22 March 2016 Responses to Additional Questions Airfield Rubber/Marking Removal & Restriping (R3), Regional IDIQ
1. How long does it take to receive the waivers for each individual task order?
Answer. Waiver approval will generally take one to two weeks but are base specific. Worksite waivers will be coordinated by each Civil Engineering Squadron (CES).at task order level. (Reference SOW Para. 1.2.3. Work Coordination.
2. If the debris is nonhazardous, (water) why is testing necessary?
Answer. The Government does not anticipate wastewater being hazardous with one exception; Randolph AFB has lead based paint on their runways. The final decision on testing for hazardous materials shall be determined by the individual base.
3. The contract calls for 8 lbs. of beads per gallon, and the ETL calls for 8-9 lbs. per gallon to be used. If sufficient beads are used, the 30-day reflective test would not be necessary?
Answer. The 30 day reflective test is required and will be performed. The ETL states 8-9 lbs. per gallon for Type I. Our ETL does not identify a rate for Type III; however the FAA requires 10 lbs. per gallon. The purpose of the reflectivity test/measurements, is to validate that the beads are embedded properly and effective after 30 days.
4. What is the minimum and maximum dollars for each task order?
Answer. The minimum dollar value per task order is $15,000 and the maximum is the any amount up to the ceiling specified for that particular base. (Reference FAR 52.216-19) and the min/max table located on page 15 of solicitation amendment 02.
5. If the joints in question are properly installed, no damage will occur. If you have failed joints, it will blow out. You cannot expect the contractor to protect every lineal foot of joint; the cost would be astronomical (labor and process to do so)?
Answer. Site visits have been coordinated to provide offerors an opportunity to view the condition of the airfields. Failed joints can be identified during the prework site inspection. Failed joints identified will be the government’s responsibility to repair if damaged.
6. Will multiple contracts be awarded at the same time?
Answer. A single award indefinite delivery-indefinite quantity (IDIQ) contract will be awarded for each of the 11 bases identified in the solicitation.
7. Will escorts be supplied by the Air Force for restricted work areas? If so, why a 30-day notice? This will happen in concert with the task order?
Answer. Each base will have their own procedures on escorts and free zones for work. Notice is to ensure Airfield management has appropriate time for runways closures etc., and the contractor has all needed materials on site and ready for the work.
8. Are there drawings/AS-Builts for each project?
Answer. Each AFB will typically provide drawings for each task order (TO) that show areas of work under that TO, i.e.; areas to have rubber removal on the runways and pavement markings required on certain taxiways, aprons, etc.
9. Loose flaking paint should be removed from the preparation prior to paint removal?
Answer. For restriping yes, the contractor has to provide surface preparation which would include removing flaking existing paint to ensure the new markings will adhere over the existing.
10. In the questions answered on 27 Jan 2016 item 12 states Waste materials will be required to be disposed of off base unless stated otherwise in the individual task order. Is this to include grey water or just solid waste? If the water is deemed to be non-hazardous from the cleaning process, can the water be dumped on the ground or in a separator on the base?
Currently during chemical rubber removal the waste products are being rinsed to grade; will the same be allowed with high pressure removal. Is this base specific or all bases?
Answer: The final decision to dump water on the ground or a separator would be determined and coordinated by the Civil Engineering Squadron (CES) at each base. The following information has been obtained from the AFBs.
| AFB |

11. Will the Air Force allow pre-CON and start work in conjunction with each other; one less trip? Answer. No, a preperformance conference (kick-off meeting) will be held at AFCEC, Tyndall AFB after award of the basic contracts. Awardees will receive a onetime payment of $1,200 to attend this post-award meeting. All other project specific pre-CON meetings will be coordinated and conducted by the CE and Contracting Squadron’s at the individual bases.
12. The recently released Amendment 1 to this Solicitation removes Detergent as an acceptable method of rubber removal. It also removed it from the CLINs. Is it the Government’s intention to “not allow” this method of rubber removal, even though at least three of the bases in the group currently use and prefer this method?
Answer. The detergent method of rubber removal has been added back into the solicitation (Reference CLINs 0015, 1015, and 2015).
13. It was stated at the site visit that uhp water blasting is highly discouraged. Due to joint damage concerns, without being allowed any time on the runway to inspect said joints. What information can be provided about age, condition and type of joints?
Answer. Holloman will not be utilizing the water blaster method for rubber removal. Holloman will only use the detergent method. (Reference Proposal Pricing Worksheet)
14. It was also brought up that we would be expected to mobilize for projects as small as painting a hold line. Is it possible to guarantee that painting be done on the same move as rubber removal or could a mobilization line item to allow the government a more reasonable price?
Answer. The minimum dollar value per project/task order is $15,000 and the maximum dollar value is any amount up to the ceiling specified for that particular base. The Government will not guarantee that painting is to be accomplished on the same task order as rubber removal; this will be an individual base decision based on priorities and availability of funds.
(Reference Solicitation Amendment 02, dated 17 Mar 2016. FAR 52.216-19 on page 29, and min/max table located on page 16 of amendment).
15. Amendment 3 which was issued on March 17th on FedBizOps does not have an SF 30 associated with it. Do you want it noted only in Block 18 of the SF 1442, or will you be issuing an SF 30 for signature acknowledgement as well? Answer: Amendments 1 & 2, and the corresponding SF 30’s shall be acknowledged and submitted with proposals. FedBizOps assigned Amendment 3 when the 11 revised Pricing Worksheets for each base were attached as part of Amendment 2.
16. Paragraph 7.3 (Page 8 of 14 of Section L) does not indicate a specific requirement for this tab information. Please clarify what is being asked, or whether it is not applicable. Answer: Please refer to pages 8 and 9 of Section L. Offeror’s shall provide the information requested in subparagraph’s 7.3.1 Authorized Offeror Personnel and 7.3.2, Company/Division Address, Identifying Codes, and Applicable Designations.
