Fair Opportunity Proposal Request (FOPR) FA8051-24-Q-1001 K-Span Steel Coils
SOW dated 20 Mar 2024 Consolidated Questions
Date: 18 April 2024

1. Are you looking for companies that can supply this material?
• RESPONSE: correct, we are looking for companies that can meet these specifications and supply material when needed.
2. Are you looking for a specific quantity of just a base price?
• RESPONSE: No specific quantities at this time however, this BPA will be supporting
4 engineering units that continuously construct K-spans annually in geographically separated locations.
3. Can I assume you wish (this purchase) this delivered to Tyndall AFB?
• RESPONSE: Shipping locations will be determined at the time of the order, but for planning purposes, plan to ship to Nellis AFB, Malmstrom AFB, Hurlburt AFB, and Guam AFB. The Attachment 3 CLIN Structure will be adjusted for ease in pricing the RFQ.
4. STATEMENT FROM CONTRACTOR: We can aid you in your requirement since we are the only company that stocks coil for UBM120 & UBM240 use. However, we are not a Small Business and would need to have the set aside removed to bid.
• RESPONSE TO STATEMENT #1: Drexel Metals can be a viable source for the material we are looking for, however, Or-Equal can be acceptable provided they meet the requirements of the SOW.
5. For CLINS 0001-0004 on Attachment 3, are you looking for them all to be fabricated at 45,000lbs each?
• RESPONSE: The engineering group will be using UBM-120 and UBM-240 machines for certain aspects of K-span construction. The weights associated with the rolls of steel relate to the gauge size of steel.

6. On Attachment 3 for CLINS 0001-0004 the excel sheet asks for Part #’s and
Manufacturers, is there a specific part number you are looking for or just whatever the designation is on what I have being fabricated?
• RESPONSE: As long as the rolls of steel meet ASTM A653 galvanized steel specifications and requirements a specific part number should not matter.
7. REFERENCE SOW page 2, para 3.3. Attachment 2 SOW says it is possible for an inspection to be done during the manufacturing and packaging process, the combined synopsis says inspections will be done at FOB destination. Are inspections happening at both places or just one or the other?
• RESPONSE: The inspection process was meant for delivery purposes only to ensure all material meets ASTM requirements as well as showing no transportation damage or possible defects within the steel coils. Damaged coils will be rejected at the delivery destination.
8. REFERENCE SOW page 2, para 3.2. Technical requirement: attachment 2 SOW states that the contractor must submit CAD drawings of each ADR kit per Delivery Oder. Are you looking for CAD drawings of the coils or something else? Where do I obtain the AFCEC Logo and letter head to put on each CAD drawing?
• RESPONSE: This portion of the SOW shall be removed with the Amendment to the
RFQ.
9. I am reaching out to formally request the details and the accurate shipping address associated with the procurement process outlined in the K Span Steel with the Notice ID
• RESPONSE: To clarify on the shipping costs, CLINs 0001-0004 would fall under direct reimbursement due to weights, and location will vary throughout each specific order. Shipping locations will be determined at the time of the order, but for planning

10. I wanted to let you know there is an existing metals DLA-IDIQ contract which can be used to support your requirements for the K-Span steel identified in the subject solicitation. The contract which is broad in scope is used to support requirements for ferrous/non-ferrous raw material and fabricated products. The IDIQ contract (SPE8E4- 21-D-0002) adheres to all FAR/DFAR/SBA regulations, is CICA compliant, and can be used by all military activities. To ensure competitive pricing every order is competed among three suppliers (Metals USA, TW Metals, and Supply Core). The program was developed to provide contractual support to procuring activities when needed and to streamline the ordering process. The ordering process is relatively simple, and funding can be accomplished with either a Funded Requisition, MIPR, Inter-Agency Agreement or ACH.
• Use of the DLA IDIQ is not anticipated for this requirement.
11. STATEMENT FROM CONTRACTOR: We are interested in bidding on this solicitation but are a little confused as to how to quote the shipping and what coils are going to what location. We have been working with the Air Force for over 30 years and have always supported the projects. We know that the Colony Red steel is and has only been used at Nellis AFB, NV and the Tan color has been used everywhere else in the US and abroad.
So, the way the excel spread sheet is written it is confusing as to how to quote the shipping. Is it possible for someone to clarify the shipping portion and indicate what steel and amount goes to what location.
• RESPONSE TO STATEMENT: To clarify on the shipping costs, CLINs 0001-0004 would fall under direct reimbursement due to weights, and location will vary throughout each specific order. Shipping locations will be determined at the time of the order, but for planning purposes, plan to ship to Nellis AFB, Malmstrom AFB, Hurlburt AFB, and Guam AFB. The Attachment 3 CLIN Structure will be adjusted for ease in pricing the RFQ.
12. STATEMENT FROM CONTRACTOR: Drexel metals has been providing the steel to the US Government for the use of the ABM/UBM equipment for many years. They now have a GSA account set up so the units can order the coils directly from the GSA catalogue.
• RESPONSE TO STATEMENT: Contractor indicates that requirement may be available from GSA via Drexel Metals (Large Business). GSA will only allow purchases up to $25K (Government Purchase Card limit), before submitting a contract for the full requirement. This BPA will be more beneficial to RED HORSE, as KSpan steel requirements exceed well over $25K.

13. STATEMENT FROM CONTRACTOR: The steel for the ABM/UBM systems requires certain speaks be met in order for it to form properly and requires certain strengths. Drexel has always met these requirements we have been working with them for years to ensure the properties are met. When this is solicited as small business, Drexel cannot submit a bid, and this opens it up to many steel brokers to bid and either go through Drexel for the steel coils and purchase steel from other brokers that may not meet the required specifications. We have seen this happen many times over the years and it leaves the unit in a bind since they will be unable to use the steel coils for constructing buildings.
14. The solicitation has the following colors as Siliconized Polyester Paint, CREAM TAN and Siliconized Polyester Paint, COLONY RED. Is there a specific paint code that is needed for each color?
• RESPONSE: Please find below the information you requested regarding our UBM
Coil Colors and specifications. (OR-EQUALS ARE ACCEPTABLE)
