However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary.

The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer and waive informalities and minor irregularities in offers received.

(g) The Government intends to make a single award as a result of this solicitation.

Basis of Award

The following is an addendem to 52.212-2 Evaluation-Commercial Products and Commercial Services.

The CO shall then make an integrated best value award decision using the technical and price factors, which are weighed approximately equal.

(a) The lowest price technically acceptable (LPTA) selection process will be utilized. A decision on the technical acceptability of each offeror's proposal will be made. Among those offerors who are determined to be technically acceptable, award will be made to the offeror having the lowest total evaluated price determined to be reasonable.

(b) The Government intends to award without discussions a single award FFP BPA. Award will be made to the responsible offeror whose quote represents the best value to the government based on price reasonableness and technically acceptable evaluation criteria.

Vendors who do not quote the entire package requested will be considered non-responsive and their quotes may not be evaluated. The Government intends to select a single award; however, the Government reserves the right to award no BPA/contract at all.

(c) Since award will be based on initial responses, offerors are highly encouraged to quote their most advantageous pricing in their initial response. The responses to this RFQ are intended to be evaluated, and award made, without discussions unless discussions are deemed to be necessary.

Factor 1-Technical: The technical rating will reflect the evaluation of the items offered compliance with the Government's requirement. The offeror's proposal shall be evaluated to determine whether the offer is acceptable or unacceptable, using the ratings and descriptions outlined below.

Acceptable Proposal meets the requirements of the solicitation.

Unacceptable Proposal does not meet the requirements of the solicitation.

Factor II- Price: Total Evaluated Price (TEP) will be calculated by multiplying the required quantities by the quoted unit price for each Contract Line Item Number (CLIN) (see Attachment 3 - K-SPAN Price List). Pricing will be evaluated for reasonableness as follows:

Reasonableness: The Offeror’s quote will further be evaluated to determine whether the pricing the Government expects to pay is fair and reasonable pursuant to FAR 15.404-1(b)(2)

Additional information:

• All quotes must list UEI number, CAGE code, and Federal TIN with Company name, POC, and phone number. To obtain or renew a UEI number or CAGE code, please visit https://www.sam.gov. Lack of registration in the SAM database will make an offeror ineligible for award.

• Vendors must also be registered in Wide Area Work Flow to receive payment through electronic funds transfer. If you are not currently registered, please visit the following website https://wawf.eb.mil/ to complete your registration.

Organizational Conflicts of Interest: All offerors shall identify any conflict of interest or appearance issues that might be a potential organizational conflict of interest.

Notice to Offerors: The Government reserves the right to cancel this RFQ, either before or after the closing date.
