FA805123R4005: FCA – IDIQ RFP Questions & Answers
1. Is the CONUS portion of the award to be Small Business or SDVOSB set-aside?
--Yes. The CONUS requirement is a Service-Disabled Veteran Owned Small Business (SDVOSB) Set-aside.
2. Is the OCONUS portion of the award to be Small Business or Unrestricted? The RFP and PWS state different things.
--The OCONUS requirement is a Small Business (SB) set-aside.
Travel Costs determination:
Section 10.1 of the PWS seems to imply travel would be reimbursable but the price sheets state travel is part of FFP
3. Should Travel Costs be reimbursable or negotiated at TO award?
--Travel costs are included within the total evaluated price (TEP) of the proposal, and are not reimbursable or negotiated after award.
4. Request clarification on G20 System. Appendix W includes G20 but does not state it is “Not in Scope”.
G20 is not listed as one of the Systems under the 5, 7, 12 pricing line items in section 2.4 for Systems to be inventoried.
--G20 System not included. PWS amended.
5. Paragraph E. Additional Instructions to Offerors, Due Date, page 9 of 9: Will AFCEC please consider providing an extension to 19 May 2023 to give SBs and SDVOSBs sufficient time to prepare our proposal responses. This additional time gives offerors and opportunity to fully review the multiple attachments and appendixes and to ensure we offer “fair and reasonable” pricing and technical responses that explicitly address AFCEC needs.
--The extension is granted, and an amendment will be forthcoming accordingly.
6. Factor 2, Past Performance, Subfactors 1, 2, and 3, pages 4 and 5 of 9. It reads that each of these subfactors require examples of recent and relevant past performance for similar contracts. Are these the same contracts provided in response to Subfactor 4 – Specified Past Performance or are these to be different contracts than the ones in Subfactor 4? Do all examples need to be within the last two years?
--Factor 2 instructions (page 4) are the same for all Factor 2 subfactors (a-d pages 4-5). Yes, all examples within the last 2 years.
7. Factor 2, Past Performance, pages 4 and 5 of 9. This factor does not appear to require us to provide the actual CPARS reports. Is this correct? If not, should they be provided as an attachment that is not part of the page count?
--CPAR reports can be pulled if the contract number/location/POC/contact information is provided within the factor. The CPAR report themselves do NOT need to be attached as part of the proposal.
8. Factor 3 Price. Unit Prices are all-inclusive of costs. There are many variables involved in pricing task orders including but not limited to: (1) Location unit cost rates that included Per diem meals & incidentals, Lodging, Lodging taxes, Airfare, Rental vehicle, and Gasoline, (2) Travel time to location; (3) Specific parameters for facilities included in a task order such as Number of facilities, Average facility size, Facility type, and Security requirements including escort and facility specific access requirements.
Pricing is required to include travel costs. These vary widely by installation locations across CONUS and OCONUS. Questions:
a. To provide a comparative analysis, would the government please provide baseline constants to eliminate these variables that may be interpreted differently by Offerors?
--No. Travel costs are inclusive within the TEP, and the Government requires each offeror to propose these costs while considering the inherent risks involved.
b. Will the unit prices be used to price future TOs? If so, will the Unit Prices be used for additive/deductive modifications?
--Unit prices are inclusive for the entirety of each the CONUS and OCONUS IDIQ (5 years) and displayed separately within the price sheets (RFP attachment(s) 3a and 3b) broken down for the base year with following option years.
9. Factor 3 Price. Inflation rates/cost escalation. With the recent inflation/supply chain issues, determining inflation/escalation factors is challenging, will the government provide baseline escalation rates to eliminate this variable that may be interpreted differently by Offerors?
--No, the Government requires each offeror to propose these costs while considering the inherent risks involved.
10. There is a contradiction between the RFP and PWS regarding the types of awards the Air Force intends to make under this IDIQ. Will any of the awards be available to unrestricted competition?
---PWS, corrected to show SB awardee for OCONUS requirement. An amendment will be issued with the corrected PWS.
11. Past Performance. Please clarify what should be submitted as Past Performance. Should the Offeror submit a separate project description for each of the four subfactors? Will AFICC find the relevant CPARS or should the Offeror submit the CPARS for each relevant project? Please note that the Evaluation Categories on a CPARs do not in all cases correspond to the RFP Evaluation Factors.
--No. Any individual contract should include each subfactor.
--CPAR reports can be pulled if the contract number/location/POC/contact information is provided within the factor. The CPAR report themselves do NOT need to be attached as part of the proposal.
12. Travel Costs. Please confirm that all projected travel costs should be included in the total cost bid.
--Yes, Travel costs are included within the total evaluated price (TEP) and are not reimbursable or negotiated after award. The Government requires each offeror to propose these costs while considering the inherent risks involved.
13. Foreign Nation Support (Permission to Conduct Business) Section 5.6 of the RFP list several countries, including Afghanistan where the contractor is required to acquire and maintain copies of a permission, licenses, approvals to enter a foreign nation and conduct business. Afghanistan is not listed in the table of possible locations in Appendix V of the PWS and there are no Air Force Bases in Afghanistan so should it be removed from the RFP? Can you please clarify what is required for the different countries and is it required at the time the Proposal is submitted or after a TO is issued for work in the country?
--PWS Para. 5.6 will be updated and amended to remove Afghanistan.
14. The pricing spreadsheets indicate that travel costs must be included in the unit price. However, paragraph 10.1 of the PWS states: “The Contractor shall not be reimbursed for expenses which are unauthorized and/or exceed travel, lodging, and per diem costs identified in the most current Joint Travel Regulation (JTR), IAW FAR 31.205-46, without prior approval from the issuing task order CO.”
Travel costs fluctuate greatly and introduce significant risk. Will the government consider making travel costs a reimbursable CLIN IAW paragraph 10.1?
--No. Travel costs are included within the total evaluated price (TEP) and are not reimbursable or negotiated after award. The Government requires each offeror to propose these costs while considering the inherent risks involved.
15. In paragraph 6.C, Past Performance Subfactor 1 (Management of Key Personnel) and Subfactor 2 (Program Management and Other Management) are not specific categories rated in CPARS. Will the government consider combining Subfactors 1 & 2 to be Management only?
--No. Subfactors will be evaluated IAW with the RFP.
16. Does the government want copies of the CPARS submitted under Past Performance Subfactors 1, 2, and 3? If so, can they be excluded from the page count?
--CPAR reports can be pulled if the contract number/location/POC/contact information is provided within the factor. The CPAR report themselves do NOT need to be attached as part of the proposal.
17. Is there a minimum or maximum number of projects required for past performance?
--No.
18. Please confirm Total SF per Base and each Option Year?
CONUS - 25,400,000 SF
OCONUS – 6,000,000 SF
--These are just placeholders for proposal purposes. The total SF is undetermined.
19. Contract Term Ceiling Values: SDVOSB/CONUS $30,000,000, SB/OCONUS $15,000,000
Do these values include the Six (6) Month Extension?
--Yes.
20. The pricing templates appear to calculate pricing for a full year of work for the Six (6) Month Extension
Is this correct?
--No, the pricing sheet(s) define the unit price for each line item in reference to the 3 square footage size categories. The Total SF for any given year or period is undefined.
21. Any one Task Order scope(s) may include a mix of all CLINs 0001 thru 0003 and all 3 facility size ranges.
Is this correct?
--Yes, may or may not contain one or all.
22. In the OCONUS pricing sheet (“Attach-03b_Proposal_Price_Sheet_(OCONUS).xlsx”), please clarify that the “Total Price Base Year CONUS” cell in the bottom right of page 1 (for the Base Year) should read, “Total Price Base Year OCONUS” rather than “CONUS”.
--Yes, amended RFP attachment 3b.
23. Under C. Evaluation of Factors and Subfactors Factor- 2: Past Performance.
For projects where the Offeror supported a project as a subcontractor are CPAR the prime received from the Contracting Agency acceptable or is a PPQ from the prime required reflecting only the Offeror’s past performance on the project?
-- CPAR reports can be pulled if the contract number/location/POC/contact information is provided within the factor. The CPAR report themselves do NOT need to be attached as part of the proposal.
24. Due to the wide variety of locations that may or may not be executed, will you consider the pricing to be independent of travel costs? In other words, pricing plus travel reimbursement not to exceed the current Joint Travel Regulation (JTR)?
--No. Travel costs are included within the total evaluated price (TEP) and are not reimbursable or negotiated after award.
25. RFP page 7 mentions Appendix-P under the table within ‘C. Proposal Preparation and Submission’.
Within Attachment 02 PWS, Appendix P is mentioned also. Please clarify where we can find Appendix P.
--Appendix P is embedded within the PWS page 29.
26. Given DUNS numbers are being retired, would you like responding firms to include their UEI number(s) on their cover letters?
--Yes.
27. RFP page 7 under Volume 2. Past Performance, the instructions call out for separate sections of information to be included under Sections I through III or Evaluation Factors 1-3 and give a 5-page limit for each. Please clarify what you would like responding firms to include under each of these Sections/Factors.
--CPAR reports can be pulled if the contract number/location/POC/contact information is provided within the factor. The CPAR report themselves do NOT need to be attached as part of the proposal.
28. FCA RFP Amended 24APR23 3 6.c. Factor 1 Please elaborate on sufficient documentation required to meet the government's request for "substantiating documentation demonstrating the firm's ability to conduct business in the place(s) of performance under this TO"
--See RFP page 3, “relevant copies of permissions, licenses, approvals, detailed plans to obtain licenses, etc. to conduct business in the relevant country, location, etc.”
29. FCA RFP Amended 24APR23 4 Factor-2: Past Performance Does the government have an intended minimum number of Past Performances for submission?
--No, there is no minimum.
30. FCA RFP Amended 24APR23 7 7.Proposal Requirements In the evaluation criteria for Past Performance, the standards are listed as specific ratings on CPARS, but each sub-section in the Past Performance Volume is also given a page limit. Is the government looking for a narrative for each section of the Past Performance, or just the CPARS for past performance?
-- CPAR reports can be pulled if the contract number/location/POC/contact information is provided within the factor. The CPAR report themselves do NOT need to be attached as part of the proposal.
31. FCA RFP Amended 24APR23 7 7.Proposal Requirements Will the government accept Past Performance Questionnaires (PPQs) if CPARS are unavailable for the specified projects?
--CPARS only will be evaluated.
32. "PWS Air Force FCA Support 30 January 2023" 6 1.2 Purpose The PWS States that the OCONUS awardee will be unrestricted. Please confirm that the OCONUS awardee will be a Small Business per the RFP.
--OCONUS award is a Small Business (SB) set-aside.
33. Attachment 3 - Proposal Price Sheet NA NA Can the government confirm that Travel will be reimbursable within the rules of the Joint Travel Regulation (JTR)? Is there a limit per year or Task Order of reimbursable travel?
--Travel costs are included within the total evaluated price (TEP) and are not reimbursable or negotiated after award.
34. RFP Page 2 Sec 4 Para 1: Can the Government confirm that the planned award approach is as stated within the RFP Page 2, Section 4 Basis for Award “The Government intends to make two (2) single award contracts from this solicitation. The awards will be an Indefinite Delivery/Indefinite Quantity (ID/IQ) contract. One (1) “SDVOSB” set-aside awardee will perform all required tasks within the Continental United States (CONUS) locations, and one (1) “SB” awardee will perform all required tasks at locations Outside of CONUS (OCONUS) and locations within the United States Central Command, Area of Responsibility (CENTCOM AOR)."? There is a contradictory statement located within in Section 1.2 on Page 7 of the PWS "The purpose of this contract is to provide FCA services support under an Indefinite Delivery, Indefinite Quantity (IDIQ) contract that supports the entire AF enterprise. The IDIQ will be competed as two (2) single awards from one (1) solicitation; one (1) Small Business (SB) awardee for Continental United States (CONUS) locations, and one (1) unrestricted/Large Business (LB) awardee for Outside Continental United States (OCONUS) and Air Force Central Command (CENTCOM), Area of Operation (AOR) locations."
--CONUS requirement is a Service-Disabled Veteran Small Business (SDVOSB) set-aside.
--OCONUS requirement is a Small Business (SB) set-aside.
35. RFP Page 4 Sec 6C Factor2 Para 3: Under 6. Proposal Evaluation, C. Evaluation Factors and Subfactors, Factor-2: Past Performance: the RFP articulates that recent past performance is defined as "efforts executed within the last two (2) years." Due to resulting conditions from the COVID-19 pandemic and the associated impact on fieldwork would the Government expand the definition to include projects executed within the last 5 years?
--No. Completed projects within the last 2 years as defined within the RFP.
