor shall not schedule any additional work until all Punch List items have been corrected to prevent the need for re-work. Any punch list items not able to be corrected during the Pre- Commissioning inspection, will need clear photographic documentation submitted to AFCEC to establish the corrections have been complete.

5.11 Meter Final Commissioning

The Contractor shall conduct a one hundred percent (100%) Final Commissioning, Appendix 5- Commissioning Plan & Test Procedure, with AMRS personnel and COR and publish the findings in a final commissioning report (A011). Within seven (7) days after the final commissioning, the Contractor shall present a completed DD Form 1354, Transfer and Acceptance of Real Property to the BCE or other appropriate organization for signature and acceptance, if required. Progress payments are tied to the submission and acceptance of the DD Form 1354.

5.12 Meter Labeling

A meter ID will be provided by the government, upon submission of a post award RFI, and a physical label will be adhered to the meter by the contractor. The details of the physical label areas followed: AMRS Meter ID# XXXXNNNNNNEMNN, must be white on black phenolic, at least 1-inch x 3 inches, and permanently attached to the meter. The AMRS Meter ID breakdown is:

XXXX = four-character base code for Randolph is TYMX

NNNNNN = the building number (add leading zeroes if necessary)

EM = meter type (E = electric, G = gas, W = water, S = steam)

NN = Meter sequence number for the building (e.g., 01, 02, etc.)

5.13 Meter Site Commissioning

The contractor shall follow commissioning procedures as furnished in Appendix 5, AMRS Commissioning Plan & Test Procedure. At the final commissioning, the Contractor shall present a Meter Commissioning Test Procedure Checklist (A011) and the manufacturers supplied meter calibration certificates.

5.14 Duty Hours/Base Access

The Contractor shall complete work between the hours of 0730 and 1600 local time excluding Saturdays, Sundays, and Federal Holidays. Any work outside of these hours must be pre-coordinated with the COR at the base. Inclement weather, operational delays, and security related delays might affect the Contractor’s work periods. All commercial vehicles requiring access on the base will require inspection.

The Contractor may be required to temporarily stop work for operational requirements, special events, installation exercises, or while Distinguished Visitor (DV) familiarization visits/tours are conducted.

Other days the installation is closed or minimally manned: it is the contractor’s responsibility to continue to verify with the COR any changes.

5.14.1 Base Contractor Vehicles

The company name shall be prominently displayed on all Contractor vehicles operated at the base. The Contractor may obtain entry passes at the base Visitors Center for vehicles needed to transport materials and equipment. The Contractor will be required to present proof of insurance, driver’s license, vehicle registration, and other documentation as needed to obtain vehicle entry pass. Entry to restricted areas of the base will require a vehicle pass and additional clearances. All commercial vehicles requiring access on the base will require inspection.

Install New AMRS Compliant Electric Meter and Communication

The Contractor shall purchase and install 100 new AMRS compliant electric meters and CTs (Table BEM1). The Contractor shall furnish all materials, equipment, labor and miscellaneous items necessary to install the new meters. The Contractor shall install 100 new communication drops, LAN receptacle plug-ins, and associated equipment to establish remote communications to the patch panel associated with the nearest Air Force network switch or other noted location. Assume all communication runs are <328 feet, to include patch cables, unless otherwise noted. Seven (7) fiber communication runs are annotated in Table LEM1

This is a Design Build contract. The requirement is to meter the entire facility load. All voltage and amperage noted in Table LEM1 is the responsibility of the contractor to field verify prior to design. CT sizing is the responsibility of the contractor and should be determine by the contractor’s own field verification prior to acquisition.

Network Switches

The Contractor shall purchase 8 new AMRS compliant network switches (Table BS1) and deliver to the base communication squadron. The network switch will then be configured by the base communications squadron.

Patch Panels

The Contractor shall purchase and install 2 new AMRS compliant network patch panels (Table BPP1) in the communications room associated with the building.

AMRS compliant network patch panel: Cat6 Patch Panel 24 Port Modular patch panels shall consist of a metal panel that accepts all Panduit Mini-Com® Modules to mix and match media types in the same panel. Patch panels shall accept all modules for UTP and ScTP applications and shall mount to standard 19" racks. A 1RU cable management panel shall be installed between all equipment and patch panels as necessary.

Installation Notes:

1. See Appendix 3- AMRS Meter Specification for installation guidelines

2. All removed equipment will be returned to the government.

3. Mission critical, denoted as MC, facilities shall require late night or weekend outages and have longer lead times for power outage scheduling.

4. Outside normal duty hour OND shall require late night or weekend outages

5. Security notation is intended to inform the contractor that additional layers of security apply to this facility and may cause access for work to move slower than traditionally expected. These facilities should be coordinated in advance for access. The facility manager must be aware at all times of the contractor’s presence in the facility.

6. It is the sole responsibility of the contractor to coordinate and schedule all power outages through base Civil Engineering work order process. Multiple facility outages can be coordinated on the same day within reason pending staff availability and mission critical activities. This is typically done when several facilities are fed from the same switch or transformer. Each outage will need to be coordinated with the electrical shop and base communications squadron.

7. When installing communications cable within buildings, all cabling must be installed in accordance with the Base Communication Standard and Appendix 3 AMRS Meter Specification for installation guidelines.

8. No meter shall be connected to the AF network until government provided security settings and firmware upgrades have been installed.
