Responses to Questions

Airfield Rubber/Marking Removal & Restriping (R3), Regional IDIQ

1. The subject solicitation states the magnitude of the contract between $5,000,000 to

$10,000,000, and to select 11 contractors. Is this amount is total amount for all 11 contractors or each. Answer. The magnitude is the cumulative total amount for all 11 contracts to be awarded.

2. In Attachment 1, RFP Sections L&M, M002 Evaluation Factors, section a.1) Factor 1:

Technical Approach Evaluation, the last paragraph on page 11 states:

“The Offeror shall provide processes/details on how thermoplastic airport pavement markings shall meet technical standards of U.S. Department of Transportation Federal Aviation

Administration Advisory Circular No: 150/5370-10G, Subject: Standards for Specifying

Construction of Airports.”

The pricing worksheets for all of the eleven AFBs have zero quantities for preformed thermoplastic markings. If no preformed thermoplastic marking work is to be priced is it necessary to provide technical information in the proposal for this item? Answer. No. All zero quantities to include all references to thermoplastic markings work will be removed from the pricing worksheets, RFP, Attachment 3 (see solicitation Amendment 01). The last paragraph of Factor 1, Technical Approach Evaluation, M002, page 11, as stated above, will be deleted from solicitation (see solicitation Amendment 01).

3. The RFP Statement of Work, Attachment 1, paragraph 2.5.4 Disposal, imparts that some states may require samples taken of the removed rubber, paint and waste water to determine if they are hazardous waste. If this is currently unknown, how will the contractor be compensated for the additional cost associated with the removal, handling and disposal if it is determined to be hazardous? If this is factored into the bid up front, the government would pay a much higher cost than necessary if it is not hazardous. Will the Government consider adding a CLIN to the bid schedule for the handling and disposal of hazardous waste in the event it is encountered?

Answer. No, the Government will not add another CLIN to this solicitation for the handling and disposal of hazardous waste in the event it is encountered? Removal of hazardous paint and waste water is not the norm. If the Contractor must remove hazardous waste, the local base Contracting Officer shall make the decsion to determine if the hazardous waste is a “differing site condition.”

4. When using Ultra High Pressure Water (UHP) 30,000-40,000 PSI to remove paint and rubber it is basically impossible to protect caulked joints from damage. Can the government provide the type of joint materials used (i.e. silicone caulk, tar, rubber insert, etc.), approximate age and the

LF amounts in the areas scheduled for rubber and paint removal. This information is important so the contractor can assess the potential amount of joint damage that may occur. Normally rubber inserts and tar joints hold up to UHP, Silicone and other soft caulked materials will not withstand UHP. If the government cannot accurately provide the information requested above, will they consider adding a LF caulking CLIN to the bid schedule due to the unknown costly expense a contractor could be faced with? Answer. No, the Government does not intend on adding another CLIN to this solicitation for joint sealant damage. The age of the airfield and joint sealant differs from base to base, as does does the types of sealant. The

Contractor is responsible for determining the most appropriate method used to remove paint and rubber at an airfield location in accordance with the SOW and requirements of the particular base task order.

5. If we will be bidding on multiple AFBs, does this require multiple submissions of all volumes? For example, if we were to bid on JBSA Lackland and JBSA Randolph would that require the submission of Volumes I-V for each base or a submission of Volumes I, II, III and V once and a separate submission of Volume IV (Price) for each base? Answer. A complete proposal of Volumes I-V shall be submitted for each individual AFB. Please refer to

Section L, Page 3, above Table 2.2. “NOTE: Offerors may submit proposals for more than one AFB; however the Offeror must submit separate and complete proposals for each base;

the Offeror shall submit the corresponding AFB Pricing Worksheet (Attach. 3) for each proposal.”

6. If we will be bidding on multiple AFBs, will all Past Performance Questionnaires (PPQ) apply to each AFB? For example, a PPQ is sent to Mr. X at Y AFB. Mr. X completes a single

PPQ for submission. Does Mr. X’s completed PPQ apply to all AFBs that we submitted a bid for? Answer. The customer (e.g. Mr. X above) may submit a single PPQ to the government for your past performance. However, the government expects the reference to be placed in each individual proposal (Volume III). Please refer to Section M, Page13. “NOTE: Offerors may submit a proposal for more than one base; however, the Offeror MUST ensure the correct Pricing Worksheet is submitted with the corresponding proposal(s). The name of the individual AFB will be annotated on each of the 11 separate Pricing Worksheets provided in Attachment 3 of the solicitation. The TEP will be evaluated separately for each proposal submitted.”

7. Attachment 4, Contractor Team Organization has been issued as a PDF document. In its current form it does not allow for the expansion of cells to include the information requested in a font large enough to be easily read. For example, on the first page the Address cell is one line and too short to input the address as one line. Can this file be provided as an Excel or fillable

PDF format? Answer. Attachments 4-6 have been revised as part of Amendment 01.

8. Request clarification on Attachments 3, Pricing Worksheet. Instructions state to fill in unit pricing in the highlighted boxes. If this is correct, why are there other items listed on the sheets that have no quantities? Are you still requiring these prices to be entered regardless? Answer.

Attachment 3 has been revised as part of Amendment 01; all zero quantities have been removed.

9. We are very interested in quoting solicitation FA8051-16-R-0001. Would you please advise on how you will schedule each particular project, it will have a bearing on the way we will quote said same. Answer. Each project will be scheduled by each base once they receive their individual award.

10a. MOO2 Evaluation Factors – page 10 of 13 – Is it the Government intent to have the contractor hire an independent laboratory to test paint? Answer. No, it is not the Governments intent to have the Contractor hire an independent laboratory to test paint materials.

10b. Can the manufacturer test results be used for acceptance? Answer. Yes, the last paragraph in Section L, M002 (page 10 of 13) has been changed to “The Offeror shall provide a quality control plan that demonstrates submission of a manufacturers literature

(cut sheets) which illustrates paint materials meet or exceed Federal Specification TT-P-

1952E or F; and demonstrate an ability to obtain beads which meet Federal Specification

TT-B-1325D,etc. (see solicitation Amendment 01).

11. Section 1.1 – General Information – Is it the Government intent to do the striping concurrently with the rubber removal? Would the Government be issuing individual task orders that just include striping? Answer. The contract will have CLINs for all three aspects of R3

(Rubber Removal, Marking Removal, and Restriping. The individual base will decide which CLINs to use based on the requirement. If the requirement is for striping only, then they may only use a restriping CLIN. However, please read the solicitation carfefully. The

Prime contractor must be able to perform all of the work identified in the SOW, either through their capabilities and/or a Prime’s Subcontractor/Teaming Partner’s capabilities.

12. Section 2.5 - Clean UP and Disposal – Will the contractor be required to dispose of the waste material from paint and rubber removal onsite or off base Answer. Waste materials will be required to be disposed of off base unless stated otherwise in the individual task order.

13. I have a question on the submittal of the bid package. As I read the instructions, each volume shall be in a three binder, properly tabbed, etc. Does this mean that bid submittal for one base will require ten separate binders, original and copy, or do you require two complete binder, original and copy, with all the volumes and properly tabbed? Answer. No, Offerors are not required to submit 10 binders. Section L, Paragraph 2.2.7 has been changed to: “Each

Volume of the proposal shall be tabbed in a three-ring, loose leaf binder. Multiple Volumes may be inserted into a binder, however they shall be properly tabbed to identify the appropriate Volume.
