A. G20 Site Improvements Description
1. UNIFORMAT II definition
• Site improvements includes improvements such as parking lots, sidewalks, roadways, fencing, retaining walls, and landscaping.
2. Major components
• Roadways (G2010): This subsystem includes components for roadways. These components include paving bases and sub‐bases, curbs and gutters, paved surfaces, marking and signage (pavement), guardrails and barriers, and resurfacing. All of these components, with the exception of guardrails and barriers are generally inventoried and assessed in SMS PAVERTM. Guardrails and security barriers are inventoried and assessed in
BUILDERTM SMS.
• Parking Lots (G2020): This subsystem includes components for vehicular parking. These components include paving bases and sub‐bases, curbs and gutters, paved surfaces, marking and signage (pavement), guardrails and barriers, and resurfacing. All of these components, with the exception of guardrails and barriers, are generally inventoried and assessed in SMS PAVERTM. Guardrails and security barriers are inventoried and assessed in
BUILDERTM SMS.
• Pedestrian Paving (G2030): This subsystem includes components for walking surfaces and other small paved areas. These components include paving bases and sub‐bases, curbs and gutters, paved surfaces, guardrails and barriers, resurfacing, and steps and terraces.
Pedestrial paved surfaces, Guardrails and security barriers are inventoried and assessed in BUILDERTM SMS.
• Site Development (G2040): This subsystem includes assemblies for on‐site improvement components. These components include fencing and gates, retaining walls and freestanding walls, exterior furnishings, security structures, signage, fountains and pools, playing fields, terrace and perimeter walls, flagpoles, and other site improvements. Memorials and monuments should be inventoried as other site improvements.
4 | P a g e
• Landscaping (G2050): This subsystem includes assemblies that improve the appearance of the site by planting, seeding, and grubbing. These components include grading and soil preparation, erosion control measures, topsoil and planting beds, seeding and sodding, plantings, planters, landscape features and irrigation systems. These components are not Real Property and are not inventoried and assessed in SMS BUILDERTM.
• Airfield Paving (G2060): This subsystem includes components for airfields. These components include airfield paving construction, joints and anchorage, navigation aids and airfield markings and are not inventoried and assessed in SMS BUILDERTM but are included in SMS PAVERTM.
Arresting system anchorage is inventoried in A1010.
3. Life cycle characteristics
• Site Improvements systems and components provide reliable service when properly installed and maintained. These systems have a service life of 20 ‐ 40 years and some components can remain in service beyond 50 years. These systems and components show relatively slow rates of deterioration, but can accelerate if problems such as corrosion, moisture damage, etc. are not addressed in a timely manner. Site Improvements components are generally assessed using the Direct Condition Rating (DCR) Definitions chart considering observed defects.
II. Inventory A. General G20 Inventory Guidance
Unlike other systems where the system component(s) is part of a real property facility, most of the components in G20 may be a stand alone facility in the Real Property Asset Database (RPAD) or represent a subset of a facility containing all the real property in the CATCODE. This section presents common UNIFORMAT II G20 Site Improvement Inventory Component Sections found across USAF installations as a guide for entering into the BUILDERTM SMS or BREDTM software. Inventory items are arranged by BUILDERTM SMS system with Material / Equipment Category, Component Subtype, Quantity and Inventory Notes. Section VI (G20 UNIFORMAT II Minimum Component Reference Table) provides a complete listing of the minimum components inventoried and assessed for G20. Bases may elect to inventory and assess additional components.
NOTE: Bases may elect to inventory and assess other site improvement Component Sections. G20 inventory and assessment is required by the current AFCAMP Playbook (Business Rules) as project support documentation for consideration in the project prioritization process for components included in the project Statement of Work.
Component Subtypes General, Other, and Unknown require a Section Name to identify the Component Sections. Include additional information in Inventory Comments, if required, to further describe the Component Sections.
It is critical to confirm the year installed (facility acceptance year default from Real Property Assets Database (RPAD) or to estimate the year installed. BUILDERTM SMS uses the Install Date, life‐cycle degradation curves and assessment observations to establish Condition Index (CI) for each Component Section. If the assessor suspects the RPAD default date is not accurate or an addition or renovation has taken place, check the RPAD record for year renovated or check local as‐built or renovation drawings to help determine the year installed. Estimated Install Dates decrease the Expected Service Life
5 | P a g e significantly. Every effort should be made to establish an Install Date and avoid the use of “estimated”.
If this is an initial assessment and no site improvement inventory has previously been entered into BUILDERTM SMS, an inventory is required. Most components inventoried for USAF site improvement structures are visible. When components are not visible (or an area of the structure is not accessible), as‐ built drawings should be used to identify and quantify the components. If as‐built drawings are not available, the assessor may use experience to make an assumption for the component types and quantities based on similar construction, consultation with local staff and other resources such as http://www.inspectapedia.com.

Often manufacturer websites will have product information available which can help the assessor determine age, equipment type, capacity and model.
The remainder of this section provides photo examples of the most common USAF site improvement inventory items categorized by major components and accompanied with appropriate Material / Equipment Category, Component Subtype, and Quantity from the BREDTM drop down menus. This information is supplemented with general and specific inventory notes as a guide for data entry by the assessor.

III. Assessment A. General G20 Assessment Guidance
Site Improvement Component Sections are assessed using Direct Condition Rating (DCR). Site Improvement Component Sections will be visible. When Component Sections are not visible, assessment is based on operability or serviceability (work history).
When site improvement sections are visible, they must be assessed. The on‐site assessment is determined based on the assessor’s observations compared to the Direct Condition Rating (DCR) Definitions chart for major components G2010, G2020 and G2030, and G2040. The “Rating” reflects observed deterioration, impact on operability, serviceability (work history) and repair requirements based on the chart and the assessor’s professional judgment. When determining the “Rating,” the assessor should consider the quantity and severity of conditions or distresses observed. The assessor must provide an Inspection Comment in cases of Amber+ or lower DCR or BUILDERTM calculated Distress Survey rating. It is highly recommended that photographs documenting defects to be taken and attached to the assessment.
Under no circumstances should age be factored into a DCR or Distress Survey assessment. Ratings are based on condition, operability and/or serviceability only. BUILDERTM SMS already factors in the age from the Install Date when BUILDERTM SMS calculates Condition Index (CI).
The following conditions or events can accelerate site improvement component deterioration and should be considered by the assessor:
• Improper construction or installation
• Damage or misuse
• Corrosion (often related to weather exposure and/or coastal environment)
If observed, the assessor must consider the severity and density of these conditions to determine the DCR provided by the following DCR chart.
The assessor must provide an Inspection Comment for any Amber+ or lower DCR or BUILDERTM calculated Distress Survey rating. Unless the condition is based on serviceability, compliance, or a condition that cannot be visually documented, photograph documentation is highly recommended to be attached to the assessment.
When there is visible deterioration or defects of a system/component, a picture provides a lot of value. When accomplishing the 5‐year reassessment, especially when it is a different assessor, the assessor can compare the then to now. Even if it is the same assessor sees a particular asset frequently (possibly yearly during annual PM), the assessor may not notice the gradual degradation so a picture provides great value. Please consult local ISSO for correct procedures on taking pictures, reviewing picture content and transferring data to AFNET to ensure INFOSEC, COMSEC, OPSEC compliance.
Following the BUILDERTM SMS assessment, the assessor should inform the facility manager of any new issues discovered.
NOTE: Red highlighted text is provided as an example of a life cycle of typical components and should be adjusted as needed to represent other various components.
15 | P a g e
Direct Condition Rating (DCR) Definitions
Rating Observation Green (+) Fully Operational ‐ Free of Known or Observable Defects
No action required
Green Fully Operational ‐ Slight Deterioration or Minimal wear No action required
Green (‐) Fully Operational – Normal wear and/or serviceability defects No action required
Amber (+) Reduced Operation – Minor wear and/or serviceability defects Repairs could be accomplished and replacement planned within next eight to ten years (Investment of resources could extend life)
Amber Reduced Operation – Moderate wear and/or serviceability defects Repairs could be accomplished and replacement planned within next six to seven years (Investment of resources could extend life)
Amber (‐) Reduced Operation – Significant wear and/or serviceability defects Repairs could be accomplished and replacement planned within next three to five years (Investment of resources could extend life)
Red (+) Loss of Operation – Moderate wear and/or serviceability failure Repairs could be accomplished and replacement planned within next two years (Further investment in repairs to extend life is unwise)
Red Loss of Operation – Significant wear and/or serviceability failure Repairs could be accomplished and replacement planned within the next year (Further investment in repairs to extend life is unwise)
Red (‐) Loss of Operation – Complete wear and/or serviceability failure Replacement needs to be planned immediately
16 | P a g e
Below are assessment hint questions to help the assessor determine the most appropriate DCR.
B. Assessment G2010 Roadways Examples of typical security guardrails and barriers distresses or conditions include: (see G2010, above, for similar examples)
C. Assessment G2020 Parking Lots
Examples of typical security guardrail and barrier distresses or conditions include: (see G2010, above, for similar examples)
D. Assessment G2030 Pedestrian Paving
Examples of typical security guardrail and barrier distresses or conditions include: (see G2010, above, for similar examples). For sidewalks, unless otherwise obviously known to be in Red condition, assess as Green‐.
E. Assessment G2040 Site Development
Examples of typical Site Development Component distresses and conditions include:
G20 Assessment Hint Questions
• What distresses or problems are observed?
• What is the quantity and severity of the distresses?
• What is the repair history of the component?
• Are repair parts readily available for the component?
• Is there a compliance issue? Refer to the BUILDERTM Direct Condition Rating
Matrix for DCR.
• Will repairs preserve or extend the remaining service life of the component?
Based on above:
• Select a DCR from the chart.
• If assessment rating is Amber + or below, enter an Inspection Comment to describe the reason. Unless the condition is based on operability, serviceability, compliance, or a condition that cannot be visually documented, photograph documentation of the defect(s) is highly recommend to be attached to the assessment.
• An Inspection Comment should also be entered regardless of DCR, if a significant localized issue needs to be highlighted, which may not necessarily impact the overall Component Section DCR.
17 | P a g e
IV. Inventory and Assessment Rules of Thumb A. Assessor Qualifications
• The assessor should have 5+ years of experience with installation and repair of site improvement components and be equivalent to a Journeyman, a V Level Technician or Civil Engineer. The assessor should be able to identify common site improvement components, understand how they function/operate and have experience planning or performing maintenance, improvements, or repairs.
B. Year Installed
• In some cases, site improvement sections may be replaced as an individual repair or partial replacement. These areas would have a different age. The RPAD construction and renovation dates should be confirmed, if they are not appropriate, the component age must be estimated.
• Additions, major repairs, or partial replacements likely require identifying a separate section with a different age.
C. Inventory/Assessment
• Avoid using “other.” This will allow BUILDERTM SMS to effectively use all built in processes.
V. Inventory/Assessment Data Collection Sheets The following data collection forms are included as a recommendation and may be found in the AFCEC BUILDERTM SharePoint Site Documents Library. Use whatever collection method works best for the individual assessor.

VI. G20 Uniformat Minimum Component Reference Table The following table provides SMS MINIMUM inventory and condition assessment requirements. The table effectively provides a list of WHAT will be inventoried, WHERE within the SMS the component inventory it will reside, and HOW a component is to be condition assessed. The structure of the list is within UNIFORMAT II to be consistent with BUILDERTM SMS. Currently, all components are Direct Condition Rating assessed. Eventually, Distress Survey assessments may be conducted on selective components.
PM Inspection/Testing Directive column gives information on any Air Force applicable publication providing Preventative Maintenance (PM) actions that, once conducted, provides information on a component's condition assessment. Preventive Maintenance Task Lists (PMTLs) or other inspections may be considered a Distress Survey type assessment in the future for some components.
Condition assessment frequency is not to exceed 5 years. Condition assessments conducted as part of a PMTL may be entered into SMS but should not be more often than an annual assessment.
