SCENARIO
CDM has been tasked with assuming control and operation of a number of US Government-owned networks that are currently operated by various organizations. These networks serve a variety of functions associated with the sharing of data (e-mail, documents, collaboration/chat, VOIP, imagery, etc.) between DoD and various partners. These partners include foreign countries, other USG organizations NGOS, etc. The network architectures are diverse, utilize a variety of various backbones, protocols, etc. They operate at different classified information levels ranging from SECRET/Releasable through unclassified. Operating authorities and governance structures for each network also differ.
The DoD intent is that CDM will maintain operation of the networks for one to two years while gaining a solid technical understanding of their architectures and functionality, before developing and implementing solutions to integrate and rationalize their operations on a minimum number of platforms/backbones.
TASK:
The contractor will describe how they will assess and document the function and maintenance of the current networks. They will describe their approach to data collection and define what key data types and information should be collected. They will provide the process for evaluating the architectures, an assessment of what the key issues would probably involve, and anticipated major problems with integrating this collection of diverse networks. They will include a list of key documents to be developed and relevant references.
The contractor will describe the processes and approach to designing the integrated network solution, including the technical approach, potential network backbone/sizing, data storage, cross domain data transfer, required documentation to be produced, and associated approach to certification and accreditation.
