This federal contract opportunity is for indefinite-delivery, indefinite-quantity analytical and technical services support for the Secretary of the Air Force's Concepts, Development, and Management Office to explore new concepts, develop emerging opportunities, and manage high-priority projects and programs. Services will directly support SAF/CDM's mission to be the partner of choice for innovation, discovery, and opportunity development within the Department of Defense.

The Program Management Plan (PMP), after approval by the Govt PM, shall be used as a baseline for control of the project.
Create and maintain a PMP per task order, which shall be used as a baseline for control of the project. The PMP shall be used to manage, track, and evaluate the Contractor's performance. The PMP shall document control policies and procedures for project administration, execution, surveillance (for quality control) and tracking. The PMP shall address (but not limited to) the program management tasks in the Performance Work Statement as well as the following: tasks; deliverables; quality control; dependencies;
schedules; security; risk strategy, management, and mitigation; and staffing. Each PMP update shall reflect changes from the prior PMP and identify reasons for the change. The Contractor is expected to use the PMP to manage the project and it will be used as an element against which to measure performance.
The PMP shall be submitted with the task order proposal and approved by the Government concurrently with the task order award. The PMP can be modified after acceptance by mutual agreement of the government and contractor. Submitted electronically. Submit initial Plan 15 days after new tasks are received and requested by the COR, update Plan within 15 days of tasking.
