The Air Force Installation Contracting Center (AFICC), 772’d Enterprise Sourcing Squadron (772 ESS/PKD), Tyndall Air Force Base (AFB), Florida, has issued this Request for Proposal (RFP) for a Firm- Fixed Price (FFP) procurement of Enterprise Facility Condition Assessment (FCA) Services; under solicitation number FA805123R4005.
This RFP document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2023-02, Defense Acquisition Circular DPN 20230322, and Air Force Acquisition Circular 2023- 0301.
This requirement is being solicited as both Service Disabled Veteran Owned Small Business (SDVOSB) set-aside and as Small Business (SB) set-aside IAW terms of the solicitation. The North American Industry Classification System (NAICS) code for this acquisition is 541330, Engineering Services. The SB size standard is $25.5M. All prospective Offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov.
Provision at FAR 52.212-1, Instructions to Offerors-Commercial Items (Mar 2023), applies to this acquisition. Additionally, provision at FAR 52.212-2, Evaluation-Commercial Items (Nov 2021), shall be used; and the specific evaluation criteria shall be included in paragraph (a) of that provision.
The Offeror shall also complete FAR 52.212-3, Offeror Representations and Certifications-Commercial Items (Dec 2022). The Offeror shall complete only paragraph (b) of this provision if the Offeror has completed the annual representations and certification electronically in the SAM accessed through https://www.sam.gov.
FAR clauses 52.212-4, Contract Terms and Conditions – Commercial Items (Dec 2022), and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders – Commercial Items (Mar 2023), apply to this solicitation. All provisions and clauses are listed in Attachment-01 of this RFP.
Additionally, all clauses and provisions may be found in full text at the following site:

Specific tasks and requirements are identified in the subject Performance Work Statement (PWS); RFP Attachment-02.
http://www.sam.gov/ https://www.sam.gov/ https://www.acquisition.gov/
3. Period of Performance. The projected ordering period for this service contract is a base year, followed by four (4) one-year option periods. Centralized and decentralized unilateral task orders (TOs) shall be awarded to the contract awardee(s) from September 2023 through August 2028. The location of services and period of performance shall be provided in each awarded TO.
4. Basis for Award. The Government intends to make two (2) single award contracts from this solicitation.
The awards will be an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. One (1) “SDVOSB” set-aside awardee will perform all required tasks within the Continental United States (CONUS) locations, and one (1) “SB” awardee will perform all required tasks at locations Outside of CONUS (OCONUS) and locations within the United States Central Command, Area of Responsibility (CENTCOM AOR). Awards will be made to the Offeror whose proposal represents the Lowest Price Technically Acceptable (LPTA) offer. The Government intends to award to the two (2) aforementioned categories; however, the Government reserves the right to award no contract at all. Since award will be based on initial responses, Offerors are highly encouraged to propose their most advantageous pricing in their initial response. The responses to this RFP are intended to be evaluated, and award made, without clarifications and/or discussions, unless clarifications and/or discussions are deemed to be necessary.
5. Contract Line Item (CLIN) Price Sheet. There will be two (2) separate price schedules. One (1) for SDVOSB-CONUS Offerors, and one (1) for SB-OCONUS and CENTCOM AOR Offerors. Each contract’s base year will include CLINs 0001-0004. Subsequent CLINs for option years one (1) through four (4) will be identified on RFP Attachment-03, Price Schedule. Table-1 below is an example of the CLIN Price Sheet for the first year of the Enterprise FCA Services ID/IQ contract (SDVOSB). The unit prices are separated by size of the facility to be assessed; less than 10,000 square feet, 10,000 to 100,000 square feet, and greater than 100,000 square feet. The quantities are representative of the overall breakdown of facility sizes across the Air Force.
Table-1: EXAMPLE CLIN Price Sheet:
6. Proposal Evaluation
A. Source Selection Methodology. This acquisition will utilize the LPTA source selection procedures in accordance with FAR 15.101-2, FAR 15.2 and FAR 15.3 as supplemented by the DoD Source Selection Procedures referenced in DFARS 215.300 and the AFFARS Mandatory Procedures 5315.3 to make an integrated assessment for a best value award decision. Offerors are reminded that the Government shall only evaluate one (1) proposal from each Offeror. A Service Disabled Veteran Owned Small Business (SDVOSB) must submit a separate proposal for each CONUS and OCONUS requirement in order for each to be evaluated. Award will be made to the responsible Offeror whose proposal conforms to all required terms and conditions, includes all required representations and certifications, meets all requirements set forth in the RFP and also provides the best value to the Government based on the results of the evaluation as described in paragraph (C) of this RFP. Contract terms and conditions consistent with customary commercial practices are specified in the solicitation and contract, with otherwise tailored terms and conditions specified as an official addendum to the solicitation and/or modification to the contract.
B. General Guidance. Each Offeror’s written technical proposal shall be evaluated, based on the factors and subfactors identified in paragraph “C” below. The Government shall determine if the Offeror’s proposal provides a thorough, compliant technical approach that meets the requirements of the basic PWS; and demonstrates an in-depth knowledge and understanding of those requirements and their associated risks.
The technical proposal shall address each of the following subfactors in sufficient detail. For each technical subfactor, the Offeror shall identify risks, if any, associated with the proposed approach, and actions the Offeror will take to mitigate the identified risks. If no risks/mitigations are identified in the Offeror’s proposal, it indicates the Offeror does not consider there to be any risk associated with their proposed approach.
Small Business Subcontracting Plan (Other than Small Businesses Only). Other than Small Businesses shall provide a clear, detailed and realistic Small Business Subcontracting Plan that complies with FAR 52.219-9 and DFARS 252.219-7003 and satisfies all of the requirements of FAR 19.704, DFARS 219.704, and AFFARS 5319.704(a)(1) in order to be determined acceptable by the CO prior to contract award. An approved Subcontracting Plan is required for contract award to an other than Small Business offeror and will be reviewed as a part of the CO’s responsibility determination.
The apparently successful Offeror’s Small Business Subcontracting Plan shall be assessed in accordance with FAR 52.219-9 requirements and must be determined as ‘acceptable’ by the Contracting Officer in the event of an award. Goals provided by the offerors will be incorporated into and become a part of the contract. The successful offeror will be required to provide reports on small business participation IAW FAR 52.219-9. The Subcontracting Plan is a materiel requirement of the solicitation and any resultant contract. A Small Business Subcontracting Plan deemed as ‘unacceptable’ may preclude an offeror from being eligible for contract award.
C. Evaluation Factors and Subfactors. The CONUS and OCONUS evaluations will be separate, each shall be accomplished using the criteria based on the following evaluation factors and subfactors. See Table-2 and Table-3 for Acceptable/Unacceptable rating definitions.
Factor-1: Technical Approach
a) Technical Subfactor-1: Qualified Staffing.
This subfactor will be rated “Acceptable” when all of the Offeror’s proposed staffing meets minimum Education, Experience, Knowledge/Skills/Abilities and Security requirements as identified in Appendix-P of the basic contract PWS.
b) Technical Subfactor-2: Work Action Plan (WAP) Template.
This subfactor will be rated “Acceptable” when the Offeror’s proposed WAP Template includes the minimum: technical processes, tools/equipment used and specifics on how the Offeror shall specifically perform FCA Services, in accordance with the basic contract PWS Paragraph 2.11.15.
State, Local, and Host Nation requirements shall be incorporated into the WAP. Contractors shall provide relevant copies of permissions, licenses, approvals, detailed plans to obtain licenses, etc. to conduct business in the relevant country, location, etc. A plan shall outline process milestones to meet the performance and assessment start date, license support partners, if applicable, and any other relevant and/or past information supporting the contractor’s ability to obtain all applicable licenses. The contractor must provide substantiating documentation demonstrating the firm's ability to conduct business in the place(s) of performance under this TO, this substantiation will not count towards the page limitation.
c) Technical Subfactor-3: Safety Plan.
This subfactor will be rated “Acceptable” when the Offeror’s proposed Safety Plan meets the minimum requirements in accordance with the basic contract PWS Paragraph 6.3.2.
d) Technical Subfactor-4: Quality Control Plan (QCP).
This subfactor will be rated “Acceptable” when the Offeror’s proposed QCP meets the minimum requirements in accordance with the basic contract PWS Paragraph 6.3.3.2.
Table-2, Technical Acceptable/Unacceptable Rating Method
Adjectival Rating Description Acceptable Proposal meets the requirements of the solicitation.
Unacceptable Proposal does not meet the requirements of the solicitation.
Factor-2: Past Performance
Past performance shall be used as an evaluation factor within the LPTA process. It shall be evaluated in accordance with FAR 15.305 and DFARS 215.305. However, the comparative assessment in FAR 15.305(a)(2)(i) does not apply. Therefore, past performance will be rated on an “Acceptable” or “Unacceptable” basis using the ratings in Table-3 of this RFP. The Offeror shall provide examples of recent and relevant past performance for similar contracts awarded to them (include contract number, location, POC, contact information).
Relevant Past Performance is defined as contract efforts involving similar scope, magnitude of effort and complexity.
Recent Past Performance is defined as efforts executed within the last two (2) years.
In conducting the Past Performance evaluation, the Government reserves the right to use both the information provided in the Offeror's provided Past Performance and information obtained from other sources available to the Government, to include Contractor Performance Assessment Reporting System (CPARS), Past Performance Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases; interviews with Program Managers, Contracting Officers and Fee Determining Official; the Defense Contract Management Agency (DCMA), and commercial sources. The Government will evaluate Past Performance as it relates to the requirements outlined in the PWS, and magnitude as contained within the CLIN structure (Attch-3).
Past Performance will be evaluated as either Acceptable or Unacceptable as stated in Table-3 of this
RFP.
a) Past Performance Subfactor-1: Management of Key Personnel This factor will be rated as acceptable when the Offeror’s past performance in the area of Management of Key Personnel (staffing) resulted in a performance rating of satisfactory or higher in CPARs or other Government data systems.
b) Past Performance Subfactor-2: Program Management and Other Management
This subfactor will be rated as acceptable when the Offeror’s past performance in the area of Program Management and Other Management (task accomplishment) resulted in a performance rating of satisfactory or higher in CPARs or other Government data systems.
c) Past Performance Subfactor-3: Quality This subfactor will be rated as acceptable when the Offeror’s past performance in the area of Quality resulted in a performance rating of satisfactory or higher in CPARs or other Government data systems.
d) Past Performance Subfactor-4: Specified Past Performance This subfactor will be rated as “Acceptable” when the Offeror’s past performance demonstrated familiarity with the installations BUILDER SMS database; and demonstrated knowledge and use of: Inventory and Assessment Manuals/Criteria for the requirement component systems, BUILDER Remote Entry Database (BRED), and Uniformat II Criteria, within the past two years for Department of Defense (DoD) customers.
NOTE: In the case of an Offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the Offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305(a)(2)(iv)). Therefore, the Offeror shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating is acceptable.
Table-3, LPTA Past Performance Ratings/Description
Adjectival
Description
Acceptable
Based on the offeror’s performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort, or the offeror’s performance record is unknown. (See note on previous page)
Unacceptable
Based on the offeror’s performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort.
Factor-3: Price:
Adequate price competition per FAR 15.403-1(c)(1) is anticipated and may exist if, in part, two or more offers are received that satisfy the Government’s requirements. Offeror’s Total Evaluated Prices (TEPs) will be evaluated for price reasonableness. The TEP will be the only discriminator amongst Offerors for the Price Factor. Price analysis will be used to evaluate the price reasonableness of each Offeror’s TEP. The Government may compare Offeror’s TEPs, compare TEPs to an Independent Government Estimate (IGE) or may use other price analysis techniques per FAR 15.404-1. The TEP for each offer will be the sum of all CLINs highlighted in Attachment-03, Proposal Price Sheet, to include a 6-month extension via FAR 52.217-8, Option to Extend Services.
In the event of only one proposal, the Government may require the Offeror to submit certified cost or pricing data in accordance with FAR 15.403-5. Evaluation of option price(s) shall not obligate the Government to exercise the option(s). In the event that the Government requires continued performance via an exercise of FAR Clause 52.217-8, Option to Extend Services, the contractual basic price(s), as applicable to the extension period will be considered “fair and reasonable.” If the extension of services clause is utilized at the end of the contract performance period (August 2028), the prices for the Option to Extend Services proposed will apply to the extension. This determination will be based upon the price evaluations performed herein whether for a negotiated or competed action. The TEP will be determined by multiplying the quantities identified in the Price Sheet by the proposed unit price for each CLIN.
The Offeror’s price proposal shall be evaluated using one or more of the techniques defined in the FAR to ensure it is fair and reasonable. A detailed and complete analysis of each Offeror’s proposal will be performed.
7. Proposal Requirements
A. General. The following instructions cover the preparation and submittal of the Offeror’s proposal for this solicitation. Offerors must follow the instructions contained herein.
