Labor Category Descriptions
Labor CategoryPosition Description
1Program ManagerPlan, direct, or coordinate the operations. Duties and responsibilities include formulating policies, managing daily operations, and planning the use of materials and human resources. Excludes First-Line Supervisors. The Program Manager serves as the overall lead or director on complex projects and contracts and serves as the principal liaison between the Contractor and the Government. The Program Manager II is responsible for ensuring that all tasking associated with a Government-funded program or project is completed effectively and efficiently, on time and within budget. The Program Manager II is also responsible for providing updated technical, managerial, and contractual inputs to the Government.
2ConsultantProvides senior-level analytical and program support. Contributes to engagement work plan development and often leads assigned engagement tasks to completion. Applies business modeling, process modeling, and business design techniques; formulate diagnoses through financial or statistical modeling,

assesses appropriate alternatives, and offer conclusions to Project Manager. Participates in organizational assessments, and leads performance measures and indicators analysis. Has knowledge of Federal accounting principles and accounting transactions and an understanding of budget planning, budget formulation, and budget execution processes. Proficient with various financial analysis methods and has an understanding of financial systems requirements.

3Business AnalystConduct organizational studies and evaluations, design systems and procedures, conduct work simplification and measurement studies, and prepare operations and procedures manuals to assist management in operating more efficiently and effectively. Analyze user needs to determine functional and cross-functional requirements. Performs functional allocation to identify required tasks and their interrelationships. Assists in establishing standards for information systems procedures. Assists in the development and application of departmental information models for use in designing and building integrated, shared software and database management systems. Constructs sound, logical business improvement opportunities consistent with corporate information management guiding principles, cost savings and open system architecture objectives. Identifies resources required for each task.
4Project ManagerPlan, direct, or coordinate the operations. Duties and responsibilities include formulating policies, managing daily operations, and planning the use of materials and human resources. Analyze and coordinate the schedule, timeline, procurement, staffing, and budget of a product or service on a per project basis. Lead and guide the work of technical staff. May serve as a point of contact for the client or customer.
5Computer ScientistInvent and design new approaches to computing technology and find innovative uses for existing technology. They study and solve complex problems
6Program AdministratorPlan, direct, or coordinate one or more administrative services of an organization, such as records and information management, funding planning and documentation, and other program office support services. Analyze and coordinate the schedule, timeline, procurement, staffing, and budget of a program. Lead and guide the work of technical staff.
7Security AdministratorAnalyze user requirements to determine both strategic and operational security procedures and technology requirements. Assist project manager in developing project plan, functional requirements, and delivery of secured IT infrastructures and applications. Minimum of 8 years of experience of which 4 must be specialized in securing information systems, network infrastructures, or other related technologies. Must possess in depth technical knowledge regarding up to date methods for securing information sources and delivery mechanisms. Must be able to define procedures relevant to securing technology, working with other team members to fulfill project requirements.
8Software EngineerEstablishes and translates requirements for information technology (IT) systems across design, test, transition-in, operations and maintenance, and continual improvement processes. Applies industry best practices, as appropriate, activity and data modeling, transaction flow analysis, internal control and risk analysis and modern business methods and performance management techniques. Documents standards for information systems procedures. Develops and applies organization-wide information models including designing and building integrated, shared software and/or hardware systems. Constructs sound logical business improvement opportunities consistent with corporate information management guiding principles
9Technical WriterPrepaes technical documents in support of IT-related projects. Develops and refines material for publication and makes recommendations; reviews and edits prepared materials. Requires the ability to write consistent and clear documentation, with the goal of explaining complex information simply and accurately. Experience interacting with technical personnel and using a variety of source material to produce documents. Knowledge of the design and production of technical documentation, and proficiency in word processing and desktop publishing required.
10Graphic DesignerDesign or create graphics to meet specific commercial or promotional needs, such as packaging, displays, or logos. May use a variety of mediums to achieve artistic or decorative effects.
11Intelligence AnalystConduct research, interpretation, evaluation, and analysis of Intelligence, Signals Intelligence, Counterintelligence, Human Intelligence, Counterterrorism, Foreign Military Forces, operations, capabilities, and trend supporting all-source intelligence and threat production. Produce and brief Intelligence assessments and products to various customers.
12Technical Support EngineerAnalyze, test, troubleshoot, and evaluate existing network systems, such as local area networks (LAN), wide area networks (WAN), cloud networks, servers, and other data communications networks. Perform network maintenance to ensure networks operate correctly with minimal interruption.
13System EngineerExperience in installation, checkout, and maintenance of information technology and other systems, of which four years must have involved supervisory responsibilities, and have involved system level duties. Demonstrated ability to manage and perform own work with and lead others in performing technical duties and complex team tasks. May include experience working in or for the military. Functional Responsibility: Plan, estimate, define, and document the requirements for complex systems, equipment, and software configurations. Install, checkout, test, troubleshoot, and operate hardware, software, wiring, and systems. Document installation and issues related thereto. Troubleshoot, maintain and repair installed hardware, software, and systems. Lead others in performing these or comparable functions.
14Visualization EngineerLeads design team by establishing conceptual and stylistic direction for work of team. Expertise in using design software and pre-press production. Acts as client liaison for design team.
15Data ScientistDevelop and implement a set of techniques or analytics applications to transform raw data into meaningful information using data-oriented programming languages and visualization software. Apply data mining, data modeling, natural language processing, and machine learning to extract and analyze information from large structured and unstructured datasets. Visualize, interpret, and report data findings. May create dynamic data reports.
16Financial AnalystProvides financial management and control, schedule coordination, contract data administration and functional support and coordination to support operations, under general supervision. Interfaces with various employee and management levels. Assists in developing financial controls, procedures, systems and forecasting techniques. Develops plans, including budgets and schedules, to meet contractual/project requirements for several major portions of a program. Ensures compliance with internal customer procedures, such as government procurement regulations. Implements program plan requirements and coordinates or performs in-depth studies to determine optimum program plans. Assists in developing financial controls, procedures, systems and forecasting techniques to evaluate contract/program status and ensure compliance with government and customer requirements. Monitors progress of program requirements. Monitors cost performance against plans to ensure contractual cost obligations are met. Support government financial business practices and incorporate processes into compliant solution. Apply sound accounting, tracking, and data processing principles to the performance of an effort. Identify potential problems and solutions through analysis and recommends solutions. Work with functional specialists, vendors, and customers. Prepare timely and submit financial and performance reports. Apply applications, while adhering to established accounting principles and practices.
17HUMINT ScientistDevelop and implement a set of techniques or analytics applications to transform raw HUMINT data into meaningful information using data-oriented programming languages and visualization software. 18HUMINT OperationsSupport development of objectives related to collecting, refining, analyzing and disseminating strategic and tactical intelligence reports utilizing human intelligence (HUMINT). Refine and advance the DoD ability to utilize HUMINT data in both conventional and novel methods.
19Military OperationsProvide expert support on the use of intelligence data and systems in order to plan for and support military execution of both tactical warfighting techniques and strategic operations plans.
20Operations Research & Systems AnalysisFormulate and apply mathematical modeling and other optimizing methods to develop and interpret information that assists management with decision-making, policy formulation, or other managerial functions. May collect and analyze data and develop decision support software, services, or products. May develop and supply optimal time, cost, or logistics networks for program evaluation, review, or implementation.
21Operations IntegratorCoordinate analytical support services for the execution of various tactical or strategic operational plans to enable specific planned outcomes. Use intelligence and forensic products, indications and warnings analysis, collection management, targeting, imagery, network analysis, moving target indications, backtracking, counterintelligence, counter terrorism, foreign disclosure, international engagement and threat analysis to support the operations execution. Develop specific and detailed guidance to ensure interoperability with joint operations.
22CNO DeveloperComputer Network Operations Software Developer to work on the development of new software modules and associated documentation. Working knowledge of programming languages such as C, Assembly, and Python. Additional knowledge of security concepts and networks with the ability to solve real-time cyber challenges. Designing, developing, documenting, testing and debugging applications software and systems that contain logical and mathematical solutions pertinent to operating and supporting developed software and techniques. Diagnose and debug issues using both COTS and GOTS tools.
JuniorA Junior labor category has up to 3 years experience and a BA/BS degree. A Junior labor category is responsible for assisting more senior position and/or performing functional duties under the oversight of more senior positions.
JourneymanA Journeyman labor category has 3-10 years of experience and a BA/BS or MA/MS degree. Typically performs all functional duties independently.
SeniorA Senior labor category has over 10 years of experience and a MS/MS degree. Typically works of high-visibility or mission critical aspects of a given program and performs all functional duties independently. May oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.
Subject matter Expert (SME)A SME is an individual whose qualifications and/or particular expertise are exceptional and/or highly unique. SME do not have specific experience/education qualifications, but are typically identified as recognized Industry leaders for a given expertise. SMEs typically perform the following kinds of functions: Initiates, supervises, and /or develops requirements from a project's inception to conclusion for complex to extremely complex programs
